CULTURAL HERITAGE COMMISSION
Regular Meeting June 23, 2020
The public will be able to attend the June 23, 2020
Cultural Heritage Commission meeting in person.
A mask or face covering is recommended pursuant to the
County Health Officer's Order. Please be advised that
seating will be limited to maintain a minimum six-foot (6')
distance between attendees. Executive Order N-29-20 also
allows this meeting to be conducted by teleconference, as
specified below.
To help prevent the spread of novel coronavirus (COVID-19), the City encourages the following:
1. View the Cultural Heritage Commission meeting live at the City's website
http://sanjuancapistrano.org/lmportant-Links/City-Council-Archived-Meetings. This is especially
important if you, or someone you have had direct contact with, has traveled internationally to a
country experiencing COVI D-19, if you have tested positive or are experiencing flu-like symptoms,
if you are over the age of 60, or if you have underlying health conditions.
2. Participate during the Oral Communication/Public Comment portion of the agenda by calling the
public comment line at (949) 493-1172 at the beginning of the meeting. Individuals will be placed
in a queue until it is their time to speak. The public may also speak by requesting to be called
during the meeting. To make this arrangement, please contact the Secretary at least an hour prior
to the meeting at sklotz@sanjuancapistrano.org or (949) 443-6334.
3. Submit agenda item correspondence to the Cultural Heritage Commission electronically. Material
may be emailed to sklotz@sanjuancapistrano.org. Please submit correspondence at least one
hour prior to the start of the meeting.
4. Refrain from distributing hard copy material. Email material in advance of the meeting to
sklotz@sanjuancapistrano.org.
s. If you do attend the meeting in person, there is no need to complete a speaker card if you wish to
address the Cultural Heritage Commission. The Chair will call for speakers prior to each agenda
item.
The City of San Juan Capistrano complies with the
Americans with Disabilities Act. Persons with special

hours in advance to enable the City to make
reasonable arrangements to ensure accessibility.

B. ORAL COMMUNICATIONS:
Persons wishing to address the Governing Body on city business that is not
listed on the agenda may do so by email or telephone. Please submit any email
correspondence or a request to speak by telephone to the Secretary at least an
hour prior to the meeting at sklotz@sanjuancapistrano.org or by calling (949)
443-6334. The public may also speak by calling (949) 493-1172 at the beginning
of the meeting. The Secretary will call persons wishing to speak and allow
persons that call in to speak in the order received.
Please limit all comments to 3 minutes.
C. CONSENT CALENDAR:
Items listed on the Consent Calendar are considered routine and will be enacted
by one motion and one vote. There will be no separate discussion of these items.
If discussion is desired, that item may be removed from the Consent Calendar
and will be considered separately.

1. Continued Consideration of Architectural Control (AC) 14-033, Church of
Jesus Christ of Latter-Day Saints Meetinghouse; a request for approval of
an Historic Depiction Program for a new meetinghouse/cultural hall
building and chapel for a church use located on a 4.5 acre project site;
located at 29273 Stallion Ridge, specifically located on the north side of
Stallion Ridge (formerly Vista Montana), northwest of the Avenida La Pata
and Stallion Ridge intersection (Assessor's Parcel Number 664-251-
31 )(Applicant: Gary Miller, Miller Architecture)(Project Manager: David
Contreras, Principal Planner).
