APPROVAL OF CONSULTING SERVICES AGREEMENT FOR TITLE 25 INSPECTION SERVICES (MOBILE HOME INSPECTORS) (600.40) Written Communications: Report dated May 18, 1999, from the Deputy Director, advising that the City had assumed the State of California Housing and Community Development Department duties of performing mandatory inspections of all mobile homes to ensure compliance with State of California Community Development Housing Title 25 Health and Safety Regulations. In May of 1998, the Agency had approved a contract with Mobile Home Inspectors to conduct the required inspections over a three-year period; the first-year contract was due to expire on May 19, 1999. The Deputy Director made an oral presentation advising that the agreement had been modified to include a provision authorizing the Executive Director to approve the third year contract, provided that consulting firm had performed in compliance with the terms of the agreement. Approval of Atireement: Itwas moved by Director Swerdlin, seconded by Director Campbell and unanimously carried to approve the Agreement with Mobile Home Inspectors to perform the mandatory Title 25 1lealth and Safety Regulations inspection of mobile home resident spaces and mobile home parks throughout the City. The Agreement will be effective for the period ending May 20, 2000, in the amount of $64,590; the Agreement authorized the Executive Director to approve an extension for an additional one-year period. Written Communications: Report dated May 18, 1999, from the Finance officer, f South Orange County Community Theatre for use of the agreement with the 'd- acilities at 31776 CRA Minutes -2- 5/18/99 E AGENDAITEM TO: -George Scarborough, Executive Director FROM: Thomas Tomlinson, Deputy Director May 18, 1999 SUBJECT: Consideration of Approval of Consulting Agreement for Title 25 Inspection Services (Mobile Home Inspectors) RECOMMENDATION By Motion, authorize the Chairman to execute a one-year contract with Mobile Home Inspectors to provide Title 25 inspection services. A. SUMMARY AND RECOMMENDATION: For the last several years the City has assumed the State of California Housing and Community Development (HCD) duties of performing mandatory inspections of all mobile homes to ensure compliance with State of California Community Development Housing Title 25 Health and Safety Regulations. At least one mandatory inspection of each mobile home resident space and each mobile home park is required to be conducted every seven years. In May, 1998, the Agency approved a contract with Mobile Home Inspectors to conduct the required inspections over a three-year period. The one-year contract, due to expire May 19, 1999, provides for an annual evaluation of the consultant's performance in conducting the inspections. If Mobile Home Inspectors has performed its services in compliance with the approved agreement, the Agency has the option to extend the agreement for not more than two additional one-year periods. At this time, staff is requesting approval of the attached one-year contract extension with Mobile Home Inspectors to continue to conduct the mandatory Title 25 inspections (Attachment 1). Staff has been very satisfied with the performance of Mobile Home Inspectors over the past year. Therefore, staff has modified the draft consulting agreement to include a provision authorizing the Executive Director, on behalf of the Agency, to approve the final third year contract next year provided Mobile Home Inspectors has performed its services in compliance with the terms of the agreement. B. STAFF ANALYSIS - In January, 1998, request for proposals were solicited from three firms specializing in mobile home inspections. On January 30, 1998, two responses to the request for proposals were received and are summarized as follows: C\OFPICC\WPWIN\WPDOCSWOUSING\TITLE25\AI51B99 CRA FOR CITY COUNCIL AGEN C. 0 AGENDA ITEM -2- 18.1999 Company Cost for Inspections* Administrative Cost Total Cost 1 Sunland Construction $68,870 $14,600 $83,470 2 Mobile Home Inspectors $70,124 $12,706 $82,830 " Cost Based on inspections of 1,214 spaces and seven parks. Based on the prices and references for the two firms, staff recommended that Mobile Home Inspectors be selected to perform the Title 25 inspections. Mobile Home Inspectors' cost for inspection services for all seven mobile home parks over the three-year period totaled $82,830. Thus, the proposed cost to complete inspections of the seven mobile home parks remains the same. To date, inspections at Villa San Juan Mobile Home Park (33831 Camino Capistrano) have been completed. Final inspections at Capistrano Valley Mobile Estates (26000 Ave. Aeropuerto) are currently underway and are expected to be completed by mid-May, 1999. Thus far, a total of $19,240 has been expended.
