Said copy of the agreement was initialled by the undersigned for identification. The undersigned represents the owners of the land adjacent to that portion of the freeway as shown which is subject to improve- ment for the interchange connection of Camino Las Ramblas which is part of said agreement. The undersigned has the right and power to obligate the owners to the following commitment: Whereas, the undersigned is planning and has made physical improvements on the property of major proportions for a major shopping center and very high residential development which will be benefited by the construction of said Camino Las Ramblas inter- change; and Whereas, the City of San Juan Capistrano is willing to help expedite the soonest construction of said inter- change connection; and Whereas, said connection will require the City of San Juan Capistrano to purchase right of way and to construct a certain portion of pavement in accordance with the normal practice for such agreements; and Whereas, the City and the undersigned mutually agree that in consideration of the above benefits, the under- signed will reimburse the City of San Juan Capistrano for any right of way relative to said Camino Las Ramblas interchange that the City may have to pay for to the Department of Public Works, and to construct any pavement required from the City in connection with said agreement. Because the actual cost and extent of the property to be acquired is not now known, and the cost of the pavement to be done is also unknown, and because it is necessary for the City to execute its agreement with the Department of Public Works in order to expedite this project; and because the undersigned has complete - 1 - • faith in the ability and integrity of the City Council, the undersigned hereby promises to pay to the City an amount equal to an amount that the City will have paid the State Division of Highways for that right of way required by the City for said interchange connection of Camino Las Ramblas, and to pave or reimburse the City for that portion of the work required of the City in the prolongation of that portion of any roadway to make said connection complete. Box 2304, Terminal Annex Los Angeles 54, California Dear Sir: Re: Interchange - Interstate Route 5, State Route 1, Orange County Primary Camino Las Ramblas. The undersigned guides the activities of Christiansen and Associ- ates, engineering consultants for Darmi Inc. and Marina View Heights Development Co., Inc. These firms are engaged in the development of 2,300 acres of land in the City of San Juan Capistrano, California. The purpose of this letter is to direct your attention to the fact that arg eat demand for access to the San Diego Freeway, the Pacific Coast Highway, and other inter -regional routes will develop in the very near future. The location of traffic con- centration and access desire will be at the proposed interchange between the San Diego Freeway; Camino Las Ramblas, a primary high- way that will connect the Pacific Coast Highway to Ortega Highway; and the Pacific Coast Freeway. Another purpose of this letter is to furnish a partial population projection so that you may verify and update your design highway traffic volumes. The population projections are based on studies made by several economic research firms, including the Stanford Research Institute, Orange State College Foundation (for Capistrano Beach Union High School District) Architects Rule, Dietz and Concle, Architects Daniel, Mann, Johnson and Mendenhall, and the Economic Research Associates. The studies show that 280 persons daily have moved into Orange County on a sustained basis for several years, a growth trend expected to accelerate in the future. The pop- ulation trend will be toward the South Coast, along the San Diego Freeway, to take advantage of the Coastal breezes, Dana Point Harbor, and other extraordinary features of the area. Mr. A. Hoy State Division of Highways - 2 - July 7, 1966 It is expected that the area bisected by Camino Las Ramblas will be developed as a semi-independent community containing single family residences, several types of multiple residences, regional commercial areas, neighborhood commercial centers, schools, parks, and other features. There are plans for adjacent lands to be developed into golf courses and other uses to complement and complete the community. The timetable of development will be as follows: During 1966, single family residences will be started on 92 lots now finished. During 1967, an additional 135 lots will be developed. These lots are currently being graded, using the first of a series of Prudential Insurance Company investments. The program is then expected to accelerate, aided by the start of the Alto Capistrano Project described later. A portion of the freeway interchange, as depicted on your Route Planning Section study 1-L, is shown. A substantial amount of the grading for this project is finished and the remainder is now being programmed. The project will consist of about 2,600 apart- ments of various sizes, plus a hilltop hotel, restaurants, and recreational facilities. The plan also shows a 44 acre shopping and professional center, now graded, which will serve the entire development as well as Mr. A. W. Hoy State Division of Highways - 3 - • July 7, 1966 traffic from the Freeway System. It is also expected that the Alto Capistrano apartment and commercial complex will serve a substantial number of the owners and users of the nearby Dana Point Marina now under construction. At approximately one and one-half cars per residential unit, plus tourist and resort traffic, this development alone will create a demand for Freeway access and service. A graph entitled "Schedule of Windowhill Develop- ment" (Alto Capistrano) is attached. The above data concerns only one land holding. Other areas, both developed and undeveloped, such as San Clemente, Capistrano Beach Palisades (Hadley Cherry Corp.), Dana Point, Capistrano Beach townsite, South Laguna, and San Juan Capistrano valley will also contribute heavy traffic to the interchange. Yesterday, at a conference in your office, we discussed the general concept of a partial Route 1 Freeway adoption for the purpose of constructing certain vital interchange bridges under the Interstate 5 widening contracts. In careful consideration of the facts and premises presented, I must express my belief that such a plan of action is fully justified -- and that a thorough review of the data contained herein and all other facts will substantiate the plan presented.
