LIMITED TERM EMPLOYMENT AGREEMENT
THIS LIMITED TERM EMPLOYMENT AGREEMENT is entered into as of
Monday, April 30, 2007, by and between the CITY OF SAN JUAN CAPISTRANO ("City"), a
political subdivision of the State of California (hereinafter, "CITY"), and Nicholas Taylor
(hereinafter, "EMPLOYEE") for the employment of EMPLOYEE by CITY for the period
commencing April 30, 2007, through December 27, 2007, in accordance with the following
terms and conditions:
SECTION ONE: EMPLOYMENT AND DUTIES OF EMPLOYEE
1.1 CITY hereby employs EMPLOYEE, and EMPLOYEE hereby accepts
employment from CITY, in the capacity of Planning Technician, commencing as of April 30,
2007.
1.2 During EMPLOYEE's employment with CITY, EMPLOYEE shall do and
perform all services, acts or things necessary or advisable to fulfill the duties and
responsibilities as described in the job description attached hereto as Exhibit "A", which is
incorporated as though fully set forth herein; provided, however, that EMPLOYEE shall at
all times be subject to the direction of the EMPLOYEE's supervisor and the City Manager.
1.3 Unless otherwise directed by the EMPLOYEE's supervisor orthe Manager of
CITY, the employment services of EMPLOYEE shall be performed at the offices of CITY;
provided, however, that CITY may require EMPLOYEE to travel temporarily to other
locations to perform services for or on behalf of CITY.
1.4 EMPLOYEE shall, to the best of EMPLOYEE's ability and experience, loyally
and conscientiously perform all of the duties and obligations required of EMPLOYEE, either
expressly or implicitly by the terms of this Agreement or the provisions of the Personnel
Rules and Regulations.

SECTION TWO: COMPENSATION AND BENEFITS
2.1 As of the date of commencement of employment as set forth in Paragraph
1. 1, EMPLOYEE's job classification shall be assigned the salary grade of 230, Step 1 and
EMPLOYEE shall receive biweekly wages based on a monthly rate of $3,908.
Performance reviews, promotions, salary range adjustments, and/or salary adjustments for
EMPLOYEE shall be in accordance with the provisions of the Personnel Rules and
Regulations for full-time employees.
2.2 EMPLOYEE shall be entitled to participate in the CITY's retirement program
with the Orange County Employees Retirement System ("OCERS").
2.3 EMPLOYEE shall be entitled to receive all benefits of employment provided
to CITY's Regular employees, including, but not limited to, group health medical care, life
insurance, and annual vacation.
SECTION THREE: TERM OF EMPLOYMENT
3.1 CITY and EMPLOYEE hereby expressly understand and acknowledge that
EMPLOYEE is employed by CITY as a Limited Term employee, for a term that
automatically expires at the end of the workday on December 27, 2007. After that date,
EMPLOYEE shall have no right to continued employment.
3.2 It is expressly agreed that EMPLOYEE shall have no right or authority at any
time to make any contract or binding promise of any nature on behalf of CITY, whether oral
or written, without the express written consent of CITY.

3.3 City reserves the right to terminate this Agreement at anytime, with or without
cause, upon thirty (30) days written notice to Employee. Employee may terminate this
Agreement, with or without cause, upon thirty (30) days written notice to City.
SECTION FOUR: MISCELLANEOUS
4.1 Effect of the Personnel Rules and Regulations: The Personnel Rules and
Regulations are incorporated herein by this reference and shall govern the terms and
conditions of EMPLOYEE's employment with CITY, and the employment relationship of
EMPLOYEE and CITY, in all matters, including employee benefits, not expressly set forth
herein.
4.2 Integration: This Agreement, together with all of the provisions of the
Personnel Rules and Regulations represents the entire understanding of CITY and
EMPLOYEE as to the employment of EMPLOYEE by CITY; and this Agreement, as
complemented by the provisions of the Personnel Rules and Regulations, supersedes any
and all other agreements and understandings, either oral or in writing, between CITY and
EMPLOYEE with respect to the employment of EMPLOYEE by CITY. Each party to this
Agreement expressly acknowledges that no representations, inducements, promises or
agreements, orally or otherwise, have been made by any party, or any person acting on
behalf of any party, which are not embodied herein, and that no other agreement,
statement, representation or promise not contained in this Agreement or in the Personnel
Rules and Regulations shall be of any force or effect.
4.3 Construction and Amendment: This Agreement shall be governed by the
laws of the State of California. This Agreement may not be modified, altered or amended
except in writing and signed by CITY and EMPLOYEE.

4.4 Effective Date: This Agreement shall be deemed executed by the parties as
of the date first written above.

CITY OF SAN JUAN CAPISTRANO
PLANNING TECHNICIAN
Class specifications are intended to present a descriptive list of the range of duties performed by
employees in the class. Specifications are not intended to reflect all duties performed within the job.
DEFINITION
To perform a wide variety of technical duties involved in accepting, processing and reviewing
building and planning permits; to assist and inform the public in person or on the telephone
regarding departmental policies and procedures; and to perform a variety of tasks relative to
assigned area of responsibility.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from the Planning Director.
ESSENTIAL FUNCTION STATEMENTS. Essential responsibilities and duties may include, but
are not limited to, the following:
Essential Functions:
1. Assist the public at the front counter; issue permit applications; answer questions on policies
and procedures, and provide information on the permit process.
2. Receive and review completed applications; ensure information is accurate, complete and in
compliance with zoning, environmental and other regulations; advise public on necessary
corrections.
3. Conduct plan checks; ensure compliance with codes, ordinances and regulations;
recommend minor modifications.
4. Route plans to appropriate staff; label and log information into log book; set up file; track and
monitor plan status; notify contractors, owners, engineers and developers of plan status;
issue permits.
5. Calculate and estimate fees for permits; collect fees for various applications, registrations
and licenses; issue receipts for fees collected; input data into the computer.
6. Perform a variety of clerical and technical tasks in support of assigned office functions
including assisting the public, record keeping and report preparation; receive and answer a
variety of phone calls.
7. Prepare and maintain records and files on plans and permits; assist the general public with
retrieval, copying and microfilming of records; purge final permit files.
8. Prepare staff reports related to various non -developer deposit applications such as zone
variances and sign permits.
9. Post public notices; keep track of posting.
10. Perform related duties and responsibilities as required.
QUALIFICATIONS
Knowledge of:
Modern office procedures, methods and computer equipment.
Principles and procedures of record keeping.
Methods and techniques of effective customer service.
English usage, spelling, grammar and punctuation.
Methods and procedures of data entry.
Pertinent Federal, State and local laws, codes and regulations.
Ability to:
Learn the building, planning and zoning permit process.
Interpret and explain City policies and procedures related to the building, planning and zoning
permit process.
Learn technical terms related to building construction.
Perform mathematical calculations quickly and accurately.
Operate office equipment including computers and supporting word processing and spreadsheet
applications.
Type at a speed necessary for successful job performance.
Maintain records and prepare computer generated reports.
Respond to requests and inquiries from the general public.
Understand and follow oral and written instructions.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of
work.
Experience and Training Guidelines
Any combination of experience and training that would likely provide the required knowledge and
abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Two years of responsible clerical experience involving front counter public contact.
Training:
Equivalent to the completion of the twelfth grade.
WORKING CONDITIONS
Environmental Conditions:
Office environment; exposure to computer screens; extensive public contact.
Physical Conditions:
Essential functions require maintaining physical condition necessary for sitting or standing for
prolonged periods of time; extensive use of computer keyboard; visual acuity for reading permit
applications.
