SUBJECT: Consideration of Plans and Specifications and Call for Bids - SC04
Terminal Pipeline Project (CIP No. 794)
By motion, 1) approve the SC04 Terminal Pipeline Project plans and specifications; 2)
release the project for bidding; 3) authorize the General Manager to enter into a right -
of -entry agreement with the County of Orange for the Prima Desecha Landfill; and 4)
adopt a resolution accepting easements from the Estates of San Juan Homeowners
Association and the San Juan Hills Estates Homeowners Association.
SITUATION
On February 15, 2000, the Board approved entering into a Personal Services
agreement with Malcolm Pirnie, for civil engineering design services for the SC04
Terminal Pipeline Project. The Environmental Administrator reviewed the project
pursuant to Section 15061 of the California Environmental Quality Act (CEQA) and
issued a Mitigated Negative Declaration, on July 26, 2000. No objections were noted to
the selected route. On September 5, 2000, the Board selected the La Pate alignment
for this project; and, directed staff to develop the final construction plans for this project.
On April 3, 2001, the Board adopted the Certified Mitigated Negative Declaration by
Resolution No. CVWD 01-4-3-4. Also on April 3, 2001, the Board approved the plans
and specifications, and called for Bids. Since that time, bidding has been delayed
pending funding of this project. Concurrent with the October 2, 2001 Board meeting,
the Board will be considering an increase in the water operating rate. This action is the
final step in the FY 2001-02 budget process and will allow the District to move forward
with issuance of debt to fund this project. Also, the original bid package offered two bid
alternatives for pipeline material in the upper reaches of the pipeline: steel or polyvinyl
chloride (PVC). Since that time, a more refined economic analysis of the costs did not
show PVC to be substantially less expensive, and PVC has been removed as an
alternative construction material to facilitate the bid process.
Malcolm Pimie has completed the design work, and has obtained all necessary permits,
and environmental clearances. The alignment described below is depicted on the
attached Exhibit 1. The water system improvements known as the SC -04 South
Connectors I and II (the SC04 Terminal Pipeline Project) are identified in the Capistrano

SC04 Terminal Pipeline Project
Valley Water District (CVWD) Domestic Water Master Plan dated May 1999. This
project will enhance overall water service reliability and increase capacity on the
southeast side of the District. The project includes approximately 22,000 lineal feet of
24 -inch diameter pipeline, 5,400 lineal feet of 12 inch diameter pipeline, 3 pressure
regulating stations, and modifications to existing system interconnections.
Connections to two existing tracts require easements from the homeowners
associations. Easement documents are being executed by The Estates of San Juan
HOA and the San Juan Hills Estates HOA.
The County of Orange has prepared a right -of -entry agreement for the Prima Deshecha
Landfill. This agreement allows construction to begin, and provides for conveyance of
the permanent easement to the District upon completion of the SC04 pipeline
construction. Pending CVWD Board's acceptance, this agreement will go to the
Orange County Board of Supervisors for their approval, at which point the agreement
will be executed.
PROJECT DESCRIPTION
The SC04 Terminal Pipeline Project starts at the intersection of Ortega Highway and
Antonio Parkway, and crosses Ortega Highway, continues south; adjacent to, and in
the right-of-way (RNV) of La Pata up to the Prima Desecha Landfill boundary. This
alignment then heads west along the northerly boundary of the landfill. The alignment
then continues south along the westerly edge of the Landfill and meanders
southwesterly to the proposed location of the SC04 Terminal Reservoir.

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CAPISTRANO
VALLEY WATER DISTRICT, ACCEPTING PUBLIC WATER FACILITIES
EASEMENTS SAN JUAN HILLS ESTATES HOA AND ESTATES OF SAN
JUAN HOA
WHEREAS, the original developers have constructed the existing
improvements, and provided the required easements; and,
WHEREAS, the CVWD Board of Directors approved the existing
improvements and accepted the required easements; and,
WHEREAS, in conjunction with the construction of the S.004 Pipeline project,
easements are to be dedicated to the Capistrano Valley Water District; and,
WHEREAS, the owners of said real property have, upon request by the
Capistrano Valley Water District, granted the necessary easements to the District for
valuable consideration; and,
NOW, THEREFORE, BE IT RESOLVED, by the Board of Directors of the
Capistrano Valley Water District as follows:
SECTION 1.
The required easements are hereby accepted from San Juan Hills Estates HOA and
the Estates of San Juan HOA.
SECTION 2.
The Clerk of the Board is hereby authorized to forward the Easement Documents t6
the Orange County Recorder's Office for recordation.
