CHC Resolution-98-10-27-01CHC RESOLUTION NO. 98-10-27-l SITE PLAN REVIEW [SPR) 98-07 A RESOLUTION OF THE CULTURAL HERITAGE COMMISSION OF THE CITY OF SAN JUAN CAPISTRANO APPROVING A SITE PLAN REVIEW APPLICATION TO CONSTRUCT AN ADDITION TO AN EXISTING STRUCTURE LOCATED AT 31522 CAMINO CAPISTRANO AND MORE PRECISELY REFERRED TO AS ASSESSORS PARCEL NUMBER 124-180-06 (MISSION SAN JUAN CAPISTRANO WORKSHOP) Whereas, Mission San Juan Capistrano (Gerald Miller, Mission Administrator; 3 1522 Camino Capistrano, San Juan Capistrano, California 92693) has requested approval of a landmark alteration to construct a 1,357 workshop addition to the existing archeological field office located at the Mission San Juan Capistrano designed in the Mission Revival architectural-style by thirtieth street architects inc.( Attn John Loomis, Architect, 2821 Newport Boulevard, Newport Beach, California 92663), and, Whereas, the proposed project has been processed pursuant to Section 9-2.301, Development Review of the Land Use Code, and, Whereas, the Environmental Administrator has reviewed the project pursuant to Section 15061 of the California Environmental Quality Act (CEQA) and issued a Negative Declaration and caused a Notice of Exemption to be posted pursuant to Section 15062 of the CEQA Guidelines, and has otherwise complied with all applicable provisions of the California Environmental Quality Act (CEQA); and, Whereas, the Cultural Heritage Commission has considered the Environmental Review Board’s determination pursuant to Section 15074 of the California Environmental Quality Act (CEQA); and, Whereas, the Cultural Heritage Commission conducted a duly noticed public meeting on October 27, 1998 pursuant to Section 9-2 3 13 of the Municipal Code to consider public testimony on the proposed project NOW, THEREFORE, BE IT RESOL\‘ED, that the Cultural Heritage Commission of the City of San Juan Capistrano does hereby make the following findings- 1 The proposed project is consistent with the policies and objectives of the San Juan Capistrano General Plan, specifically, the Historic and Archaeologic Elements because the project will result in the protection and preservation of a historically-significant structure listed on the National Register of Historic Places as well as the City’s Inventory of Historic & Cultural Landmarks (IHCL); and, CHC Resolution 9% 1 O-27- 1 -2- October 27. 1998 2. The proposed project is consistent with the policies established by the “Secretary of the Interior’s Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings”; and, 3. The proposed prqject complies with all applicable provrsions of the Land Use Code subject to the mitigation measures and conditions of approval contained in this resolution. NOW, THEREFORE, BE IT FURTHER RESOLVED, that the Cultural Heritage Commission of the City of San Juan Capistrano hereby approves the project subject to the following: Mitigation measure(s) 1 Prior to issuance of any building permit, the applicant will retain the services of a SOPA (Society of Professional Archeologists)-certified archeologist who will monitor all grading and excavation for potential impacts on cultural resources including archeological, paleontological, and historic resources The applicant ~111 provide an executed contract for services with a SOPA-certified archeologist including a scope-of-work which provides for comprehensive monitoring, a contingency for assessment, recovery, and/or evaluation, and the preparation of a technical memoranda or report In the event historic and/or cultural resources are encountered during grading and/or building activities, the monitoring archeologist may cease grading and/or building activities, consistent with City Council Policy, to allow for preliminary assessment, evaluation of any cultural resources, and/or recovery, as may be appropriate Prior to occupancy permit issuance, the project ~111 submit a technical memorandum or report which details archeological monitoring efforts, findings, analysis, and conclusions consistent with City Council Policy #60 1 Conditions of Annroval 2. Prior to building permit issuance, the project will be redesigned to provide a roof pitch of between 7 12 and 8 12 subject to review and approval by the Planning Director 3. Plaster stucco shall be similar in composition, color, and texture to the existing plaster stucco Prior to building permit issuance, the project will provide a material board for the proposed plaster stucco finish for review and approval by the Planning Director 4. Prior to building permit issuance, the project will provide a material sample of the proposed clay barrel tile. Prior to building permit issuance, the project \vill provide a color sample of the proposed wood stain. The wood stain shall be the same or similar to stained-wood elements found on existing historic structures in the Mission complex subject to review and approval by the Planning Director. Prior to building permit issuance, the project will provide design details for the proposed windows and doors including catalogue cuts of proposed hardware for the window and doors. Proposed doors will be compatible in desrgn, material, texture, and hardware with existing wood doors subject to Planning Director review and approval Prior to building permit issuance, the project will provide a wall section detail which demonstrates that the proposed design will provide appropriate wall-massing compatible with the existing adobe wall construction of historic structures on-site subject to review and approval by the Planning Director Prior to building permit issuance, the project will be redesigned to provide a minimum twenty foot (20’-0”) building setback along the Camino Capistrano frontage, or, the applicant will submit a request for and secure approval of a frontyard setback land use adjustment and shall submit revised site plans providing a mimmum eighteen foot (18’-0”) foot frontyard setback from Camino Capistrano PASSED, APPROVED AND ADOPTED this 27th day of October, 1998, by the
