Julian, City Manager William M. Huber, Director of Engineering & Building Plans and Specifications and Authorization to Receive Bids - Preventative Street Maintenance 1991 - 1992 RECOMMENDATION By motion, approve the plans and specifications including hours of work for Preventative Street Maintenance 1991 - 1992 and authorize Staff to receive bids. SITUATION A. Summary and Recommendation Each year the City budgets funds for Preventative Street Maintenance. This year three separate projects have been combined into one construction package: i) reconstruction of the north side of Del Obispo Street from Alipaz Street to Trabuco Creek Bridge, ii) asphalt concrete overlay of Avenida Aeropuerto, including pavement reinforcing fabric from Camino Capistrano to the railroad tracks, iii) asphalt concrete overlay of Dana Mesa Drive, including pavement reinforcing fabric from Del Obispo Street to Deadwood Drive and slurry sealing the remainder of the Dana Mesa tract. Staff is requesting approval of plans and specifications and authorization to receive bids for these projects. Plans and specifications are on file with the City Clerk's Of fice. B. Background Staff acknowledges that the work on Del Obispo Street while only a short length of street will require considerable traffic control and consequent reduction in traffic capacity. Staff believes that this can be minimized by starting at 6:00 p.m. on Friday evening and working until 10:00 p.m.. Saturday and Sunday work would be permitted 8:00 a.m. to 10:00 p.m. and also on Monday, if necessary, 8:00 am. to 10:00 p.m.. Traffic control would remain in place throughout the work.
