A RESOLUTION OF THE SAN JUAN CAPISTRANO HOUSING
AUTHORITY ADOPTING THE FISCAL YEAR 2020-21 OPERATING
BUDGET AND AUTHORIZING APPROPRIATIONS RELATED THERETO
WHEREAS, the Proposed Fiscal Year 2020-21 Operating Budget reflects a
service level necessary to respond to the needs of the community and which is deemed
appropriate by the San Juan Capistrano Housing Authority (SJCHA); and,
WHEREAS, the SJCHA recognizes that the Proposed Budget will require
adjustments from time to time, and accordingly, the SJCHA Executive Director is
authorized to execute necessary transfers to carry out the scope of services as approved.
NOW, THEREFORE, BE IT RESOLVED, that the San Juan Capistrano
Housing Authority does hereby determine that:
1. The Proposed Fiscal Year 2020-21 Operating Budget in accordance with
Exhibit A attached hereto and incorporated by reference herein and as detailed in the
Budget Document on file with the SJCHA Secretary's Office entitled "City of San Juan
Capistrano Proposed Budget — Fiscal Year 2020-21" is hereby adopted based on the
finding that the Proposed Budget is consistent with the state's Housing Authorities Law
(Cal. Health & Safety §§ 34200 et seq.) and supports the production of low-income
housing at an affordable housing cost in the community.
2. Total appropriations for each fund may only be increased or decreased
by the SJCHA by amending the budget except as provided herein.
3. The legal level of budgetary control is at the fund level. Budgets may not
legally be exceeded at the fund level without appropriate authorization by the SJCHA .
Budgeted amounts for individual classifications within a fund may be exceeded as long
as the total annual budget for that fund is not exceeded.

4. The following controls are hereby placed on the transfer of budgeted

account to account within any department.
b. The SJCHA Executive Director may authorize transfers of funds from
department to department within any fund equal to or less than $50,000.
c. The SJCHA Executive Director may delegate his or her authority to make
budget transfers and adjustments.
d. The SJCHA Executive Director may authorize budget adjustments
involving offsetting revenues and expenses. The SJCHA Executive
Director may authorize increases in an appropriation for a specific
purpose where the appropriation is offset by unbudgeted revenues,
which is designated for said specific purpose.
5. All appropriations, as approved for outstanding encumbrances and
projects currently underway and remaining unexpended at June 30, 2020, as approved
by the SJCHA Executive Director or his designee, are hereby appropriated to the Fiscal
Year 2020-21 Operating Budget.
