CULTURAL HERITAGE COMMISSION
REGULAR MEETING
A. ORGANIZATION:
1. CALL TO ORDER:
The Chair called the Regular Meeting of the Cultural Heritage Commission of
the City of San Juan Capistrano to order at 4:30 p.m. in the City Council
Chamber.
2. ROLL CALL:
Commissioners Present: Lorie Porter
Howard Newman
Janet Siegel
Ann Ronan
Commissioner Absent: Anna Dickinson
Staff Present: Sergio Klotz, Assistant Development Services Director
B. ORAL COMMUNICATIONS: None.
C. CONSENT CALENDAR:
1. Draft July 23, 2019 Cultural Heritage Commission Minutes. Approved on
a 4-0 vote.
D. PUBLIC HEARINGS:
None.
E. NEW BUSINESS:
1. Consideration of a Mills Act Contract (MAC) 19-001, Harrison House and
the Parra Adobe; a request for approval of a Mills Act Contract for property
located at 27762 Ortega Highway, APN: 666-191-18 (Applicant: John and
Patricia Conley) (Project Manager: Paul Garcia).

Sergio Klotz made the staff presentation and responded to questions.
John Conley, applicant, responded to Commissioners' questions.
Adoption of Motion
Commissioner Siegel made the motion, seconded by Commissioner
Ronan, to recommend that the City Council execute the Mills Act Contract
for the subject property. The motion passed by a 4-0 vote.
AYES: Commissioners Porter, Newman, Ronan and Siegel.
NOES: None.
ABSTAIN: None.
F. UNFINISHED BUSINESS:
None.
G. COMMISSION/STAFF COMMENTS:
Cultural Heritage Commission requested to place on the October 22, 2019
Cultural Heritage Commission agenda as a verbal discussion to consider related
programs during preservation month in 2020 and to consider forming an Ad Hoc
committee.
H. ADJOURNMENT: to Tuesday, November 26, 2019 at 4:30 p.m. in the City
Council Chambers.
l. CERTIFICATION: The foregoing agenda was posted at City Hall, the San Juan
Capistrano Library and the Community Center Reception Area.
