SUBJECT: Amendment No. 2 for Food Service Establishment (FSE) Inspection Services
(Environmental Compliance Inspection Services)
On September 5, 2017, the City Council approved and authorized the City Manager to execute a two-year
Professional Services Agreement with Environmental Compliance Inspection Services (ECIS) in an amount
not to exceed $56,644 for Fats, Oils, and Grease, and Food Service Establishment National Pollution
Discharge Elimination System Inspection Services, and authorize the City Manager to approve two, one-
year contract extensions for amounts not to exceed $28,322 per year.
Amendment No. 2 extends the tern for the second approved contract extension. Additionally, in order to
save some costs, ECIS was requested to perform an annual FSE NPDES inspection rather than twice per
year. The thought here was that the Orange County Health Care Agency now performs its own NPDES
inspection of all FSE's once per year, so two additional inspections by City representatives seemed overkill.
The total cost for FY 2020/2021 is therefore anticipated to be $20,460, a $7,862 reduction from the budgeted
amount. This cost reduction has been agreed to by the contractor, who has prepared the attached revised
proposal.
Staff is requesting City Manager execution of Amendment No. 2 for the Fats, Oils and Grease (FOG) and
National Pollution Discharge Elimination System (NPDES) Food Service Establishment Inspection
Services with ECIS. This item does not need further Council action as extensions were included in the
original City Council approval and there has been no increase in costs over the original contract approval.
