The City Council does hereby make the following findings pursuant to Section 9-2.337 of Title 9, Land Use Code of the City of San Juan Capistrano with respect to Public Improvement Plans for the Capital Improvement Project (CIP 21201): The proposed City Skatepark and Trail Project is consistent with the goals, policies, and objectives of the General Plan, including the Parks and Recreation Element and Circulation Element because the goals and policies of these Elements are substantially implemented through the Project. The Project is consistent with the following policies and objectives: Parks and Recreation Goal #1: Provide, develop, and maintain ample park and recreation facilities that provide a diversity of recreational activities. Policy 1.4: "Develop and maintain a balanced system of public and private recreational lands, facilities, and programs to meet the needs of the community." Policy 1.7: "Provide parkland improvements and facilities that are durable and economical to maintain. " The proposed project conforms to the General Plan Parks and Recreation Element because of the high-quality, durable materials proposed to be used for the project's construction. Circulation Element Goal #3: Provide an extensive public bicycle, pedestrian, and equestrian trails network. Policy 3.1: "Provide and maintain an extensive trails network that supports bicycles, pedestrians, and horses and is coordinated with those networks of adjacent jurisdictions." The proposed Project includes an agrarian themed color palette, seating areas, citrus trees and landscaping, durable concrete skatepark elements, and playground structure that convey a sense of richness in materials and craftsmanship.
