ROLL CALL: Chair Howard Hart, Vice-Chair Tami Wilhelm, Commissioners Stan Braden, Lisa Fenning and Harrison Taylor. 3. PLEDGE OF ALLEGIANCE 8. ORAL COMMUNICATIONS: Persons wishing to address the Governing Body on city business that is not listed on the agenda may do so at this time. Persons wishing to address the Commission on any item that is listed on the Agenda should submit a Request to Speak form to the Secretary. Forms are available at the entrance to the Council Chamber. The Chair Person will call forward speakers during consideration of each item. Please limit all comments to 3 minutes. C. CONSENT CALENDAR: Items listed on the Consent Calendar are considered routine and will be enacted by one motion and one vote. There will be no separate discussion of these items. Consideration of an Appeal of the Development Services Department's Director Determination for a Patio Cover Setback within the Forster Canyon Planned Community Comprehensive Development Plan 81-01. Appeal of the Development Services Director's Determination for a Patio Cover Setback on property located at 26590 Paseo lnfinta within the Forster Canyon Planned Community Comprehensive Development Plan 81-01 (Pacifica San Juan). (Project Manager: Sergio Klotz, Assistant Development Services Director). F. PUBLIC HEARINGS: 1. Consideration of Architectural Control (AC) 19-008 and Sign Permit (SP) 19-016; Target (Laurie Jones, Target Corporation, Applicant). A request for review of development plans related to fac;ade changes to the existing commercial building and to install new signage at 31874 Del Obispo Street (APN 668-241-19). The applicant concurrently is seeking a sign exception request to allow for the three proposed building-mounted wall signs to exceed the sign area permitted by the Land Use Code. (Project Manager: Paul Garcia, Associate Planner). 2. Consideration of Code Amendment (CA) 19-001; Capistrano Collection (Capo Oaks, LLC, Applicant). A request to expand the allowable uses within Sector A-1 and to establish new parking standards for The Capistrano Collection commercial center located at 27184 Ortega Highway (APN: 666-241-08), which is within Sector A-1 of CDP 78-01.
