07-0904_ORANGE COUNTY HEAD START_Agenda Report_C1CRA 9/4/2007 AGENDA REPORT C1 TO: Dave Adams, Executive Director Gk FROM: Cindy Russell, Finance Officer SUBJECT: Consideration of Five Year Lease Agreement for Property located at 31485 EI Camino Real (Orange County Head Start, Inc.) RECOMMENDATION: 1. Open the public hearing, take public testimony, and close the public hearing; and, 2. By motion, approve the five-year lease agreement between the San Juan Capistrano Community Redevelopment Agency and Orange County Head Start, Inc. for the property located at 31485 EI Camino Real, for $1 per year; and authorize the Executive Director to execute the agreement on behalf of the Board of Directors. SITUATION: A. Summary and Recommendation Since October of 2002, Orange County Head Start (OCHS) has leased the agency owned property at 31485 EI Camino Real, located between the San Juan Capistrano Regional Library and Serra Continuation School. OCHS was relocated to this site from the City Hall complex site to facilitate the construction and operation of the Ground Water Recovery Plant. The Ground Water Recovery Plant project funded the cost of the relocation, and no agency funds were required for the project. OCHS funded 100% of the cost of the new classroom facility located at the site. The current lease agreement was approved for an interim five-year period as the site had been identified as a potential future Civic Center site for the City. Plans for use of this site as a Civic Center have since been placed on hold. OCHS has provided the residents of the city with valuable social services, has been in compliance with the terms of the current lease, and staff recommends the Agency Board of Directors conduct the public hearing, receive testimony and upon completion of the public hearing approve the lease agreement between OCHS and the Agency B. Background Orange County Head Start (OCHS) has been a valuable and beneficial service to low- income families in the city since 1984. Head Start is a federally funded, comprehensive Agenda Report Page 2 September 4, 2007 child development program designed to meet the educational, emotional, social, health and nutritional needs of children and families. On June 18, 2002, following public testimony, the City Council adopted resolution 02- 09-17-01 (Attachment 1) approving the relocation plans for the Head Start Educational Center for an interim five-year period, subject to certain conditions. During public testimony, residents expressed concerns regarding vehicular and pedestrian traffic, as well as aesthetics of the facility. During the last five years OCHS has successfully addressed these concerns. Aesthetics To address the aesthetics of the temporary structure and reduce the adjacent neighborhoods visual impacts, OCHS installed landscaping that has provided suitable screening of the structure. Vehicular and Pedestrian Traffic OCHS is in close proximity to the Villas neighborhood and the majority of the residents who participate in the program walk to the facility. In order to mitigate the pedestrian traffic along El Camino Real, OCHS has required that the participants follow the requirements outlined in Exhibit A of the lease agreement (Attachment 2). Parking is also addressed in Exhibit A and program participants have been in compliance with the requirements. Parking is restricted to the Library parking lot across the street from the facility. Parking is also permitted in the parking lot between OCHS and the Library subject to availability. C. Benefits of the Site The OCHS location on EI Camino Real is in proximity to San Juan Capistrano Regional Library, Serra Adult School, the San Juan Capistrano Mission Basilica, and the ROP program facility. The majority of the families served by OCHS live in the adjacent neighborhoods to the facility, and are within easy walking distance to OCHS. OCHS staff has provided a list of benefits realized from their relocation to the facility on EI Camino Real (Attachment 3). A summary of these benefits are listed below. ROP program: OCHS and ROP share in volunteer and mentor services. CUSD-"Even Start and School Readiness Programs": These programs provide ESL classes for families and tools for preparing children for transition to kindergarten. San Juan Capistrano Public Library: OCHS uses the meeting rooms at the library for parent meetings and classes. Head Start children are able to participate in the story time and reading incentive programs provided at the Library. Agenda Report Page 3 September 4, 2007 Serra Adult School: OCHS provides services to preschool aged children of teen parents who attend the adult school. Mission Hospital Community Nursing Program: This program is based at the Mission Basilica and provides health services to the children and their families. OCHS in turn provides the nursing program with referrals at parent meetings. CHEC Family Resource Center: Families may attend nutrition classes, parenting classes and child safety classes at the Head Start center. OCHS shares the costs of providing these classes OCHS staff reported that during the 2006-2007 school year, Head Start provided direct services to ninety-seven (97) San Juan Capistrano families and assisted in provided services through community collaborations for forty six (46) additional residents. The relocation of OCHS to their current site has allowed them to partner with other programs in area and to offer more services to the residents in the surrounding neighborhoods. Head Start provides children with a good educational beginning and assists them as they transition to elementary school. They have addressed pedestrian and traffic concerns during the last five years as well as the general aesthetics of the facility. The proposed lease requires OCHS to submit semi-annual performance reports in accordance with City Council Policy 014 (Exhibit B of Attachment 2). Staff recommends renewal of the five year lease agreement with OCHS to continue to provide valuable services to children and families of the city. COMMISSION/BOARD REVIEW AND RECOMMENDATIONS: None. FINANCIAL CONSIDERATIONS: The term of the lease with OCHS is five years with an amount of $1.00 annually. NOTIFICATION: A public notice of this hearing was published on August 23, 2007 in the Orange County Register. Orange County Head Start, Inc. C_ ET R. MONAHAN, City Clerk - 3 - There are many benefits of having Head Start at the site on EI Camino Real in San Juan Capistrano. The first and most important is the proximity to the other services and agencies that are located on or around EI Camino Real Street. This location helps build strong ties and fosters collaborations between Head Start and the other agencies to help provide the residents of San Juan Capistrano with better and more comprehensive services. The following are examples of some of these collaborations: • ROP program in San Juan Capistrano - Head Start provides a developmentally appropriate preschool program that the local high school students can learn from while doing their required practicum. This provides a win-win arrangement, since Head Start receives additional classroom volunteers and Head Start teachers further develop their mentoring abilities. Consequently, Head Start teachers become leaders in their community. • Capistrano Unified School District- Even Start and School Readiness Programs - The Even Start program provides ESL classes to our families free of charge while their children remain enrolled in our program. We also work together with the School Readiness program. This program provides Head Start families the tools necessary in preparing children for the transition to kindergarten through a variety of classes and activities. The collaboration also includes joint training for both program's teachers. • CHEC Family Resource Center - We serve the families of San Juan Capistrano in joint efforts such as providing Nutrition Classes, Parenting Classes and Child Safety Classes at the Head Start center. We also share the costs that are involved to maximize our resources. • San Juan Capistrano Public Library - Head Start utilizes the community meeting rooms within the library to house the parent meetings and classes. The library also provides story time and reading incentive programs for the children in our program. This collaboration is beneficial for the library because they have a built in audience for their preschool programs, and they can advertise their Latin based program to our families. • Serra Adult School - We work cooperatively with Serra to provide services to the preschool aged children of the teen parents that attend school there. By design, Serra's ESL and Citizenship class schedules are intended to facilitate the enrollment of the families that attend Head Start. • Mission Hospital Community Nursing Program based at the Basilica - The nursing program provides health services to our children and families. In turn, we provide them access to their targeted demographic through referrals and introductions at parent meetings. • Saddleback Valley Community College - We provide a developmentally appropriate preschool program that the college students can observe within their community. The college provides visibility and advertises our services to the public through multiple channels. ATTACHMENT 3 The Numbers During the 2006-2007 school year Head Start provided services to 97 San Juan Capistrano families through direct services. Head Start also assisted in providing services indirectly through community collaborations for 46 additional residents. For ROP, there were six students that fulfilled their practicum experience. There were 24 Saddleback Valley students that completed required preschool observations. 16 community members took advantage of classes that were held in conjunction with the other community agencies. 13 11 0 0 d -0 .A Project Location City Boundary Creeks i oma, 0 2000 4000 Feet i i ATTACHMENT 4
