1988-0205_JOHN TAYOR CONSTRUCTION_ContractCONTRACT ACQUISITION OF PERSONAL PROPERTY This contract is made this tG day of F f&,&t//! R Y by and between the City of San Juan Capistrano, hereinafter referred to as "CITY" and John Taylor Construction, hereinafter referred to as "CONTRACTOR". IT IS HEREBY MUTUALLY AGREED BETWEEN CITY AND CONTRACTOR IS AS FOLLOWS: I. Contractor agrees to provide and install mobile office buildings at the location of San Juan Capistrano City Hall, 32400 Paseo Adelanto, San Juan Capistrano, which says that units shall constitute a trailer office expansion for the City's Municipal Offices. The scope of work required under this contract is set forth in exhibits A, B, and C attached and incorporated herein by reference. H. Contractor agrees to furnish all tools, labor, materials, equipment, transportation, and supplies necessary to perform and complete in good and workmanlike manner the construction and installation of the trailer offices for the Municipal Offices in strict conformity with the Plans, Specifications and all other contract documents. III. City agrees to pay and Contractor agrees to accept the lump sum, the prices designated in the payment schedule and of the time and manner set forth in Exhibit D. Further, the proposed payment schedule shall be in accordance with Exhibit D attached incorporated here and by reference. IV. Contractor agrees to begin work by ordering the units within seven days of execution of this agreement to complete the work within 120 days thereafter. Supply and install 12'x48' modular office trailer for lunchroom, with entry deck, water and sewer hookup (Unit 2). (City to do trenching, backfill, and asphalt concrete patching). 3. Supply and install 121x60' modular office trailer for Public Works and Planning Departments (Unit 3). I. General The mobile office foot x 60 foot manufactured local ordinances pertaining building shall conform to the Plumbing Code and to the Energy Codes. Location of attached plan. II. Exterior Walls 0 buildings shall consist of two, 12 foot x 48 foot and one, 12 buildings built in compliance with all applicable State and to manufactured commercial buildings. III.} Roof The roofing material shall be galvanized and coated steel roof. IV. Floor The building floor shall consist of 2" x 5/8" tongue and groove plywood laid transverse finished to accept either carpet or vinyl tile. $15/yd., customer's choice. Units 2 and 3 to have noted in plans. V. Interior Walls 6" floor joists every 16" overlaid with to the floor joists. The floor shall be Unit 1 is to have carpet installed @ 12 x 12 Armstrong vinyl tile, except as Unit 1 Interior and partition walls shall be framed with 2" x 3" studs at 16" o.c. with a 2" x 3" top and bottom plate. The interior walls shall be finished with gypsum board with taped seams and painted with a colored approved by the District. VI. Ceiling The ceiling shall be a "T" -bar grid type suspended ceiling, 90" high, with recessed lighting. VII. Lighting Lighting shall be provided by recessed fluorescent fixtures. The standard fixtures shall be 4 foot fluorescent fixtures with four 48" tubes and acrylic diffusers. Light levels shall be 70-100 foot candles at desk height in all areas. Wall switches shall be provided near entrances to all work areas and offices. VIII. Electrical Each unit shall be provided with a 100 amp, 120/240 volt single phase three wire service. All wiring shall conform to the National Electrical Code. Location of receptacles shall be 12 foot intervals on all walls, unless indicated otherwise on the plans. 0 IX. Heating, Ventilating and Air conditioning i Each unit shall be supplied with a Bard, Hi -Boy, end mount, 230 volt single phase heat pump. Each system shall have continuous timer and by-pass unit for fully automatic or manual control of temperature cycles. Registers shall be ceiling mounted. Units shall have privacy screen to match exterior siding to box in heat pump and not void manufacturer's warranty. X. Doors and Windows A. Exterior Doors Exterior doors shall be 3' - 0" x 6' x 8" outswing with platforms and entry ramp per plans. B. Interior Doors Interior doors shall be 36" x 80" hollow core and painted to compliment interior walls. C. Windows Exterior windows shall be bronzed framed, side sliding with screens. XI. Insulation A. Floors: R-11 Fiberglass insulation B. Exterior Walls: R-11 Fiberglass insulation C. Roof: R-19 Fiberglass insulation XII. Delivery and Set Up The bid price shall include delivery to the site and all material and labor required to set the units. Clearing of the site, trenching for utilities, backfilling, and air., conditioning patching, and tree removal will be provided by others. adv 30 9 AGENDA ITEM TO: Stephen B. Julian, City Manager 0 January 19, 1988 FROM: Glenn D. Southard, Assistant City Manager SUBJECT: Expansion of Municipal Offices SITUATION: It has been recognized for some time that additional space is needed at the Municipal Offices to address current and anticipated overcrowding. An interim solution has been developed which should satisfy the City's needs until relocation to a new City Hall. It is proposed that the City buy three trailers, two 121X48' and one 12'X60' for a total of 1872 square feet. The trailers are to be located behind the Municipal Offices, generally in the areas behind the City Manager's Office, Administrative Services, and Planning/Public Works. This solution would allow for the elimination of overcrowding in the City Manager's Office and in Planning and Public Works, and would provide the City with a lunchroom/meeting room for general purpose usage. The trailers would be similar to those provided for the Water District but without the shake roofs. The City's plan is to paint the trailers the same as the Water District and then paint the Municipal Offices to match so that we have a uniform color. The addition of the trailers would necessitate a modification to the back parking lot, but this can be accommodated with a minimum of space loss and expense. Bidding Staff has been working with John Taylor of Taylor Construction on cost estimates and he has been extremely helpful. Mr. Taylor has provided space additions for the Water District and the City in the past, and we have found his prices to be very competitive. Due to the unique nature of this project and the need to have someone familiar with our facilities, we are recommending that the City waive formal bidding for acquisition of this personal property and utilize the services of John Taylor after negotiating a specific contract for services. It is anticipated that the trailers could be installed by late March or early April. Municipal Code Section 3-4.306(h) permits waiver of bid process under these circumstances. COMMISSION/BOARD REVIEW & RECOMMENDATIONS: Not applicable. FINANCIAL CONSIDERATIONS: It is anticipated that to purchase the trailers, set them up, and provide all the necessary utilities will cost approximately $73,000. This would be approximately $40 per square foot, or about half what it would cost to do conventional construction. It is estimated that we will need an additional $10,000 for furniture and equipment, a Exhibit D PROPOSED PAYMENT SCHEDULE Payment #1 On execution of contract, 50 percent cost of manufacturing mobile units, foundation, delivery, and set-up. Include down payment on new meter panel. $26,000.00 Payment lit Within two days of delivery and set-up, balance of mobile units. $26,000.00 Partial cost of accessory items: electric, decks, ramps, cutouts, etc. Payment #3 Upon occupancy, of at least two units. Payment #4 Final completion. $10,000.00 $ 9,000.00 $ 6,764.00 $77,764.00 Agenda Item - Municipal Offices 0 -2- January 19, 1988 $5,000 contingency fund for miscellaneous items, for a total of $90,000. Not only are the trailers less expensive than conventional construction, they have a resale value of approximately 50-60%. Funding has not been specifically budgeted for this purpose, but monies are available in the Internal Service Fund. Reserve monies would be used with monies recouped from charges to the department in future years to rebuild the fund. A budget authorization to undertake the work is required. NOTIFICATION• Taylor Construction ALTERNATE ACTIONS: 1. Authorize staff to proceed with the installation of the trailers as described, waive formal bidding, and enter into an agreement with Taylor Construction for the purchase and installation of the trailers. 2. Authorize staff to proceed with the trailers, but require formal bidding. 3. Request that staff look at an alternative that would provide permanent construction. 4. Request additional information. RECOMMENDATION: By motion, the City Council authorize staff to purchase three trailers as described, waive formal bidding, authorize staff to enter into an agreement with Taylor Construction for services, and authorize a budget adjustment of $90,000 to accomplish the work.
