Project Site Location
Background
•Site purchased by City in 1990’s as part of NW Open Space
•In 2014, site rezoned Very High Density (16-30 DU/AC) and
added to Housing Element as affordable housing site
•In April, City entered into ENA with C&C Development for
potential development of 68 affordable senior housing units
•Satisfies Housing Element and RHNA requirements
Disposition & Development Agreement
•Land Transfer : City selling 3.8-acre parcel to developer for
$4.1M. City will carry a loan to be repaid with residual receipts
•Project Funding: City providing $4.8M loan to developer from
City’s Housing In-Lieu Fee fund. Repaid with residual receipts
•Land Use Approvals: Developer responsible for obtaining all
land use entitlements, permits, and approvals prior to land
transfer
Disposition & Development Agreement
•Developer’s Responsibility:
•Cost of planning, designing, developing and constructing the
proposed project
•Qualify and select senior households to reside in development
with preference to SJC residents or persons employed in the City
•Onsite management of the affordable housing facility and
maintenance of the property.

•Applications and project plans submitted by C&C
•75-unit 3-story project
•60 1-bdrm units/14 2-bdrm units/1 3-bdrm unit
•75 parking spaces (1:1 ratio)
•10 Permanent Supportive Housing units (Ex. Very Low)
•2 Very Low/62 Low/1 Manager
•Lot Line Adjustment in process to create 3.853-acre legal parcel
•Project qualifies for CEQA Exemption
•Per Land Use Code, only PC review required

•Tax Exempt Bonds: $7.9M
•OC/Cal HFA: $1.6M
•SJC Loan:$4.8M
•SJC Land Loan:$4.1M
•OC Gap Financing:$0.7M
•Deferred Developer Fee:$0.6M
