SUBJECT: Purchase Agreement for Grundfos Domestic Pump Skid
Description:
The single existing 30 HP pump and motor at the Bear Brand Pump Station
pumps into a closed system which includes all homes on Peppertree Bend.
Pumping into a closed system requires equipment that can deliver a wide range
of diurnal flows to meet customer demand. The existing pump and motor
assembly cannot meet this requirement, resulting in high energy costs. In
addition, only one domestic pump functions. For system reliability, the pumps
station needs two pumps: a lead and a standby, this configuration provides one
operable pump in the event either pump has mechanical failure.
Skid mounted package pumps eliminate much field labor and miscellaneous
parts costs, providing a single high reliability unit. Accordingly, the replacement
equipment will be a skid mounted assembly containing two Grundfos pumps
with integral top mount motors operating in duty/standby mode; to create
reliability by redundancy. The pump skid includes suction and discharge
piping, valves, and flanged manifolds to facilitate connection to pump station
piping, saving labor installation costs. Additionally, the Grundfos pump motors
can run at very high to very low speeds, ideal for the variable demands of
pumping into a closed system. Grundfos skid mounted pumps operate without
fail at the City's Capistrano Royal Pump Station; proving their operating
reliability. Muniquip is the sole distributor of Grundfos pump skids.

Staff recommends the City Manager waive the requirement to obtain multiple
quotes for the purchase of goods under these circumstances in accordance with

Municipal Code Title 3, Chapter 4, Section 3-4.310 which provides that there
shall be no informal bid process or formal bid process required under the

following circumstances: (b) when only one known source of the goods,

supplies, equipment, materials, or services available, and (e) when
compliance with such requirement is not in the best interest of the City, as

determined by the City Manager. Accordingly, staff recommends approval of a
purchase agreement with Muniquip for the purchase of a Grundfos pump skid
for the Bear Brand Pump Station facility, in an amount not to exceed $42,130.
