Construction) SITUATION: On September 1, 1981, the City Council awarded a construction contract to R. G. Construction, calling for interior modifications to an existing vehicle storage building located in the City Hall yard area. Work was started on September 11, 1981; a period of 90 days was allowed for com- pletion of the specified work. FINANCIAL CONSIDERATIONS: The original contract price was $35,771.25. No change orders were issued. Funds are available in the Capital Improvements Budget. ALTERNATE ACTIONS: 1. Accept the specified work as complete and authorize payment of the retained funds in accordance with City policy. 2. Do not accept the work as complete. 3. Request further information from staff. ' Examination of Plans, Specifications and Site of Work The bidder is required to examine the site of work, the ' proposal, the plans and the specifications very carefully. He shall satisfy himself as to the character, quality and quantities ' of the work to be performed, the materials to be furnished and the requirements of the Contract Documents. The plans for the ' work show conditions as they are believed to exist, but it is not to be inferred that all the conditions as shown thereon are ' actually existent, nor shall the City or any of its officers or agents be liable for any loss sustained by the Contractor as a result of any variance between conditions shown on the plans and actual conditions revealed during examination or progress of the work. The submission of a proposal shall be prima facie evidence that the bidder has made such an examination. 1 Interpretation of Drawings and Documents If any bidder should find discrepancies in, or omission ' from, the drawings, specifications or other proposed contract documents, or if he should be in doubt as to the true meaning of any part thereof, he shall at once make a written request to the ' Engineer for correction, clarifigation or interpretation of the point or points in question. The person submitting such a re- quest shall be responsible for its prompt delivery. In the event that the Engineer receives such a request and it should be found that certain essential information is not clearly and fully set forth, or if the Engineer discovers errors, -10- ' omissions, or points requiring clarification in the drawings or documents, a written addendum will be mailed to each person to ' whom a set of contract documents has been delivered. The City will not be responsible for any instructions, explanations or ' interpretations of the documents presented to bidders in any manner other than written addendum. Addenda or Bulletins The effect of all addenda to the contract documents shall ' be considered in the bid and said addenda shall be made a part of the contract documents and shall be returned with them. Be- fore submitting his bid, each bidder shall inform himself as to whether or not any such addenda have been issued, and failure to ' cover in his bid any such addenda issued may render his bid invalid and result in its rejection. 1 Disqualification of Bidders ' No person, firm or corporation shall be allowed to make, file or, be interested in more than one bid for the same work unless alternate bids are called for. The work so covered will result in a closed -in building with exterior doors, windows and a concrete floor. However, before this space can be utilized for office and storage areas in accordance with the original authorization, it will be necessary to provide modifications and additions to the building interior. This work will be done upon completion of the existing Olsen contract. Work will consist largely of providing walls and partitions, plumbing, electrical, heating, air-conditioning, public counters, suspended ceilings, insulation, and similar items of interior work, in accordance with the Plans and Specifications, which have been prepared. FINANCIAL CONSIDERATIONS The fiscal year, 1980-81 budget, contained the sum of $200,000 to cover the work contained in the Olsen contract, the work described herein, and rework of the City Yard area. Of this sum, approximately $70,000 is not committed, and was rebudgeted into the 1981-82 budget. It is estimated that the work described herein will cost approximately $45,000. ALTERNATE ACTIONS 1. All work shall be done for a complete wiring to and connection of electrical equipment, including appliances, air conditioning equipment, exhaust fans, pull boxes, outlet boxes, switches, etc.. All work shall be done for a complete installation of all the heating and air conditioning system, including, duct work, duct insulation, hangers, support, toilet room exhaust fans, temperature controls, grilles, registers, diffusers, and accessories. The ceilings shall have a minimum of R-19 insulation installed, ' and the walls shall have a minimum of R-11 installed. The lunch room and all offices shall have a suspended T -bar ceiling with a finished ceiling height of 8.feet. The restroom shall ' be constructed of a water resistant material and have a finished ceiling height of 8 feet. All interior doors shall be 2868 hollow core paint grade, except as noted on the drawings. The fire door shall be a 20 minute assembly. ' All firewalls shall be constructed of 2" x 4" studs 16" O.C. with 5/8" Type -X drywall on both sides. With engineer's approval, metal studs may be used. General The work shall include the furnishing of all labor, materials, equipment, tools, appliances, transportation, and services required to perform and complete all the rough carpentry work for the building as indicated on ' the drawings and as herein specified. Construction of interior stud walls and ceiling as indicated on drawings. ' C. Materials 1. Each piece of lumber and plywood used for structural framing shall be graded and marked ' in accordance with the grading rules of the Western Wood Products Association. All lumber ' to be douglas fir. Grades shall be as indicated on the contract drawings. All lumber shall be S4S unless noted otherwise. At contractors option and the engineer's approval , metal studs may be ' used in place of wood. 2. All framing lumber to be kiln dried. -28- D. WORKMANSHIP 1. Members shall be accurately cut and fitted, and solidly fastened together to produce plumb, level, and rigid construction. Splicing of framing members between supports is prohibited unless specifically so detailed or directed. Faces of all framing members shall be installed iin true even planes. Set horizontal and inclined ' members with crown edge up. Do not cut, notch or bore structural members without specific approval. Reinforce cut members as directed. Bolt, nail and spike in a thorough manner with not less than ' the sizes and quantities indicated or specified. Structural members shall provide full contact at all bearing surfaces. ' 2. Except as otherwise shown, nailing schedule shall conform to Building Code. Nails shall not be ' driven closer together than one-half their length unless driven in bored holes. ' 3. All lumber incorporated in the permanent work shall comply with the grading requirements of the association recognized as covering the species and shall bear the grade and trademark of the grading agency under whose grading rules it was produced. 2. Lumber shall be of douglas fir unless noted other- wise, grade B or better, kiln dried. 3. Solid core doors shall be of five-ply construction with cross banding and solid core in accordance with Commercial Standard CS -171, Premium Grade Type I (fully waterproof bond) 1-3/4" thick. 4. Hollow core doors shall conform to CS -171. 5. Each door shall be grade marked by stamp, brand, or label. Name of door manufacturer shall be stamped on door. -33- ' -34- D. Workmanship Standards t1. OPERATING INSTRUCTIONS Upon completion of the work, if required by the Engineer, care- fully prepare four descriptive booklets of all plumbing systems and a full description of the operation and maintenance of each piece of equipment provided. In the presence of the Owner's representative, thoroughly and completely operate the equipment and systems as directed by the instructions. RECORD DRAWINGS A. The Contractor shall provide and keep up to date a complete "as -built" record set of drawings which shall be corrected daily and show every change from the original drawings and specifications and the exact as -built location, size and kind of equipment and apparatus and run of pipe. Prints for this purpose may be obtained from the Engineer at cost. This set of drawings shall be kept on the work and shall be used only as a record set. B. On completion of the work, a set of reproducibles shall be obtained from the Engineer, at cost of reproduction, on which all changes as noted above shall be drawn in, in black ink. The bidder shall visit the site and make a survey of existing conditions which may affect or be affected by the work under this Section. References made in these specifications or on the drawings to existing work or correctness of ways and means of performing the work under this Section, in conjunction with existing conditions, shall be subject to verification by the Contractor in his survey and in the progress of the work. The survey shall be made before bids are made. 2. Provide, maintain and remove required shoring, cribbing, bracing, fences, suitable barriers, protective devices, lights and warning signs where required for the protection of the public and employees about the building and site. 3. Existing planting, turf and surface material that occurs in the area of trenches to be excavated shall be carefully removed and replaced after backfill. Concrete and asphalt surface which are damaged, shall be repaired to match the adjacent work. 4. Include ' manufacturer's names, trade names, model numbers, sizes, capacities, operating weights, and other data necessary for complete and prompt identi- fication and review. In all cases refer to the Specification page, Drawing, or both, wherein the material or equipment is specified, scheduled, or otherwise indicated. Include statements that the equipment or apparatus submitted complies with the applicable standards specified. The purpose of the submittal is not only to show compliance with the requirements of this Section but is also for future identification for replacement, duplication, and for servicing of material and equipment involved. 1.8' MANUFACTURERS RECOMMIENDATIONS Equipment installed under this Section of the Specification shall be installed in accordance with manufacturers -98- I LJ 1 1 0 0 recommendations, unless otherwise shown on the drawings or herein specified. RESTORATION OF DAMAGES Repair all damage to the premises due to poor workmanship or defective material or equipment. Restore the premises to their condition prior to the damage and provide new material, equipment or apparatus to replace that damaged. Included is restoration of damage caused by leaks and piping system failures. All work and material used shall be at no additional cost to the Owner. OPERATING INSTRUCTIONS Upon completion of the work, if required by the Engineer, care- fully prepare four descriptive booklets of all systems and a full description of the operation and maintenance of each piece of equipment. Details of the design of the diagram and general description shall be subject to the approval of the Owner. In the presence of the Owner's representative, thoroughly and completely operate the equipment and systems as directed by the instructions. RECORD DRAWINGS A. The contractor shall provide and keep up-to-date a complete "as -built" recorded set of drawings, which shall be corrected daily and show every change from the original drawings and specifications and the exact as -built location, size and kind of equipment and apparatus and run of pipe. Prints for this purpose may be obtained from the Engineer at cost. This set 1 0 0 of drawings shall be kept on the work and shall be used only as a record set. B. On completion of the work, a set of reproducibles shall be obtained from the Engineer, at cost of reproduction on which all changes as noted above shall be drawn in, in black ink. This set of record drawings shall be delivered to the Engineer with the signature of the Subcontractor and the General Contractor. 1.12 ELECTRICALLY OPERATED EQUIPMENT A. Current characteristics are 120/208V, 10, 60HZ. All electrically operated equipment shall be designed to operate on this current. B. Starters ate furnished with Electrical Section. 1.13 GUARANTEE A. All materials and equipment provided and/or installed under this Section of the Specifications shall be guaranteed for a period of one year from the date of acceptance of the work by the Owner. Should any trouble develop during this period due to defective materials or faulty workmanship, the Contractor shall furnish all necessary labor and materials to correct the trouble without any cost to the Owner. Any defective materials or inferior workmanship noticed at time of installation and/or during the guarantee period shall be corrected immediately to the entire satisfaction of the Owner. B.
