Request for Proposal Process
•Staff released a request for proposals (RFP) for refinement of
conceptual design and to prepare final plans, specifications and
construction cost estimates for the project in September 2020.
•The City received three proposals in October 2020.
•Proposals were reviewed by Skatepark Mayoral Subcommittee and
City staff who determined Grindline Skateparks, Inc. to be the
highest ranked firm.

Selection of Grindline Skateparks, Inc.
•Quality of proposal and detailed responsiveness to the City’s RFP;
•Understanding of the City’s desire to integrate the skatepark with
adjacent public uses (e.g., The Ecology Center, Community Center,
sports fields and future public trail);
•Quality and experience of the design team, including extensive
experience designing municipal skateparks similar in scale to what
is envisioned in San Juan Capistrano;
•Familiarity with the project site and the City’s design requirements;
•Very competitive cost proposal.

Kinoshita Farm Specific Plan Amendment
•Currently, a skatepark is not an allowed use under the Kinoshita Farm
Specific Plan.
•Skatepark project was originally planned to be included as part of The
Ecology Center’s proposed Specific Plan amendment and studied as part
that project’s CEQA review.
•To expedite the skatepark project, staff recommends the City initiate a
separate amendment to the Kinoshita Farm Specific Plan.
•Estimated cost and schedule of CEQA analysis
•Four to six months to complete; $50,000 to $75,000

Next Steps
•In coordination with The Ecology Center, finalize skatepark location
and begin design effort.
•Initiate Specific Plan Amendment to allow skatepark use, and begin
CEQA analysis of skatepark and public trail.
•Present design to community.
•Bring back final plans and specifications to City Council and receive
authorization to solicit construction bids.
•Goal of being under construction by end of calendar year 2021.

Recommendations:
1.Approve the Skatepark Mayoral Subcommittee recommendation to select
Grindline Skateparks,Inc.to perform design services and to prepare
specifications and cost estimates for the San Juan Capistrano Skatepark
Project ;and,
2.Approve and authorize the City Manager to execute a Professional Services
Agreement with Grindline Skateparks,Inc.to perform design services and to
prepare specifications and cost estimates for the San Juan Capistrano
Skatepark Project,for an amount not to exceed $127,992 which includes a
10%contingency;and,
3.Direct staff to bring back an initiation of an amendment to the Kinoshita Farm
Specific Plan to add a skatepark to the allowed uses.
