AWARD OF CONTRACT ; OSO PARK IMPRO This item was removed from the Consent Calendar at the request of Councilman Friess for clarification of the extent of improvements, which consist primarily of adddit ional landscaping. It was moved by Councilman Friess, seconded by Councilman Schwartze and unanimously carried to award the contract for improvements to Oso Park to the low responsible bidder, Carlson Landscaping, of Fountain Valley, in the amount of $25,930.60. All other bids were rejected. Several items which were a part of the bid amount were not included in the original project estimate and sufficient funds were not available. Since there were excess funds in the Cook Park Athletic Fields account, Staff was authorized to transfer $11,000 from CIP Account No. 12-6900- 4704-104 to the Oso Park Improvement Account No. 12-6900-4704-115. The Mayor and City Clerk were authorized to execute the contract on behalf of the City, as set forth in the report dated February 16, 1988, from the Director of Public Works. The following four items were removed from the Consent Calendar at the request of Mayor Bland. He noted that a letter dated February 11, 1988, had been received from Louise Rice -Lawson, Vice President, Glenfed Development Corporation, advising of their intent to complete the extension of La Novia from the easterly tract boundary to Valle Road consistent with previous agreements between Glenfed and the City. It was moved by Mayor Bland, seconded by Councilman Buchheim and unanimously carried to approve Final Tract Map 12262 with the determination that it was in substantial compliance with the approved tentative map. Julian, City Manager W. D. Murphy, Director of Public Works Award of Contract - Oso Park Improvements (Carlson Landscaping) Bids were opened on Monday, February 1, 1988 for improvements to Oso Park (CIP Project 12-6900-4704-115). The bids are valid until Thursday, March 17, 1988, a period of 45 days from the opening date. Seven bid packages were taken out; however, only two bids were received as follows: Firm Bid Amount Carlson Landscaping $ 25,930.60 Kema Landscaping Co., Inc. $ 38,349.00 NOTIFICATION John Carlson, Carlson Landscaping of Fountain Valley COMMISSION/BOARD REVIEW, RECOMMENDATIONS The project has been reviewed by the Environmental Review Board. FINANCIAL CONSIDERATIONS Twenty three thousand dollars ($23,000) was budgeted in CIP Account No. 12-6900-4704-115. As of January 31, 1988, $19,735 is available for the construction of the project. This leaves a shortfall of $6,195.60 to meet the low bid. The original estimate did not include costs for mobilization, guard posts, installation of a water meter and water line connection to the site, and paving for Water District and Flood Control District access roads, which are all part of the bid amounts. Staff would recommend that $11,000 be transferred from the Cook Park Athletic Fields account (CIP Project No. 12-6900-4704-104) to the Oso Park Improvements account. The Cook Park bid amounted to $79,225.30, which leaves approximately $36,945.64 in the account. Based on this large amount of excess funds, the transferring of $11,000 is not expected to adversely affect the completion of Cook Park. In addition to the construction costs and potential change orders, the $11,000 transfer will be used for construction and project administration. The low bidder for Oso Park is also the low bidder for the Cook Park Athletic Fields. AGENDA ITEM • • February 16, 1988 Page Two ALTERNATE ACTIONS 1.
