During the heavy rainfall in January of this year, the waterline was exposed as shown in the above photograph. In order to ensure safe operation and maintenance of this line, the City must replace approximately 600 feet of this waterline, and reconnect to their system on both sides of the creek. Due to the environmental sensitivity in the San Juan Creek riverbed, the City has determined that directional drilling will be the method of construction used for the replacement. The following four alternatives will be considered: • 550 LF of 12" HDPE drilled in a straight alignment with a minimum of 20 feet of cover at the streambed; • 550 LF of 8" HDPE drilled in a straight alignment with a minimum of 10 feet of cover at the streambed; • 600 LF of 12" HDPE drilled in a curved alignment with a minimum of 20 feet of cover at the streambed; • 600 LF of 8" HDPE drilled in a curved alignment with a minimum of 10 feet of cover at the streambed; Page 1 - 1 RW— J•a» Proposal 0 0 r San Juan Creek Waterline Crossing Replacement @ Via Estenaga Two of these alternatives will be selected and bid for construction by the City. The goal of this project is to provide professional engineering services to evaluate the above alternatives, assist the City in selecting which two are best suited for the replacement by comparing costs and construction challenges of each, and then developing construction documents for the project. The project will involve a comprehensive analysis of the two selected alternatives, as well as environmental assessment of existing and proposed improvements for regulatory compliance and permitting, survey, and preparation of final PS&E and bid documents. The location of this project dictates that the soils will most likely have a high sand content. Geotechnical evaluation should therefore be performed by the contractor only as required. Key Issues ry.4 Based on information contained in the request for proposal, and discussions with the City, combined with our experience in pipeline crossing design, we have identified the following key fit, issues for the successful completion of this project: • Environmental Sensitivity • Demolition/Construction Impact, Including Noise, Air Quality, etc. • Site Survey to Identify Project Limits for Staging and Construction • Construction Cost and Alternative Selection Environmental Sensitivity Through the preparation of an Initial Study, RBF will evaluate the environmental concerns and identify necessary measures to mitigate impacts of the project. RBF will utilize the City's standard CEQA forms, making any legislative updates, as necessary under CEQA. This scope of work has been completed for a Mitigated Negative Declaration, assuming that all impacts of the proposed project can be mitigated to less than significant levels. Should the City determine that impacts cannot all be mitigated and would require preparation of an EIR, a separate scope of work and budget can be prepared for alternative environmental documentation. RBF will prepare the environmental analysis based primarily upon design/construction plans and other relevant documentation available, including engineering studies prepared under separate tasks. A noise, air quality, and hazardous materials assessments (described in more detail in the section that follows), including a preliminary biological, and cultural resource surveys will be prepared as part of the checklist responses. The air quality assessment will quantify construction -related emissions in accordance with SCAQMD methodology. Operational emissions will be qualitatively analyzed. Preparation of the checklist will include early consultation, pursuant to CEQA, with responsible agencies and interested parties. Biolocical Constraints Survey - RBF has retained LSA to prepare a Biological Constraints Survey which includes vegetation mapping and impact analysis. The report will consist of a site reconnaissance and California Natural Diversity Database (CNDDB) records search to verify the potential for special status spectres to be present within the project area. The results of the survey will indicate the need, if any, for further evaluation or focused surveys. Page 1 - 2 FtW J+w Proposal ;;. San Juan Creek Waterline Crossing Replacement @ Via Estenaga Jurisdictional Report - RBF will perform a jurisdictional delineation (JD) to determine jurisdictional "waters of the U.S." including wetlands (if present), and "waters of the State" located within the boundaries of subject property. The JD will result in a determination of the ordinary high water mark(s) (OHWM) within the sites and indicate the existence of any adjacent wetlands not within the jurisdictional OHWM. The actual presence or absence of wetlands on-site will be verified through the determination of the presence of hydrologic conditions, hydrophytic vegetation, and hydric soils pursuant to the 1987 Army Corps of Engineers (ACOE) Wetland Delineation Manual. RBF will incorporate one (1) comprehensive set of comments provided by the Client and/or resource agencies into the Draft JD. RBF will submit three (3) copies of the Final JD, which will include all findings, conclusion and recommendations. Recommendations will identify, if necessary, the need to pursue further resource agency consultation, and if sufficient project design is provided, the anticipated permitting strategy for the project. Additional copies can be provided under separate addendum. Cultural Resources Survey - LSA will prepare a preliminary Cultural Resources Assessment. Because archaeological resources are often concealed or not always evident, LSA will obtain an archaeological and historical resources records search for the project area. The records search will provide information on known cultural resources and on previous cultural resources investigations within a one -mile radius of the proposed Project alignment. Data sources that will be consulted include archaeological site and artifact records, historic maps, reports from previous studies, and the state's Historic Resource Inventory (HRI) for Orange County, which contains listings for the National Register of Historic Places (NRHP), California Register of Historic Resources (CRHR), California Historical Landmarks (CHL), and California Points of Historical Interest (CPHI) properties. Draft and Final Negative Declaration - The City acting as the Lead Agency, will utilize the Initial Study to make a determination as to the anticipated environmental impacts of the Project. Informal responses to public comments will be prepared following completion of the public review period for use by the City (it is assumed that the IS/MND will not require revision or recirculation). This scope of work assumes that RBF will provide the City with eight (8) copies of the screencheck initial study, two (2) copies of the "check copy' Draft Initial Study, up to thirty-five (35) copies of the Draft Initial Study/Negative Declaration, and five (5) copies of the Final Initial Study, Negative Declaration and Mitigation Monitoring and Reporting Program. RBF will formulate and prepare a mailing list (responsible public agencies, affected property owners and property occupants) and mail up to thirty-five (3.5) copies of the IS/MND. RBF will provide all. additional reproductions in addition to the contract amount at direct cost. Mitigation Monitoring and Reporting Program - The Mitigation Monitoring and Reporting Program will be defined through working with the City to identify appropriate monitoring steps/procedures in order to provide a basis for monitoring such measures during and upon Project implementation, in compliance with CEQA and City procedures. Meetings - RBF will attend two (2) pre -design meetings and three (3) public meetings. RBF shall coordinate an on-site meeting with the ACOE, CDFG and RWQCB at the appropriate time to discuss potential permitting strategies available for the proposed project. It is crucial to obtain feedback from the regulatory agencies prior to the formal application process. RBF has found these pre -application field Page 1 - 3 J CDNSU ING Jwe •Proposal • + San Juan Creek Waterline Crossing Replacement @ Via Estenaga meetings to be extremely beneficial with regards to streamlining the permitting process and subsequent mitigation. RBF can attend additional staff meetings or public hearings on a time and materials basis. The following tasks are associated with regulatory compliance on this project: California Department of Fish and Game 1602 Streambed Alteration Agreement Application - RBF will prepare a notification package for a CDFG Streambed Alteration Agreement (SAA) to satisfy Section 1600-1616 of the California Fish and Game Code. The submittal package will include: a) Notification Form, b) Project Questionnaire, c) vicinity maps, d) CEQA Document, and e) site photographs. A budget amount of 35 man-hours has been allocated to prepare the submittal package. Should this amount be exceeded, the Client shall be notified and work shall continue based on a separate addendum or a time and materials basis, subject to Client approval. This task does not include the permit -filing fee, which is anticipated to be approximately $772.75. 1602 Regulatory Permit Processing - RBF shall provide regulatory services for the processing of the CDFG 1602 SAA. The processing shall include required correspondence or telephone calls between the reviewing staff related to the permit or points of clarification and coordination with the biological consultant, if necessary. This item includes any meetings with the reviewing staff of the CDFG during the application review process. The fee associated with this work is a budget amount since it is difficult to anticipate the processing requirements. A budget amount of 20 manhours has been allocated for this work item. Should this amount be exceeded, especially due to mitigation requirements, then the Client shall be notified and work shall continue based on a separate addendum or a time and materials basis, subject to Client approval. The following are listed as optional tasks, a fee for each is included in the cost matrix, but are not included in scope or fee at this time. Should these tasks become necessary, they will be performed by RBF through agreement with the City: Resources Agency Permit Processing - The ACOE regulates discharges of dredged fill material into "waters of the United States" pursuant to Section 404 of the CWA. Based on the most recent design plans, it is anticipated that the existing pipeline present within San Juan Creek can be removed by hand crew. No Section 404/401 approvals would be required if the pipe is removed by hand, as no result in fill or additional excavation would occur. It is anticipated that this approach would be confirmed upon completion of the above tasks and comments received from the agencies for the above tasks (Pre - Application Meeting). Should fill or additional excavation activities be proposed, the following permits would need to be obtained (in addition to the CDFG Agreement) prior to construction activities: Army Corns of Engineers 404 Permit Application - Assuming the project will require a nationwide permit: RBF will prepare a submittal package for an ACOE Permit to satisfy the requirements of Section 404 of the Clean Water Act. It is assumed under this task that authorization to proceed from the ACOE can be achieved by participation in the ACOE Nationwide Permit (NWP) Program. Nationwide Permit refers to a type of general permit, which authorizes typical activities (e.g., bridges) on a nationwide basis. It is anticipated that the project applicant may pursue the use of NWP 12, Utility Line Discharges. The submittal package will include: a) Department of the Army Standard Form, b) vicinity maps, c) project description, d) jurisdictional delineation report, e) biology report, f) cultural resources report, g) geology report, and h) site photos. A budget amount of 25 manhours has been allocated to prepare the submittal Page 1 - 4 FWF ci, • • Proposal San Juan Creek Waterline Crossing Replacement @ Via Estenaga package. Should this amount be exceeded, or if a NWP cannot be utilized, the Client shall be notified and work shall continue based on a separate contract addendum, subject to Client approval. Regional Water Quality Control Board 401 Water Quality Certification Application - RBF will prepare a submittal package to the San Diego RWQCB for a Water Quality Certification to satisfy the requirements of Section 401 of the CWA. This Certification is necessary prior to issuance of the ACOE permit in order to verify that State water quality standards have been met. The submittal package will include: a) 401 Certification Form, b) copies of the ACOE/CDFG Permit Applications, c) vicinity maps, d) CEQA Document, and f) site photographs. A budget amount of 25 manhours has been allocated to prepare the submittal package. Should this amount be exceeded, or if a NWP cannot be utilized, the Client shall be notified and work shall continue based on a separate contract addendum, subject to Client approval. This task does not include the permit - filing fee pursuant to the RWQCB's October 2003 Fee Schedule (fees based on total project impacts). Permit Application Submittals - RBF shall provide three (3) copies of each Draft agency application package to the Client for review. This task includes revisions (if needed) to the Draft applications pursuant to comments from the Client. While revisions and the final applications are prepared for signatures, RBF will notify the Client on the required application fees for both the RWQCB and CDFG application packages. The application fees must be submitted with the formal applications in order for processing to begin. RBF will send the Final agency applications to the Client for "Applicant" signatures. Once signatures and application fees are obtained from the Client, RBF will make copies of each Final application and forward the application to each appropriate agency. Two (2) copies of each Final application shall be forwarded to the Client for file. A budget amount of 12 man-hours has been allocated to prepare the submittal package. Should this amount be exceeded, the Client shall be notified and work shall continue based on a separate addendum or a time and materials basis, subject to Client approval. 404/401 Regulatory Permit Processing - RBF shall provide regulatory services for the processing of the permit applications through the ALOE, RWQCB, and CDFG. The processing shall include required correspondence or telephone calls between the reviewing staff related to the permit or points of clarification and coordination with the biological consultant, if necessary. This item includes any meetings with the reviewing staff of the resource agencies during the application review process. The fee associated with this work is a budget amount since it is difficult to anticipate the processing requirements. A budget amount of 40 man-hours has been allocated for this work item. Should this amount be exceeded, especially due to mitigation requirements, then the Client shall be notified and work shall continue based on a separate addendum or a time and materials basis, subject to Client approval. This task item does not include coordination associated with Section 7 Consultation via the ACOE and US Fish and Wildlife Service (USFWS). Demolition/Construction Impact, including Noise, Air Quality, Etc. , The Initial Study/Mitigated Negative Declaration will examine the impact of demolition and construction activity on nearby residents in relation to noise, air quality, and hazardous materials assessment: Noise - The IS/MND will evaluate the project's potential noise impacts upon adjacent land uses. Discussion will include a qualitative construction -related and operational noise associated with the Page I - 5 cor.euinHo WProposal ` San Juan Creek Waterline Crossing Replacement @Via Estenaga proposed facilities. As this is not anticipated to be a major issue, a separate technical report is not proposed. Air Oualitv - The IS/MND will evaluate construction -related and operational emissions associated with the project, in accordance with SCAQMD's CEQA Air Quality Handbook (a separate technical report is not proposed). Preliminary Hazardous Materials Assessment - RBF will review federal, state and local agency records regarding known hazardous material sites/handlers. All identified sites, typically within a one -mile radius, will be listed within the Preliminary Hazardous Material Assessment. RBF will observe, inspect and report on the site. RBF will identify any obviously stressed vegetation, evidence of waste discharge or collection, fill materials, sink holes, wells, etc. Recommendations will identify, if necessary, the need to perform surface or subsurface exploration, sampling and laboratory testing in order to quantify the actual absence or presence of hazardous materials. This task specifically excludes soil/groundwater testing and/or laboratory analysis. Site Survey to Identify Project Limits for Staging and Construction The City has informed RBF that there are several property lines in close proximity to the project area. It is therefore paramount that these lines be identified by survey prior to construction in order to establish the area in which the contractor will be allowed to set up and stage his equipment. The following survey work will be required for successful completion of the project: Boundary Survey — RBF will perform a Boundary Survey of the subject site where the waterline exists, including a title search. RBF will prepare and file a Record of Survey, prepare a legal description (if necessary) and research record easements, rights of way and other record information shown in the title report. Easements of record shall be shown on the Record of Survey. Topographic Survey — RBF will provide a topographic Survey of the areas of the San Juan Creek Channel adjoining the two proposed waterline replacements. Topography shall include the horizontal and vertical locations of fences, grade breaks, flow lines, walkways, walls, above ground utility appurtenances, manholes, major signs, trees with trunk diameters larger than 6 inches, power poles, culverts, headwalls, catch basins and cross gutters from the near flow line of the channel to the existing line of occupation of the single family residences. The basis of horizontal control shall be the North American Datum of 1983, Epoch 1991.35 as published by the Orange County Surveyors Office. The basis of vertical control shall be the North American Vertical Datum of 1929 as published by the Orange County Surveyors Office. All topography shall be electronically field data collected with back up and field notes. This Topographic Survey will be conducted in accordance with accepted industry standards. Unless otherwise indicated, only above ground utility appurtenances shall be located by Survey methods. Any underground utilities or structures which may be shown on the Topographic Map shall be considered as reproduced from records supplied by others and will not be verified for line or grade in anyway during the course of this Survey. Other utilities may exist on this site which are not a part of the scope of work described herein and therefore shall not be shown on the Topographic Map. Data Processing and Deliverables — RBF will data process all topography in AutoCAD or other electronic platform as agreed upon by Client and RBF. Line styles will be conventional. Text annotation will be stored in layers separate from the graphic elements. Page 1 - 6 corauviNa J.0 P Proposal • San Juan Creek Waterline Crossing Construction Cost and Alternative Selection • Replacement @ Via Estenaga As discussed at the beginning of this proposal, the City is suggesting that four (4) separate alternatives be considered in the preliminary design phase of this project. Construction cost is an important consideration, RBF has coordinated with Horizon Underground to develop the following recommendations and preliminary cost analysis: The cost difference for drilling at depth of 20 feet compared to 10 feet is negligible. Using directional drilling in the expected soil parameters of the project site installation at the deeper depth serves to minimize impact to the sensitive ecosystem at the ground surface, the additional cover on the pipe maximizes scour protection, and provides a better soil profile for drilling. Drilling costs are based primarily per linear foot of pipe installed. Straight drilling is the preferred operation but HDPE pipe can be drilled safely at radius of about 600 feet, should there be an issue with right of way or other special restrictions. There is no direct cost differential for curved drilling verses straight drilling. Any cost differential for curved drilling is borne primarily by the additional pipe and time needed for the installation of the longer course that is characteristic of curved alignments. The expected cost for drilling 12" HDPE is $500 a linear foot (drilling and pipe), the associated cost for drilling 8" HDPE is $350 a linear foot (drilling and pipe). After analyzing the project site for obstructions and other construction issues, it has been determined that the most practical and environmentally sound place for drilling would be in the park area away from the sloped area along the road and away from the residences. Choosing the park as the drilling site serves to keep the majority of the construction out of the ecological sensitive riverbank and minimizes the affects to the public by minimizing road closures and maximizing the distance between construction operations and the residential areas. It is believed that this will add approximately 150 linear footage to the drilling operation. The following table represents our opinion of probable construction costs for this project: SCENARIO LINE SIZE COST / LF LF TOTAL DRILLING COST '1 12" $500 550 $275,000 2 6" $350 550 $192,500 3 12" $500 600 $300,000 4 6" $350 600 $210,000 Note: Cost is dependent on pipe size and LF depth, and curve does not have a significant impact on cost. I Page 1 - 7 W— CD Proposal San Juan Creek Waterline Crossing Replacement @ Via Estenaga Scope of Work The following Scope of Work was adapted from the City's Request for Proposal and includes all design work, including but not limited to, site surveying and planning, preliminary environmental review, construction method analysis and cost estimation necessary for the preparation of a concise and thorough construction documents. The design contract will entail a comprehensive process of investigation evaluation and design analysis. Tasks The Scope of Work for this project consists of the following tasks: Task 1. Design / Construction Documents For each element of the project, work to be completed under each task is described as follows: Task No. 1. General Administration Meetings and Presentations 1.1 Coordinate efforts of the project team and subconsultants, if any. Prepare, monitor and maintain a project schedule and budget. RBF's project manager will be available to attend meetings as requested to update the City of San Juan Capistrano and other affected agencies, such as the Army Corps of Engineers, County of Orange, Caltrans or neighboring cities, of the status of the project. RBF will provide for meetings as required to provide project coordination. 1.2 At the commencement of the project, hold a "kickoff' meeting with the City of San Juan Capistrano to discuss the scope and parameters of the project. Specific goals to be accomplished will be identified an effective strategy to accomplish the project goals will be developed during this meeting. RBF will prepare a memorandum to document project goals and execution strategy. 1.3 RBF will present a written list of information required from the City within 10 days of the kickoff meeting and will give deadline dates for supplying of background information to maintain the project schedule and meet with the City for presentation and review of the work plan. 1.4 Collect and review all available plans, specifications, reports, and operating data applicable to this project. 1.5 In addition to any job walks, arrange for and participate in design progress meetings with the City to review progress of the project work and exchange ideas and information. RBF will prepare an agenda one week in advance and will deliver a meeting minutes summary within three days of the meeting. 1.6 Prepare and submit biweekly progress reports summarizing the actual work performed, project issues, and status of the project schedule and budget. At a minimum, the reports will reflect the following: Page 1 8 I J+•n Proposal . • San Juan Creek Waterline Crossing Replacement @ Via Estena o • Highlights of Accomplishments • Current Project Status • Actual vs. Scheduled Percentages Complete by Task • Explanation of Schedule Deviations • Problem Areas • Actions Taken to Mitigate Problems • Authority Responsible for Correction • Date of Problem Resolution • Accomplishments Planned for Next Reporting Period • Actions Required by the City 1.7 Prepare and submit minutes for each project meeting, summarizing the participating personnel, key discussion comments and decisions, documents delivered or receives, and actions) required. 1.8 Attend City Water Commission and City Council Meetings as required for approval of the project plans and specifications. A maximum of four (4) meeting s has been included under this item. Additional meetings will be attended by RBF on a time and materials basis. 1.9 Payment will be based upon the percentage of completion of each task in the scope of work. A 10% retention will be deducted from each billing. The total retention will be billed separately at the end of the successfully completed project. Task No. 2. Study of Potential Environmental Impacts The California Environmental Quality Act (CEQA) 1970 requires that environmental analysis be undertaken for those discretionary projects that may create potentially significant impacts. RBF will study potential environmental impacts that could arise from the design concept chosen for this project. 2.1 RBF is qualified in the preparation of CEQA documents. 2.2 RBF will review and apply the California environmental quality Act and Environmental Impact Report state guidelines as a benchmark in reviewing whether the design will have any environmental consequences as defined under state law. 2.3 RBF will use the Initial Study form used by the City's Planning Department in making an environmental assessment as to whether any of the design concepts will have adverse environmental effects. The project is located near an established residential neighborhood and accordingly, such environmental issues including, but not limited to, visual impacts, geotechnical, construction traffic, biologic hazards, hazardous materials, noise, water and air quality will be addressed. Meetings will be attended as outlined in the key issues section of this proposal. Additional meetings can be attended by RBF on a time and materials basis. 2.4 RBF will ensure that the results of the environmental assessment are fully considered in the development of a preferred design concept. Page 1 - 9 Proposal San Juan Creek Waterline Crossing Task No. 3. Design / Construction Documents Replacement @ Via Esten• 3.1 Prepare a Preliminary Design. As a minimum, the preliminary design will address the following subjects: A. Property survey and title report of the site. RBF will provide a boundary survey and title search for the property upon which the existing water line crossing sits. Provide a survey drawing with legal description and locations of all easements, rights-of-way and other information uncovered by the title report. Provide orthographic and topographic survey information. Provide 24"x36" plan showing results of the survey. Plot contours every foot. Scope of work will be as outlined in the key issues section of this proposal. B. Civil Design Evaluation. RBF will analyze: demolition considerations including disposal of any hazardous materials, conflicts with utilities and structures, operation and maintenance concerns, underdrains and site storm drainage, including preparation of a Water Quality management Plan, preliminary piping design, site access and site landscaping. Delineate areas where construction work will be limited or controlled. C. Concept Design and Cost Evaluation. Prepare design concepts. Describe the recommended improvements and prepare preliminary drawings for discussion. Provide estimates of cost for 8" HDPE pipe installation and 12" HDPE pipe installation for the following alignments: 1. 550' of 12" HDPE drilled in a straight alignment with a minimum 20 feet cover at the streambed. 2. 550' of 8" HDPE drilled in a straight alignment with a minimum of 10 feet of cover at the streambed. 3. 660' of 12" HDPE drilled in a curved alignment with a minimum of 20 feet of cover over the streambed. 4. 600' of 8" HDPE drilled in a curved alignment with a minimum of 10 feet of cover at the streambed. The City requests that the preliminary designs be completed within three weeks from the date of the Notice to Proceed being issued for the project. 3.2 Meet with the City to review comments on the draft preliminary drawings, respond to comments and revise the draft and drawings as necessary. 3.3 Conduct a physical walk of the site with the City to review the location of all work. 3.4 Prepare construction documents. SITUATION: In January of this year extreme weather conditions brought about severe erosion to the San Juan Creek streambed. This erosion exposed two of the City's waterline creek crossings. The Well Site No. 5 crossing broke, requiring immediate emergency repair of the line. This work was completed in March of this year. The Via Estenaga crossing was exposed but remains intact, although loss of this line is eminent. On June 23, 2005, the Public Works Department sent out Requests for Proposal for engineering design services for the replacement of this waterline crossing to five engineering firms. On July 15, 2005, the City received two proposals: Task Description RBF Consulting Richard Brady & Assoc. 1. General Administration 2. Final Design a. Environmental/Geotech b. Permitting c. Construction Docs (Including Survey) TOTAL $10,581 $30,038 $5,504 $108,513 $154,636 $60,775 $4,688 $86,666 $164,017 Both firms provided excellent proposals which met or exceeded the requirements of the request for proposals. Both firms have excellent reputations in the engineering field. Staff therefore recommends that Engineering Design Services Agreement for the San Juan Creek Crossing at Via Estenaga be awarded to the lowest responsive bidder, RBF Consulting, Inc. in the amount of $154,636. AGENDA REPORT • August 16, 2005 Paqe 2 COMMISSION REVIEW AND RECOMMENDATIONS: The Water Advisory Commission, at their July 26, 2005, meeting recommended award of the design agreement for the Via Estenaga Waterline Crossing in the amount of $154,636. FINANCIAL CONSIDERATIONS: Staff has applied for reimbursement from FEMA and the Office of Emergency Services (OES) for this project. It is unlikely that project costs will be incurred prior to a final decision by FEMA/OES, but should this happen, funding will come from Undefined Replacements (CIP #767). Should FEMA/OES end up not approving this funding request, staff will return to City Council with alternatives for funding. NOTIFICATION: RBF Consulting, Inc. Richard Brady and Associates RECOMMENDATION: By motion, award the Engineering Design Services Agreement for the San Juan Creek Crossing at Via Estenaga to RBF Consulting, Inc. in the amount of $154,636. Estimated Hours Toble of Contents FW Work Plan San Juan Creek 8 -inch Waterline Crossing Replacement at Via Estenaga In This Section: Project Understanding The City of San Juan Capistrano owns and maintains an 8" ductile iron waterline which crosses the San > Juan Creek in the vicinity of Via Estenaga. During the heavy rainfall in January of this year, the waterline i was exposed as shown in the above photograph. In order to ensure safe operation and maintenance of this line, the City must replace approximately 600 feet of this waterline, and reconnect to their system on both jsides of the creek. Due to the environmental sensitivity in the San Juan Creek riverbed, the City has a determined that directional drilling will be the method of construction used for the replacement. The following four alternatives will be considered: • 550 LF of 12" HDPE drilled in a straight alignment with a minimum of 20 feet of cover at the streambed; • 550 LF of 8" HDPE drilled in a straight alignment with a minimum of 10 feet of cover at the streambed; • 600 LF of 12" HDPE drilled in a curved alignment with a minimum of 20 feet of cover at the streambed; • 600 LF of 8" HDPE drilled in a curved alignment with a minimum of 10 feet of cover at the streambed; Page 1 - 1 ccwpllcTlNO J••n • $/ •.1 Proposal • r San Juan Creek Waterline Crossing Replacement @ Via Estenago Two of these alternatives will be selected and bid for construction by the City. Key Issues Based on information contained in the request for proposal, and discussions with the City, combined with our experience in pipeline crossing design, we have identified the following key M issues for the successful completion of this project • Environmental Sensitivity • Demolition/Construction Impact, Including Noise, Air Quality, etc. Biological Constraints Survev - RBF has retained LSA to prepare a Biological Constraints Survey which includes vegetation mapping and impact analysis. The report will consist of a site reconnaissance and California Natural Diversity Database (CNDDB) records search to verify the potential for special status species to be present within the project area. The results of the survey will indicate the need, if any, for further evaluation or focused surveys. Page 1 - 2 — Jrs • • Proposal San Juan Creek Waterline Crossing Replacement @ Via Estenaga Jurisdictional Report - RBF will perform a jurisdictional delineation (JD) to determine jurisdictional "waters of the U.S." including wetlands (if present), and "waters of the State" located within the boundaries of subject property. The JD will result in a determination of the ordinary high water mark(s) (OHWM) within the sites and indicate the existence of any adjacent wetlands not within the jurisdictional OHWM. The actual presence or absence of wetlands on-site will be verified through the determination of the presence of hydrologic conditions, hydrophytic vegetation, and hydric soils pursuant to the 1987 Army Corps of Engineers (ALOE) Wetland Delineation Manual. Cultural Resources Survev - LSA will prepare a preliminary Cultural Resources Assessment. Because archaeological resources are often concealed or not always evident, LSA will obtain an archaeological and historical resources records search for the project area. The records search will provide information on known cultural resources and on previous cultural resources investigations within a one -mile radius of the proposed Project alignment. Data sources that will be consulted include archaeological site and artifact records, historic maps, reports from previous studies, and the state's Historic Resource Inventory (HRI) for Orange County, which contains listings for the National Register of Historic Places (NRNP), California Register of Historic Resources (CRHR), California Historical Landmarks (CHL), and California Points of Historical Interest (CPHI) properties. This scope of work assumes that RBF will provide the City with eight (8) copies of the screencheck initial study, two (2) copies of the "check copy" Draft Initial Study, up to thirty-five (35) copies of the Draft Initial Study/Negative Declaration, and five (5) copies of the Final Initial Study, Negative Declaration and Mitigation Monitoring and Reporting Program. RBF will formulate and prepare a mailing list (responsible public agencies, affected property owners and property occupants) and mail up to thirty-five (35) copies of the IS/MND. RBF will provide all additional reproductions in addition to the contract amount at direct cost. RBF shall coordinate an on-site meeting with the ACOS, CDFG and RWQCB at the appropriate time to discuss potential permitting strategies available for the proposed project. It is crucial to obtain feedback from the regulatory agencies prior to the formal application process. RBF has found these pre -application field Page 1 - 3 Jw g~aiJ la Proposal San Juan Creek Waterline Crossing Replacement @ Via Estenaga meetings to be extremely beneficial with regards to streamlining the permitting process and subsequent mitigation. Should fill or additional excavation activities be proposed, the following permits would need to be obtained (in addition to the CDFG Agreement) prior to construction activities: Army Corps of Engineers 404 Permit Application - Assuming the project will require a nationwide permit: RBF will prepare a submittal package for an ACOE Permit to satisfy the requirements of Section 404 of the Clean Water Act. A budget amount of 25 manhours has been allocated to prepare the submittal Page 1 - 4 Jr+ • • Proposal San Juan Creek Waterline Crossing Replacement @ Via Estenaga package. The submittal package will include: a) 401 Certification Form, b) copies of the ACOE/CDFG Permit Applications, c) vicinity maps, d) CEQA Document, and t) site photographs. A budget amount of 25 mamhours has been allocated to prepare the submittal package. 404/401 Regulatory Permit Processing - RBF shall provide regulatory services for the processing of the permit applications through the ACOE, RWQCB, and CDFG. Discussion will include a qualitative construction -related and operational noise associated with the Page 1 - 5 WF Jwn • • Proposal San Juan Creek Waterline Crossing Replacement @ Via Estenaga proposed facilities. As this is not anticipated to be a major issue, a separate technical report is not proposed. Air Quality - The IS/MND will evaluate construction -related and operational emissions associated with the project, in accordance with SCAQMD's CEQA Air Quality Handbook (a separate technical report is not proposed). Any underground utilities or structures which may be shown on the Topographic Map shall be considered as reproduced from records supplied by others and will not be verified for line or grade in any way during the course of this Survey. Page 1 - 6 J+w • • Yom" Proposal San Juan Creek Waterline Crossing Replacement @ Via Estenago Construction Cost and Alternative Selection As discussed at the beginning of this proposal, the City is suggesting that four (4) separate alternatives be considered in the preliminary design phase of this project. The following table represents our opinion of probable construction costs for this project: SCENARIO LINE SIZE COST / LF LF TOTAL DRILLING COST 1 12" $500 550 $275,000 2 B. $350 550 $192,500 3 12" $500 600 $300,000 4 e" $350 600 $210,000 Note: Cost is dependent on pipe size and LF depth, and curve does not have a significant impact on cost. Page 1 - 7 Proposal San Juan Creek Waterline Crossing Replacement @ Via Estenaga Scope of Work The following Scope of Work was adapted from the City's Request for Proposal and includes all design work, including but not limited to, site surveying and planning, preliminary environmental review, construction method analysis and cost estimation necessary for the preparation of a concise and thorough construction documents. Page 1 - 9 2.1 RBF is qualified in the preparation of CEQA documents. 2.4 RBF will ensure that the results of the environmental assessment are fully considered in the development of a preferred design concept. mwvuvirvo J 0 • Y) 1 Proposal .
