Blasdel San Juan Capistrano, CA 92675 RE: License Agreement proposed for lot on Viewpoint Circle Apparently the new owners of the lot on the North East corner of Viewpoint Circle are seeking a licensing agreement with the City of San Juan Capistrano to support their desire to build a "trail" for access to their proposed barn at the top of their property. Since access exists already to their proposed barn site by other means utilized by other owners of barns, it seems unreasonable for the City of San Juan Capistrano to completely bypass the Stone Ridge Home Owners Association regulations in favor of a one-time accommodation for a specific party. HOA's exist so neighbors can resolve any issues in theír respective neighborhoods before cities get involved. This seems like an attempt to bypass Stoneridge HOA regulations in favor of a licensing agreement between the City and the property owner without HOA opinion. This appears to be a dangerous precedent that allows undue influence upon city officials by lobbyists instead of following rules that have been established for years for the protection of all the residents of San Juan Capistrano and their communities. Therefore, I implore city officials to follow rules which have served us well for years and let the process be HOA discussion and review first with recommendations to the City of San Juan Capistrano before any binding decisions are made. No more that 15-20' feet long and they do not cause any disturbance to neighbors as it is just part of their normal driveway. They still use the trail for access to get to theír horses. There are at least 25-26 Properties who if given the opportunity would apply for "License agreements" to put vehicle paths from their Lower homesites to more easily have access to the Ridgeline where the¡r horses are. This License Agreement is providing special permission to one family while many others are abiding by the original grading and tract plan to access their horse property. 1 This affects many as the noise pollution alone would hurt property values.
