19-1015_RIVER STREET SJC, LLC_Agenda Report_D1_Attachment_9 River Street Marketplace Project General Plan Errata Amendment to the Los Rios Specific Plan Page 1 2019 General Plan Text Amendments to establish the Commercial Core Planning Area within the Adopted Los Rios Specific Plan 1.0 INTRODUCTION This Section presents revisions to the text of the San Juan Capistrano General Plan to establish the Commercial Core Planning Area within the adopted Los Rios Specific Plan. Text additions are identified by bold underlined text, while deletions are indicated by strikeout font. 2.0 REVISIONS 2.1.1 General Plan Land Use Element Revisions Text found on page 3 of the Land Use Element is modified as follows: The Los Rios Precise Plan was adopted in February 1978 and is in the process of being revised has been revised four times since its original adoption. The Precise Plan addresses the special planning needs identified by the community for the historic Los Rios District. The plan provides goals, policies, and specific development standards for future development in the Los Rios Precise Plan area. Implementation of the Precise Plan in consistent with the goals and policies contained within this General Plan. Through the history of revisions the name was changed to the Los Rios Specific Plan. In 2019, the Los Rios Specific Plan was amended to include the Commercial Core Planning Area along with specific development regulations and design guidelines required of the Commercial Core Planning Area were developed to compliment adjacent Los Rios Street Historic District structures and ensure compatibility with surrounding © 2018 Applied Planning, Inc. Development within the Commercial Core Planning Area shall be sensitively designed to create a setback and landscape buffer to minimize impacts between Commercial Core land uses and the adjacent historic structures. The Commercial Core Planning Area provides a synergistic benefit of a specialty destination proximate to both the downtown area and adjacent to the San Juan Capistrano train depot. The Los Rios Precise Plan District contains some of the oldest structures in the county and, and the Rios Adobe may be the oldest, continually-inhabited residence in California. Figure LU-5 depicts the location of the Los Rios Precise Plan planning area. The original Los Rios Precise Plan was adopted in 1978, and the City has revised the Plan four times over the intervening years. is in the process of revising the Plan. In 2019, the City approved the creation of the Commercial Core Planning Area within the Los Rios Specific Plan. The intent of the © 2018 Applied Planning, Inc. The City will continue to implement the Los Rios Precise Plan to preserve the viability of the Los Rios area and the entire downtown area. River Street Marketplace Project General Plan Errata Amendment to the Los Rios Specific Plan Page 6 2.1.2 General Plan Cultural Resources Element Revisions Text found on page 3 of the Cultural Resources Element is modified as follows: The original Los Rios Precise Plan was adopted in February, 1978 and is currently being revised and has been revised four times over the intervening years. The Plan addresses the special planning needs identified by the community for the protection of the historic neighborhood. The Precise Plan requires that future construction and activities within the Los Rios Precise Plan area be consistent with the area’s historical character. In addition, General Plan Figure CR-1, Locations of Historic Buildings and Structures, has been amended as shown on the following page. 2.1.3 General Plan Circulation Element Revisions The following text on page 17 of the Circulation Element is amended as follows: As noted in the Land Use Element, the Los Rios Precise Plan addresses the special needs of the historic Los Rios District. Due to the presence of historic structures and narrow streets, where both pedestrians and vehicles share the same travel way, it may be necessary to include closure or partial closure of streets that will implement specific provisions of the adopted Los Rios Precise Plan (Specific Plan). © 2018 Applied Planning, Inc. River Street Marketplace Project General Plan Errata Amendment to the Los Rios Specific Plan Page 8 In an effort to retain the historic integrity of the surrounding area, the Commercial Core Planning Area that was created in 2019 retained circulation design recommendations set forth on the Los Rios Specific Plan. The following circulation improvements are recommended to be implemented by development within the Commercial Core Planning Area:  The improvement of Paseo Adelanto as a 28-foot wide (curb to curb) roadway with a sidewalk on the east side of the street. On street parking is permitted along the east side of Paseo Adelanto; and  The transition of River Street from an existing asphalt street to a decomposed granite (or similar material) pedestrian path. Vehicular access will be prohibited along River Street through the placement of bollards to be placed at the intersection with Los Rios Street, and gates placed at the intersection with Paseo Adelanto. 2.1.4 General Plan Floodplain Management Element Revisions The following text on page 11 of the Floodplain Management Element is amended as follows: Trabuco Creek Residential development is located adjacent to the west side of Trabuco Creek along the concrete lined portion of the creek from the intersection with San Juan Creek upstream to approximately 1,800 feet north of the Del Obispo Street bridge. On the eastern side of the creek are the City Hall offices, industrial and office development, and the Commercial Core Planning Area of the Los Rios Specific Plan and the historic Los Rios residential area north of Del Obispo. Upstream of the concrete channel liner, the creek is unchannelized except for short reaches beneath the © 2018 Applied Planning, Inc. River Street Marketplace Project General Plan Errata Amendment to the Los Rios Specific Plan Page 10 Neighborhood Traffic Safety San Juan Capistrano has placed importance on non-vehicular means of transportation. To increase the number of people using non-automobile means of transportation, there has to be an existing, safe transportation network in place. This network includes crosswalks, grade separations, and walkways which assure the safety of pedestrians, cyclists, and horseback riders. Circulation Goal 4: Minimize the conflict between the automobile, commercial vehicles, pedestrians, horses, and bicycles. Policy 4.1: Provide sufficient right-of-way widths along roadways to incorporate features that buffer pedestrians, horses, and bicycles from vehicular traffic. Policy 4.2: Provide traffic management improvements within areas where through traffic creates public safety problems. Policy 4.3: Install additional street improvements within areas where necessary to improve vehicular and non-vehicular safety. Policy 4.4: Apply creative traffic management approaches to address congestion in areas with unique problems, such as schools, businesses with drive-through access, and other special situations. Policy 4.5: Improve Paseo Adelanto north of Del Obispo Street and South of River Street as a 28-foot wide (curb to curb) roadway with a sidewalk on the east side of the street and with on-street parking permitted along the east side of Paseo Adelanto. Policy 4.6: Transition River Street from an existing asphalt street to a decomposed granite (or similar material) pedestrian path. Prohibit vehicular access along River Street through the placement of bollards - placed at the intersection with Los Rios Street, and gates placed at the intersection with Paseo Adelanto.
