This project has furnished separate left turn signal phasing on the Del Obispo Street approaches to Camino Capistrano, thereby now providing protected left turn movements for all four (4) intersection legs. This work is ready for acceptance by the City Council and recordation of a Notice of Completion with the County Recorder. Murphy, Direct r of Public Works SUBJECT: Contract Change Orde No. 1 - Traffic Signal Modifications, Camin Capistrano at Del Obispo Street (Signal Maint nance, Inc. ) SITUATION Due to unforseen construction ifficulties experienced by the contractor for the traffic sig al modifications at Camino Capistrano and Del Obispo Street, it has een found necessary to install a new conduit run across the sou herly approach to the intersection. It has been determined that th existing conduit run is crimped and/or broken due to previous underground construction, thereby making it impossible to pull new traffic signal wires through it. Alternatives have been explored to mitigate the problem such as attempting to repair the existing conduit. The contractor, however, has had difficulty in ascertaining the precise location of the problem and has indicated that there may even be multiple locations where the conduit is damaged. The cost associated with such an alternative could be excessive and the contractor is not definitely sure he can locate and repair the problem. The most expeditious and cost effective approach has therefore been to recommend installation of a new conduit run, for which staff is requesting a contract change order. With installation of the new conduit run construction can proceed so that the full traffic signal modifications may be completed. COMMISSION/BOARD REVIEW, RECOMMENDATION Not applicable. FINANCIAL CONSIDERATIONS Installation of the required conduit run will cost the City an additional $6 , 450 . Although this project was budgeted in 1982-83, it will be carried over to the 1983-84 yea as an encumbered project and will be funded from unallocated gas ax monies . ALTERNATE ACTIONS 1. Examination of Plans , Specific tions and Site of Work The bidder is required to examine the site of work, the proposal , the plans and the sp cifications very carefully. He shall satisfy himself as to th character, quality and quantities of the work to be performed, t e materials to be furnished and the requirements of the Contra t Documents. The plans for the work show conditions as they a e believed to exist, but it is not to be inferred that all th conditions as shown thereon are actually existent, nor shall t e City or any of its officers or agents be liable for any loss ustained by the Contractor as a result of any variance between conditions shown on the plans and actual conditions revealed during examination or progress of the work. The submission of a pro osal shall be prima facie evidence that the bidder has made such an examination. Interpretation of Drawings an Documents If any bidder should fin discrepancies in, or omission from, the drawings , specifica ions or other proposed contract documents , or if he should be in doubt as to the true meaning of any part thereof, he shall at once make a written request to the Engineer for correction, clar fication or interpretation of the point or points in question. The person submitting such a re- quest shall be responsible fo its prompt delivery. In the event that the En ineer receives such a request and it should be found that certa n essential information is not clearly and fully set forth, r if the Engineer discovers errors, -10- omissions , or points requiring clarification in the drawings or documents , a written addendum ill be mailed to each person to whom a set of contract documen s has been delivered. The City will not be responsible for an instructions, explanations or interpretations of the documen s presented to bidders in any manner other than written adde dum. Addenda or Bulletins The effect of all addenda to the contract documents shall be considered in the bid and s id addenda shall be made a part of the contract documents and hall be returned with them. Be- fore submitting his bid, each idder shall inform himself as to whether or not any such addend have been issued, and failure to cover in his bid any such adde da issued may render his bid invalid and result in its rejection. Disqualification of Bidders No person, firm or corporation shall be allowed to make, file or be interested in more than one bid for the same work unless alternate bids are called for . A person, firm or cor- poration who has submitted a ub-proposal to a bidder, or who has quoted prices on materials to a bidder, is not hereby disqualified from submitting a bid in his wn behalf. Proposals Bids to receive consider tion shall be in accordance with the following instructions : A. Bids shall be made only u on the forms provided within these specifications ; all bid i ems shall be properly filled out; bid prices shall be state both in words and in figures ; and the signatures of all per ons signing shall be in longhand. Where there is a conflict in the words and the figures, the words shall govern. -11- B. All prices and notations m st be in ink or typewritten. No erasures will be permitted Mistakes may be crossed out and , corrections typed or writt n in ink adjacent thereto and must be initialed in ink by the person or persons signing the bid. C. Bids shall not contain any recapitulation of the work to be done. Alternate proposals will not be considered except as required hereinabove . No ral, telegraphic or telephonic proposals or modifications will be considered. D. The City may require any b dder to furnish a statement of his experience, financial resp nsibility, technical ability , equip- ment and references proper y and fully filled out. E. Each bidder shall list his proposed sub-contractors on the form accompanying the prop sal in accordance with the pro- visions of the specificati ns . F. Each bidder must accompany his bid with either a cashier' s check upon some responsible bank, or a properly certified check upon such bank, or n approved corporate surety bond payable to the City for s ch a sum of not less than ten (10) percent of the aggregate um. of the bid, which check or bond and the monies represente thereby shall be held by the City as a guarantee that the bidder, if awarded the contract, will in good faith enter into uch contract and furnish the required bonds. The bidder agrees that, i case of his refusal or failure to execute said contract and give bonds within the time required by these documents , such heck or bond, and the money re- presented thereby, shall emain the property of the City and, if the bidder shall fail o execute said contract, said surety will pay to the Ci y the damages which the City may suffer by reason of such ailure, not exceeding the sum of ten (10) percent of the a ount of the bid. Bids shall be delivered to the City at the location stipulated, on or before the day and hour set for the opening of bids, as hereinbefore specified in the "Notice Inviting Bids" . Bids shall be enclosed in a sealed envelope bearing the title of the work, the name of the bidder, bid opening date and time of bid opening. Licensing of Contractor All persons , firms , partnerships or corporations shall be licensed in accordance with the Business and Professions Code of the State of California and the applicable ordinances of the City and County before doing any work of any kind. Withdrawl of Bids Any bidder may withdraw his bid in person or by written request at any time prior to the scheduled closing time for re- ceipt of bids . Opening of Bid Proposals The City will , in open session, publicly open, examine and declare the bids at the time set forth in the "Notice Inviting Bids" . Bidders or their authorized representatives are invited to be present. Award of Contract or Rejectiom of Bids No bidder may withdraw his bid for a period of forty-five (45) days after the date set for the opening of bids . The con- tract for the work will either be awarded or the bids rejected within the forty-five (45) days from the date set for the opening of bids. The contract for the wor< will be awarded to the lowest responsible bidder complying with these instructions and with the "Notice Inviting Bids" . rhe City, however, reserves the right to reject any or all bids and to waive any nonconformity in the bids received. -13- The bidder to whom the aw rd is made shall execute a written contract with the City and fur ish the stipulated bonds , insurance and bid breakdown within fifte n (15) days after the notice of award of contract. The contra t shall be made in the form adopted by the City . The release of t e successful bidder ' s surety deposit, as previously stipulated (page 5) , shall be made upon the City ' s acceptance of the Labor and Ma erials Bond and the Faithful Per- formance Bond. If the bidder to whom the award is made fails to enter the contract as herein provided, t e award may be annulled and an award may be made to the next owest responsible bidder; and such bidder shall fulfill ever stipulation embraced herein, as if he were the party to whom t e first award was made. A corpora- tion to which an award is made shall furnish evidence of its cor- porate existence and evidence hat the officer signing the con- tract and bonds for the corporation is duly authorized to do so. Bonds The successful bidder, simultaneously with the execution of the Agreement, will be requir d to furnish a Labor and Material Bond in a sum not less than ore hundred percent (1008) of the total amount payable by the t rms of the contract and a Faithful Performance Bond in a sum not less than one hundred percent (1008) of the amount of the c ntract. Time of Performance The work shall be commen ed within fifteen (15) calendar days from the date of execution of the contract and shall be diligently prosecuted until completion. The bidder ' s attention is directed to the specifications s to provisions for extension of time of completion and/or assessment of liquidated damages . Assignment of Contract No assignment by the Cont actor of any contract to be entered into hereunder or any art thereof, or of funds to be received thereunder by the Con ractor, will be recognized by the awarding authority unless such assignment has had prior approval of the awarding authority and he surety has been given notice of such assignment in writing and has consented thereto in writing. Workmen and Wages Attention is specifically directed to all provisions of the Labor Code of the State of California with regard to workmen and wages . Wages shall not be less than prevailing wage rates determined by the City pursuan to said Code and as listed in the "Notice Inviting Bids" . Building Permits It shall be the Contracto ' s responsibility to obtain all necessary permits, bonds and i surance, as required, for the completion of the project. No extra compensation shall be made therefore. -15- ' SPECIAL ROVISIONS ' I . Work to be Done ' The work to be done under his contract, in general , consists of furnishing and installi g traffic signals , loop detectors , signs , and electrical faci ities ; removing and relocating ' existing traffic signal eq ipment; modifying existing controller and cabinet as required an all other miscellaneous items and appurtenant work as shown n the plans or included in the specifications . 2 . Standard Specifications ' The contractor shall perfo , his work in accordance with the Standard Specifications fo Public Works Construction, 1982 Edition, ereina ter re' er e to as the Stanclarc Specifications . The contractor shall maintain a copy of this book on the j-ob site at all times. Unless therwise specified, errata and supplements to the Standard Specifications for Public Works ' Construction shallbe part f these specifications . The _ provisions of the Standard pecifications shall be modified as indicated below: ' Change 1 : "Section 2-4 Contract Bonds " The "Payment Bond" (Material and Labor Bond) shall be ' in the amount of 100 percent of contract price . The "Faithful Performance Bond" shall be held as assurance of guaranteed performance=for a period of one year after ' acceptance of the improvements by the City Council . Change 2 : "Liability Insprance" ' The amounts and provisio s of insurance are modified to be: Bodily Injury $ 50 , 000 each person Bodily Injury $ 1, 00 , 000 each accident Bodily Injury $ 1 , 00 , 000 aggregate products ' Property Damage $ 50 , 000 each accident Property Damage $ 50 ,000 aggregate operations ' Property Damage $ 50 , 000 aggregate protection Property Damage $ 50 , 000 aggregate contractual Property Damage $ 50 , 000 aggregate products ' The contractor shall lik wise obtain public liability and property damage insuranc to cover vehicles used or maintained by him, wheth r on or off the premises , with ' liability limits of not ess than $500 , 000 , for any one person, and $ 500 , 000 for any one accident, and property damage of $500 , 000 . The insurance amounts set forth herein ' are the minimum amounts equired by the City . Other agencies with which the ontractor may be involved in the accomplishment of the wo k may require greater amounts . -23- ' The City will not reco nize any claim for additional compensation because of the requirement for greater amounts of insurance, as an element to be considered by the contractor in determi ing his bid. CHANGE 3 : "Section 8 - Facilities for Agency Personnel" ' Delete this section. 3. Terms Defined ' Whenever in the said Stand rd Specifications the following terms are used, it is here y provided that the following City ' Departments or persons sha 1 be intended: AGENCY shall mean City of San Juan Capistrano ' wherever a propriate. BOARD shall mean the City Council of the City of San Jua Capistrano. ENGINEER shall mean City Engineer or other person (s) designated by same. ' 4. Construction Area ' Contractor shall protect property and facilities adjacent to the construction area , an all property and facilities within the construction area whic are shown on the plans to be ' protected. After completi n of project, construction area shall be clean and in a present le condition. All public or privately owned improvements and fa ilities shall be restored to their original condition and to ation. In the event improvements or ' facilities are damaged, t ey shall be replaced with new materials equal to the original. ' Nothing herein shall be c nstrued to entitle the contractor to the exclusive use of a y public street, way or parking area during performance of the contract work, and contractor shall ' conduct his operations so as not to interfere with the authorized work of utility companies or other agencies in such streets , ways or parking areas . ' The contractor shall be. r sponsible for investigating conditions of available public andp ivate roads and of clearances , restrictic: and other limitations a£f cting transportation and ingress and egress to the site of the work. 4- 5. Obstructions Attention is directed to Section 5 , "Utilities" , and Subsection 7-9 , "Protection and Rest ration of Existing Improvements" , of the Standard Specifications for Public Works Construction, and these Special Provisi ns. If the contractor wishes to have any utility located, he should contact the responsible a ency at least 48 hours prior to construction in the immediate vicinity of the utility. The contractor ' s attention is directed to the utility notification service provided by UNDERGROUND SERVICE ALERT (USA) . USA member utilities will provide the contractor with the locations of their substructures in the construction area when the contractor gives at least 48 hours notice to the USA by calling 1-800-422-41h . The contractor shall be r sponsible for contacting the utility companies directly to det rmine the locations of their substructures. Full compensation for conforming to the requirements of this article shall be consider d as included in the contract bid prices paid for the vario s items of work, and no additional compensation will be allo ed therefor. 6 . Project Drawings The drawings show location, character of work, details of construction and are attached hereto as a part of the specifications . They ar entitled, "Traffic Signal Modifications - Camino Capistrano and Del Obispo Street. " 7 . As Built Print The contractor is required to submit to the Engineer "As Built" prints, prior to City acceptance of the installations . The prints shall indicate in red such deviations from the contract plans as, but not limited to, the location of poles, pull boxes and runs, depth and location of conduit, number of conductors and other appurtenant work for future reference . 8. Pre-Construction Coordination Meetinq Prior to the commencement of construction, arrangements will be made for a meeting between the contractor, the Engineer, and involved utilities representatives. The purpose of this meeting is to coordinate the activities of the contractor within the limits of thiE contract, review scheduling, discuss construction methods and clarify inspection procedures . The contractor will be requi ed to submit a complete schedule showing the number of wo king days required to complete each phase of the project. 25- 9 . Maintenance and Guarantee The contractor shall guara tee the entire work constructed by him under this contract will fully meet all requirements as to quality of workmanship and materials furnished by him. The Contractor shall make at his own expense any repairs or replacements made necessary by defects in workmanship or materials furnished by him that become evident within one (1) year after filing of the notice of completion of the work, and to restore to full com liance with the reauirements of these specifications inclu ing the test requirements set forth herein for any part of the work which during the one year period is found to be defi fent with respect to any provision of the plans and specifications. The Contractor shall make all repairs and replacements p omptly upon receipt of written orders from the Engineer. If the Contractor fails to make the repairs and replacemen s promptly, the City may do the work and the Contractor and his surety shall be liable to the City for the cost. The Contrac or also agrees to hold the City harmless from claims of an kind arising from damage due to said defects. 10. Signs This work shall consist of furnishing and installing signs and mast arm hangers and brackets, complete with fastening and mounted hardware, at the locations shown on the plans and as directed by the Engineer.- This work shall be performed in conformance with the current State of California, Department of Transportation, Traffic Manual and these Special Provisions. The exposed portion of fastening hardware on the face of the signs shall be painted, using touch-up enamel that matches the background. All signs shall be reflec orized. The Engineer shall be conac ted prior to the installation of all signing in order to a certain the exact placement location. All costs associated with furnishing and installing signs shall be considered included in the lump sum price paid, and no additional compensation shall be allowed therefore. 11 . Traffic Signal and Lighting Specifications The furnishing and installation of traffic signals and lighting shall conform to the provisions of Section 86 , "Signals and Lighting" , of the Standar Specifications of the State of California, Department of Transportation, January 1981, and these Special Provisions. -2E - 12 . Standard Plans Standard plans referred to in the signal plans and these Special Provisions for traffic sig al and lighting work shall be the Standard Plans of the Stat of California, Business and Transportation Agency, Dep rtment of Transportation, dated January, 1981 . 13 . Equipment List and Drawing Equipment list and drawings of electrical equipment and material shall conform to the provisions in Section 86-1. 03 , "Equipment List and Drawings" , of the Standard Specifications of the State of California, and these S ecial Provisions . The controller cabinet sch matic wiring diagram and intersection sketch shall be combined into one drawing, so that the drawing is oriented with the intersection. 14 . Maintaining Existinq and Temporary Electrical Systems Maintenance of existing and temporary electrical systems shall conform to the provisions in Section 86-1. 05, "Maintaining Existing and Temporary Electrical Systems" of the Standard Specifications of the State of California, and these Special Provisions. 15. Work Area Traffic Control All traffic control devices for moving traffic through and around work areas shall bE placed in conformance with the current State of California Department of Transportation, Traffic Manual , and these Special Provisions. A plan showing how traffic will be controlled during construction shall be submitted to the Engineer for his review and comment twenty (20) days prior to commencing any work withir the public right-of-way. It shall be the responsibility of the Contractor to, at all times, strive to have a minimal impact upon the existing vehicular flow. No additional payment shall be made for properly maintaining the existing traffic flow. 16 . Foundations Foundations shall conform to the provisions in Section 86-2 .03 , "Foundations" , of the Standard Specifications of the State of California, and these Special Provisions . The eighteenth (18th) par graph in Section 86-2 .03, "Foundations" , of the Standard Specifications is amended to read: "The foundations sh wn on the plan shall be extended if conditions require Additional depth, such additional work if ordered by the Engineer shall be considered as included in the lump sum contract bid price. " 27- 17 . Standards, Steel Pedestals and Posts Standards, steel pedestals and posts shall conform to the provisions in Section 86-2 04 , "Standards, Steel Pedestals and Posts" , of the Standar Specifications of the State of California, and these Spec al Provisions. The City of San Juan Capis ' rano shall furnish the required Type 26-3-70 and Type 19-3 -70 traffic signal poles, and luminaire mast arms with a chor bolts and plumbizers for Mission Bell luminaires. in addition, the City shall furnish a pedestrian pushbutton post with pedestrian pushbutton. These costs shall, therefo e, not be included in the lump sum contract bid price. Tie lump sum contract bid price shall, however, include all costs necessary to install completely said furnished Type 26-3-70 , 19 -3-70 and pedestrian pushbuttom post. 18 . Conduit Conduit shall conform to tie provisions in Section 86-2 . 05, "Conduit" , of the Standard Specifications of the State of California, and these Spec ' al Provisions. Non-metallic type conduit nay be used only where specifically noted or in trenches and s all be Schedule 80. Rigid metal conduit to be ased as a drilling or jacking rod shall be fitted with suita le drill bits for size hole required. Insulated bonding bushings will be required on metal conduit. After conductors have been installed, the ends of conduits terminating in pull boxes shall be sealed with an approved type of sealing compound. Conduit runs are shown in schematic form only. Actual installation shall be done in the most direct manner. 19 . Pull Boxes Pull boxes shall conform to the provisions in Section 86-2 . 06 , "Pull Boxes" , of the Standard Specifications of the State of California, and these Special Provisions. The conduit shall be placed in a manner that the lowest portion of the opening shall be a minimum of 2 inches above the bottom of the pull box, the top portion of the opening shall not be less than 8 inches from the top of pull box. The conduit shall be placed in a manner to allow the cable/wire to be pulled in a straight line and clear side of pull box by 2 inches (angle of exit. ) 28- 20 . Conductors and Wiring Conductors and wiring shallconform to the provisions of Section 86-2 . 08 , "Conducto s" , and Section 86-2 . 09 , "Wiring" , of the Standard Specificat ons of the State of California, and these Special Provisio s. Conductors No. 8 AWG and larger shall be stranded. In locations where new con uctors are to be added to existing conductors in a conduit, a 1 conductors shall be removed; the conduit shall be cleaned as provided in Section 86-2 . 05C, "Installations" , and both Dld and new conductors shall be pulled into the conduit as a unit. The Contractor shall therefore, not be allowed t.o slip the new conductors into existing conduit while existing conductors are in place. The Contractor shall exercise sufficient care in removing existing conductors from e isting conduit in order to prevent damage to existing conductDrs. All existing conductors which are located within a conduit which will have new conductors added shall be meggered prior to removal from the existing conduit. Deficient conductors shall be labeled and repla ed as required. All existing conductors shall be inspected for possible damage after removal from existing conduit. It shall be the contractor' s responsibility to replace at his expense any conductors which were damaged during this removal operation. 21 . Splice Insulation Splice insulation shall conform to the provisions in Section 86-2 . 09E, "Splice Insulation" , of the Standard Specifications of the State of California, and these Special Provisions. Conductors #10 AWG or larger shall be spliced by the use of "C" shaped compression connectors. Splices shall be insulated by "Method B. " 22 . Bonding and Grounding Bonding and grounding shall conform to the provisions in Section 86-2 . 10 , "Bonding and Grounding" , of the Standard Specifications of the State of California, and these Special Provisions. Grounding jumper shall be attached by a 3/16 inch or larger brass bolt in the signal standard and shall be run to the conduit, ground rod or bonding wire in adjacent pull box. Grounding jumper shall be visible after cap has been poured on foundation. -29- 23 . Testing Testing shall conform tot e provisions in Section 86-2 . 14 , "Testing" , of the Standard Specifications of the State of California, and these Specal Provisions . "Turn-On" of the modified raffic signal shall not be made on a Friday or the day pre eding a legal holiday. The Engineer shall be notified at least 48 hours prior to the intended "turn-on. " 24 . Solid-State Traffic Actuat d Controllers Modifications to the existing solid-state traffic-actuated controller unit, cabinet, nd auxiliary equipment shall conform to the provisions ' n Section 86-3 , "Controllers" , of the Standard Specification of the State of California, and these Special Provisions. The existing Econolite EMC 8000 5 phase controller and cabinet shall be modified as requi ed to provide the 8 phase operation as shown on the project pl ns. All costs associated with odifying the existing controller shall be considered as included in the lump sum price paid, and no additional comnens tion shall be allowed therefore. 25 . Vehicle Signal Faces and i nal Heads Vehicle signal faces, sig al heads and auxiliary equipment, as shown on the plans, an the installation thereof, shall conform to the provisions in Sections 86-4 . 01 to 86-4 . 06 , inclusive, of the Standar Specifications of the State of California, and these Spe ial Provisions . All lamps for traffic sig al units shall be furnished by the Contractor. Each programmed visibilit signal face and the installation thereof shall conform to he provisions in Section 86-4 . 04 , "Programmed Visibility Ve icle Signal Faces" . of the Standard Specifications o the State of California, and these Special Provisions. In addition to Section 86 4 . 06 , "Signal Mounting Assemblies" , of the Standard Specifica ions of the State of California, these following Special P ovisions shall apply whenever a terminal compartment is r cuired: 30- The terminal block sh 11 be mounted vertically and to the side of the cable inl t guide. Sufficient lateral spacing shall be prov ded to allow pulling and connecting of incoming conductor3 without removal of the terminal block mounting screws A minimum of one (1) inch clearance shall be pr vided between the terminal block and all inside walls of tie terminal com_oartment. The terminal compartment shall be rovided with a captive hinged access door. With the door pen, there shall be a minimum of ten- by-four-inch (10"X4" ) access to the terminal compartment for connection and inspection of the terminal block. The door shall be equippel with a minimum of two hinged points . Hinge pins or other hardware shall be stainless steel machine screw of adeq ate size to secure the door to the compartment housi g. The door shall be equipped with a neoprene gasket per anently secured, to Prevent water from entering the terminal compartment. The mounting boltspacing 'and cable guide location shall be as dimensioned on drawing S-3B of the Standard Plans of the State of California. 26 . Pedestrian Signals Pedestrian signals shall c nform to the provisions in Section 86-4 . 05, "Pedestrian Signa s" , of the Standard Specifications and these Special Provisio s. Pedestrian signals shall be Type C. The letters shall be a minimum of 4-1/2 inches in height. 27 . Detectors Detectors shall conform to the provisions in Section 86-5. 01, "Vehicle Detectors" , of the Standard Specifications of the State of California, and hese Special Provisions. Integral detector sensor nits shall not be provided. Output relays, if used, s all be normally closed. The Contractor shall test the detectors with a motor driven cycle, as defined in the alifornia Vehicle Code, that is licensed for street use b the Department of Motor Vehicles of the State of California . The unladen weight of the vehicle shall not exceed 220 pounds, and the engine displacement shall not exceed 100 cubic centimeters. Special features , components or vehicles de igned to activate the detector will not be permitted. The Contractor shall provide an operator who shall drive the motor driven cycle through the response or detection area of the detector at not less than three miles per hour nor more than se en miles per hour. The detector shall provide an indicati n in response to this test. - 1- Loop Detectors Sensor units shall be Type A or Type B. Section 86-5. O1A (2) , "Perf rmance Characteristics" , of the Standard Specifications of the State of California is amended to read as follows : Loop sensor units shall provide an output closure for each vehicle passing through the response area of the loop at s eeds up to 75 miles per hour and shall also provi an output closure of at least 10 minutes dur tion when a vehicle, except motorbikes, is occup ing the response area of the loop. An output clo ure of at least one minute duration shall be pr vided for motorbikes. Loop sensors shall be sel -tuning. Advance loop detectors sh 11 provide a timed lag capability in a range from 0 through 6 seconds, minimum, in one-second increments. Loop detectors in left to n lanes shall not detect any vehicle in adjacent lanes. Size f individual loops may vary from that shown on the plans. The number of sensor unit and lead-in cable required to achieve the specified det ction shall be installed. 28 . Pedestrian Push Buttons Pedestrian push buttons s all conform to the provisions in Section 86-5 . 02 , "Pedestr an Push Buttons" , of the Standard Specifications of the Sta e of California, and these Special Provisions. The pedestrian push buttom instruction signs shall be 9"X12" in size. On the Type B push button assembly, the sign shall attach to and be securely supported by the frame work. The sign shall not extend beyond the frame work. 29 . Luminaires All luminaire wattage sha 1 be as shown in the plan with integral constant wattage ballast, 240 volt multiple integral photo-electrical receptac e with photoelectric control and glare shields. All lumin ires shall conform to the applicable provisions in Section 86- , "Lighting" , of the Standard Specifications of the Sta e of California. 32- 30 . Photoelectric Controls Photoelectric controls sha 1 conform to the applicable provisions in Section 86-6 . 07 , "Photoelectric Controls" , of the Standard Specificat ' ons of the State of California, and these Special Provisio s. The photoelectric controls shall be Type IV. 31. Removing, Reinstallinq or alvaging of Electrical Equipment The removal, reinstallatio or salvaging of electrical equipment shall conform to the provisions in Section 86-7 , "Removing, Reinstalling or Salvaging Electrical Eauipment" , of the Standard Specifica ions of the State of California, and these Special Provis1 ns. 32 . Insurance and Overhead Co is The Contractor shall rece've no direct compensation for insurance and overhead cc ts. Accordingly, these costs shall be considered inclu ed in the lump sum price paid, and no additional compens tion shall be allowed therefore. 33. Payment Payment for signals and lighting shall conform to the provisions in Section 86-E , "Payment" , of the Standard Specifications of the State of California, and these Special Provisions. The traffic signal system shall be complete. Notwithstanding discrepancies, or incompleteness or inaccuracies between the Standard Specifications, these Special Provisions and the Plans, it shall be the responsibility of the Contractor to provide and install the proper and necessary quantities of items to result in a comp ete, workable and full operating signal and lighting insta lation.
