A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN
' CAPISTRANO, PROCLAIMING SUPPORT FOR STRENGTHENING THE
FIGHT AGAINST HUMAN TRAFFICKING
WHEREAS, the City of San Juan Capistrano recognizes the significant moral and
economic harm of forced labor and human trafficking to the City of San Juan Capistrano, the
State of Calffomia and global citizens; and,
WHEREAS, the City of San Juan Capistrano recognizes that while San Juan
Capistrano is a desirable tourist destination, it is a city in Orange County, which is a destination
for human trafficking, and due to San Juan Capistrano's unique geography along the 1-5
corridor, this makes San Juan Capistrano vulnerable to human trafficking activity; and,
WHEREAS, c6mbating human trafficking within California will serve to
improve conditions both domestically and internationally; and,
WHEREAS, by not being informed or aware of forced labor and human trafficking
within the State of California and the potential activity in San Juan Capistrano, we deny its
victims the hope and promise of the American dream and our freedoms, and the promise of
action of our State; and,
WHEREAS, January has been proclaimed as National Slavery and Human
' Trafficking Prevention Month, with January 11th being designated as Anti -Human Trafficking
Day, and calls "upon the people of the United States to recognize the vital role we can play in
ending modem slavery" and that fighting this scourge is a shared responsibility; and,
WHEREAS, this battle is fought on many fronts by international, federal, state, and
local law enforcement, and by prosecutors, government agencies, nongovernmental and
faith -based organizations, private industry, and individuals; and,
WHEREAS, we share the objective to make San Juan Capistrano a safe city, one
that is free from human trafficking activity of all kinds, to be a model of social responsibility,
and a leader in the fight to eradicate human trafficking that can share best practices and
support our neighboring communities; and,
WHEREAS, the City of San Juan Capistrano recognizes that increased public
awareness will allow our residents and local business owners and employees more
opportunities to recognize and combat human trafficking now.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of San Juan
Capistrano, California, that:
SECTION 1. That the City of San Juan Capistrano encourages its residents,
as well as organizations, businesses, and individuals, to host or sponsor and attend
' community events in order to bring visibility and support to these efforts to combat
human -trafficking.

SECTION 2. That the City of San Juan Capistrano hereby supports human
trafficking awareness events of non-governmental organizations.
SECTION 3. That the City of San Juan Capistrano encourages all Californians '
to become educated about human trafficking in order to recognize it and inform
authorities so that these criminal practices will be eradicated within and beyond our
city borders.
SECTION 4. That citizens join the City of San Juan Capistrano in its efforts to
embrace and promote the initiatives of the i-5 Freedom Network to raise human
trafficking awareness among our local businesses.
