HISTORIC DEPICTION PROGRAM CONCEPT & PLAN
A RESOLUTION OF THE CULTURAL HERITAGE COMMISSION OF THE CITY OF SAN
JUAN CAPISTRANO RECOMMENDING APPROVAL OF A HISTORIC DEPICTION
PROGRAM CONCEPT AND APPROVING A HISTORIC DEPICTION PLAN FOR A
PROJECT LOCATED ALONG RANCH0 VIEJO ROAD AND MORE PRECISELY
REFERRED TO AS ASSESSORS PARCEL NUMBER 650-111-16. (CORIAN
CROSS/FLUIDMASTER, ARCHITECTURAL CONTROL 95-02)
Whereas, Fluidmaster, represented by Civic Solutions (Attn.: Steven Riley; 31726
Ranch0 Viejo Road, Suite 223, San Juan Capistrano, CA 92675) requests approval of concept and
preliminary plans for a series of three, pedestal-mounted plaques describing the project site in the
context of the original Buchheim Family Ranch and comparing and contrasting the entrepreneurial
spirit as well as other relevant aspects of the Buchheim and Schoepe families; and,
Whereas, the proposed project has been processed pursuant to Section 9-2.301,
Development Review of the Land Use Code; and,
Whereas, the Environmental Administrator has reviewed the project pursuant to Section
15061 of the California Environmental Quality Act (CEQA) and issued a statutory exemption and
caused a Notice of Exemption to be posted pursuant to Section 15062 of the CEQA Guidelines, and
has otherwise complied with all applicable provisions of the California Environmental Quality Act
KEQA), and,
Whereas, the Cultural Heritage Commission has considered the Environmental
Administrator’s determination pursuant to Section 15074 of the California Environmental Quality Act
(CEQN; ad,
Whereas, the Cultural Heritage Commission conducted a public meeting on July 28,
1998 pursuant to Section 9-2.3 13 of the Municipal Code to consider public testimony on the proposed
project.
NOW, THEREFORE, BE IT RESOLVED, that the Cultural Heritage Commission
of the City of San Juan Capistrano does hereby make the following findings:
1 The proposed historic depiction concept is consistent with the policies and objectives
of the San Juan Capistrano General Plan, specifically, the Historic & Archaeologic
Element because the project promotes the City’s unique history; and,
2 The proposed historic depiction concept complies with all applicable provisions of Title
9, Land Use Code, and,
3. The proposed historic depiction concept complies with City Council Policy 606,
Historic Depiction Programs.

NOW, THEREFORE, BE IT FURTHER RESOLVED, that the Cultural Heritage
of the City of San Juan Capistrano hereby recommends Planning Commission approval of the historic
depiction concept and hereby approves the historic depiction plans and text subject to the following
conditions of approval:
1 The proposed historic depiction will consist of a pedestal-mounted plaque describing the project
site in the context of the original Buchheim Family Ranch, consistent with the preliminary plans
submitted by the applicant
2. The proposed historic depiction will be located at the south end of the primary entry walkway
consistent with the preliminary plans submitted by the applicant.
3 The proposed historic depiction pedestal shall be designed in such a manner so that the plaques
will be viewable by wheelchair-bound persons The pedestal could be designed to provide a
more vertical presentation of the plaques so the that the plaques are mounted no more than 30
degrees from vertical As an alternative, the pedestal could be designed to provide a wheelchair
and knee recess along the front edge. The final pedestal design shall be subject to the Planning
director or his designee
4 The historic depiction plaque(s) will consist of acid-etched bronze, cast bronze, etched granite
or laser-cut granite or similarly high-quality finish which is both functional and durable. to
assure the permanence and longevity of the historic depiction. The brass plaques shall be
treated so as to provide protection against weathering, or vandalism. The final design, weight,
treatment and related specifications of the brass plaques shall be subject to review and approval
by the Planning Director or his designee.
5. The proposed text of the “Fluidmaster” plaque will be revised to clarify the text so that the
reference to “small pox” is clearly associated with humans and not livestock, to correct the
spelling of “Oyharzabal”, and to reduce the extensive amount of text on the “Buchheim Family
Ranch’ plaque related to general agriculture The specific language of the text will be subject
to review and approval by a sub-committee of the Commission comprised of Lee Buser and
Tony Forster
