LIMITED TERM EMPLOYMENT AGREEMENT
THIS LIMITED TERM EMPLOYMENT AGREEMENT is entered into as of
September 27, 2006, by and between the CITY OF SAN JUAN CAPISTRANO ("City"), a
political subdivision of the State of California (hereinafter, "CITY"), and Antonio Olivos
(hereinafter, "EMPLOYEE") for the employment of EMPLOYEE by CITY for the period
commencing September 27, 2006, through March 23, 2007, in accordance with the
following terms and conditions:
SECTION ONE: EMPLOYMENT AND DUTIES OF EMPLOYEE
1.1 CITY hereby employs EMPLOYEE, and EMPLOYEE hereby accepts
employment from CITY, in the capacity of Code Enforcement Officer, commencing as of
September 27, 2006.
1.2 During EMPLOYEE's employment with CITY, EMPLOYEE shall do and
perform all services, acts or things necessary or advisable to fulfill the duties and
responsibilities as described in the job description attached hereto as Exhibit "A", which is
incorporated as though fully set forth herein; provided, however, that EMPLOYEE shall at
all times be subject to the direction of the EMPLOYEE's supervisor and the CITY
MANAGER.
1.3 Unless otherwise directed by the EMPLOYEE's supervisor or the MANAGER
of CITY, the employment services of EMPLOYEE shall be performed at the offices of
CITY; provided, however, that CITY may require EMPLOYEE to travel temporarily to other
locations to perform services for or on behalf of CITY.
1.4 EMPLOYEE shall, to the best of EMPLOYEE's ability and experience, loyally
and conscientiously perform all of the duties and obligations required of EMPLOYEE, either
expressly or implicitly by the terms of this Agreement or the provisions of the Personnel
Rules and Regulations.

SECTION TWO: COMPENSATION AND BENEFITS
2.1 As of the date of commencement of employment as set forth in Paragraph
1.1, EMPLOYEE's job classification shall be assigned the salary grade of Code
Enforcement Officer, Step 1 and EMPLOYEE shall receive biweekly wages based on an
hourly rate of $25.69. Performance reviews, promotions, salary range adjustments, and/or
salary adjustments for EMPLOYEE shall be in accordance with the provisions of the
Personnel Rules and Regulations for full-time employees.
2.2 EMPLOYEE shall be entitled to receive group health medical insurance
benefits and shall accrue annual vacation consistent with vacation accruals provided to full-
time employees of the CITY. EMPLOYEE and CITY shall each contribute 3.75% of
EMPLOYEE's salary to an ICMA Retirement Account.
SECTION THREE: TERM OF EMPLOYMENT
3.1 CITY and EMPLOYEE hereby expressly understand and acknowledge that
EMPLOYEE is employed by CITY as a Limited Term employee, for a term that
automatically expires at the end of the workday on March 23, 2007. After that date,
EMPLOYEE shall have no right to continued employment.
3.2 It is expressly agreed that EMPLOYEE shall have no right or authority at any
time to make any contract or binding promise of any nature on behalf of CITY, whether oral
or written, without the express written consent of CITY.
3.3 City reserves the right to terminate this Agreement at any time, with or without
cause, upon thirty (30) days written notice to Employee. Employee may terminate this
Agreement, with or without cause, upon thirty (30) days written notice to City.

SECTION FOUR: MISCELLANEOUS
4.1 Effect of the Personnel Rules and Regulations: The Personnel Rules and
Regulations and the Classified Employees Memorandum of Understanding are
incorporated herein by this reference and shall govern the terms and conditions of
EMPLOYEE's employment with CITY, and the employment relationship of EMPLOYEE
and CITY.
4.2 Integration: This Agreement, together with all of the provisions of the
Personnel Rules and Regulations represents the entire understanding of CITY and
EMPLOYEE as to the employment of EMPLOYEE by CITY; and this Agreement, as
complemented by the provisions of the Personnel Rules and Regulations, supersedes any
and all other agreements and understandings, either oral or in writing, between CITY and
EMPLOYEE with respect to the employment of EMPLOYEE by CITY. Each party to this
Agreement expressly acknowledges that no representations, inducements, promises or
agreements, orally or otherwise, have been made by any party, or any person acting on
behalf of any party, which are not embodied herein, and that no other agreement,
statement, representation or promise not contained in this Agreement or in the Personnel
Rules and Regulations shall be of any force or effect.
4.3 Construction and Amendment: This Agreement shall be governed by the
laws of the State of California. This Agreement may not be modified, altered or amended
except in writing signed by CITY and EMPLOYEE.

4.4 Effective Date: This Agreement shall be deemed executed by the parties as
of the date first written above.

CODE ENFORCEMENT OFFICER
Gess specifications are intended to present a descriplive list of the range of duties performed by empbyees in the class.
Specifications are not intended to reffect all duties performed within the job.
DEFINITION
To enforce municipal, State and Federal laws and regulations related to municipal land use,
zoning, public safety, property maintenance, sanitation and health, building engineering and
safety and abatement; to provide assistance to homeowners, tenants and the business
community; and to perform a variety of related duties as assigned.
SUPERVISION RECEIVED AND EXERCISED
Receives direction from the Building Official.
ESSENTIAL FUNCTION STATEMENTS . Essential responsibilities and duties may include, but
are not limited to, the following:
Essential Functions:
1. Inspect single family homes, apartment buildings, businesses and vacant lots; ensure
compliance with applicable zoning and nuisance codes, ordinances and regulations; issue
notices of violation; perform follow-up inspections as necessary, issue citations and
impound property.
1. Respond to alleged violations of municipal housing, building and vehicle codes; interview
complainant and witnesses; take photographs of violations and document activities.
1. Perform research to determine the approved conditional uses of property; contact owners
and take actions to enforce City codes.
1. Inspect property for abandoned or inoperative vehicles; issue notices for vehicle abatement
if necessary; oversee abatement and removal of vehicles.
1. Coordinate code enforcement activities with the Sheriffs department; report abatements
and prepare related reporting documents.
1. Serve as a resource to other City departments and the general public regarding zoning and
other code requirements.
1. Remove illegally placed signs from public and private property and/or public right-of-way.
1. Assist in promoting the City's neighborhood preservation program objectives; coordinate
with City departments; monitor project activity related to neighborhood preservation.
1. Maintain records and prepare case files or investigative reports for all code enforcement
inspections and surveillance activities.
1. Assist in preparing case reports for court or administrative proceedings; testify in court and
at administrative proceedings as necessary.
1. Perform related duties and responsibilities as required.

QUALIFICATIONS
Knowledge of:
Operational characteristics, services and activities of a code enforcement program.
Pertinent Federal, State and local codes, laws and regulations related to building, zoning, housing
and nuisance.
Methods and techniques of public relations.
Principles and procedures of record keeping.
Principles of business letter wrriing and basic report preparation.
Modern office procedures, methods and equipment including computers.
Local geography and street locations.
Ability to:
Interpret and enforce applicable zoning, nuisance, health and safety requirements, codes,
ordinances and regulations.
Operate office equipment including computers and supporting word processing and spreadsheet
applications.

Experience and Training Guidelines
Any combination of experience and training that would likely provide the required knowledge and
abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Two years of responsible code enforcement experience.
Training:
Equivalent to the completion of the twelfth grade supplemented by specialized training in the
building trades and/or code enforcement.
License or Certificate
Possession of, or ability to obtain, an appropriate, valid driver's license.
Possession of a valid I.C.B.O. certificate.
Environmental Conditions:
Office and field environment; travel from site to site; exposure to noise, dust, grease, smoke,
fumes, gases, inclement weather conditions; extensive public contact.
Physical Conditions:
Essential functions may require maintaining physical condition necessary for walking, standing or
sitting for prolonged periods of time; operating motorized vehicles.
