AGREEMENT FOR LAW ENFORCEMENT SERVICES
THIS AGREEMENT, made and entered into by and between the COUNTY OF
ORANGE, a body politic and corporate, hereinafter designated as "COUNTY",
and the CITY OF SAN JUAN CAPISTRANO , a municipal corporation;
located in the County of Orange, hereinafter designated as "CITY",
WITNESSETH:
In consideration of the terms, covenants, conditions and promises
to be kept, performed and observed by the parties hereto, it is agreed as
follows:
1. COUNTY, through its Sheriff and the deputies, officers and
employees of his department, shall render to CITY police protection and
law enforcement services as hereinafter in this Agreement provided.
2. Such services shall include the enforcement of State Statutes
and such municipal ordinances of CITY as are similar to ordinances of
COUNTY enforced by the Sheriff within unincorporated territory of COUNTY.I
3. The standard of service shall be at the same basic level that
is and shall be hereafter, during the term of this Agreement, provided
for the unincorporated area of COUNTY by the Sherif If and all functions
customarily rendered by the Sheriff's Department in unincorporated areas
shall be provided to CITY.
4. For the purpose of performing said functions, COUNTY shall
provide all manpower, supervision, communications, equipment and supplies
necessary to maintain the service to be rendered hereunder.
5. The final authority for rendition of service, standards of per
formance, discipline of officers and other matters incident to the perfor-
mance of such service and the control of COUNTY personnel shall remain ini
COUNTY. °
6. CITY shall not be called upon to assume any liability for the
direct payment of any salaries, wages or other compensation to any COUNTYI
personnel performing services hereunder or any liability other than that

provided for by this Agreement. Except as herein otherwise specified,
CITY shall not be liable for compensation or indemnity to any COUNTY
employee for any injury or sickness arising out of his employment.
7. COUNTY, its officers, agents and employees shall not be deemed)
to have assumed any liability for the negligence of CITY or any of its
officers or employees, or for any dangerous or defective condition of any
public street or work or property of CITY, and CITY shall hold COUNTY, its
officers and employees harmless from any and all claims for damages re-
sulting therefrom.
8. Both CITY and COUNTY shall hold each other harmless from lia-
bility for acts or omissions of the other.
9. CITY agrees to pay to COUNTY the costs of performing all ser-
vices covered by this Agreement as determined by the COUNTY Auditor -
Controller, using a method known as the patrol beat method, in which the
cost is based on the proportion of total Sheriff's responses in CITY to
the total responses of all Sheriff's patrol beats, in the preceding fiscal
year, and includes said proportion of Sheriff's total direct patrol unit
costs together with overhead, and costs of certain related services,
including detective, juvenile and records bureaus, as established by the
Sheriff's budget for the current fiscal year.
The COUNTY shall render to CITY at the close of each calendar
quarter a statement of one-fourth the annual cost as determined pursuant
to the preceding paragraph, of performing all services covered by that
Agreement as determined by the COUNTY Auditor -Controller at the beginning
of each fiscal year, and said CITY shall pay COUNTY therefor within twent
(20) days after receipt of such statement. If such payment is not re-
ceived by the COUNTY within thirty (30) days after rendition of billing,
COUNTY may satisfy such indebtedness from any funds of CITY on deposit
with COUNTY without giving further notice to CITY of COUNTY'S intention t
do so.
10. This Agreement shall continue in full force and effect for a
term of five (5) years, commencing July 1, 1969, provided that either
party may terminate upon thirty (30) days' written notice.

IN WITNESS WHEREOF, COUNTY has caused this Agreement to be execute
by the Chairman of its Board of Supervisors and attested by the Clerk of
said Board, and CITY has caused this Agreement to be executed by its
Mayor and attested by the City Clerk on the dates set opposite their
respective signatures.

June 10, 1969
IN RE: AUTHORIZE USE OF PRIVATE PLANE FOR COUNTY BUSINESS
AIR POLLUTION CONTROL OFFICER
On motion of Supervisor Allen, duly seconded and unanimously
carried, the Air Pollution Control Officer is authorized to use his
private plane as transportation to attend the Air Pollution Control
Association meeting to be held in New York City from June 15 - 20, 1969,
with reimbursement to be at first class air fare.
IN RE: PROPOSED CONCESSION STAND FOR LOBBY OF COUNTY COURTHOUSE
On motion of Supervisor Battin, duly seconded and unanimously
carried, the Director of Real Property Services is authorized to prepare
a proposal package for a concession stand for the lobby of the County
Courthouse and to present to the Board of Supervisors with a recommenda-
tion that they seek bids from qualifies, concessionair-s.
IN RE: AGREEMENT LAW ENFORCEMENT SERVICES CITY OF SAN JUAN
CAPISTRANO
On motion of Supervisor Allen, duly seconded and unanimously
carried, the Chairman and the Clerk are authorized to sign the Agreement
dated June 10, 1969, between the County of Orange and the City of San
Juan Capistrano for law endorsement services to the City of San Juan
Capistrano, as recommended by the County Administrative Officer in his
letter dated May 26, 1969.
IN RE: EFIZUEST PRCCrDURE ON SECURING NOTARY PUELIC COMMTSSI0N5
On motion of Supervisor Battin, duly seconded and unanimously
carried, the County Administrative Officer and the County Counsel. are
requested to submit a proposed procedure for securing rotary Public
commissions through the Purchasing Department without the requirement
