CALL TO ORDER: The Chair called the Regular Meeting of the Cultural Heritage Commission of the City of San Juan Capistrano to order at 4:30 p.m. in the City Council Chamber. 2. ROLL CALL Commissioners Present: Lorie Porter Anna Dickinson Howard Newman Janet Siegel Staff Present: Ann Ronan Sergio Klotz, Assistant Development Services Director David Contreras, Principal Planner Paul Garcia, Associate Planner. 8. ORAL COMMUNICATIONS: None . C. CONSENT CALENDAR: 1. Draft May 14, 2019 Cultural Heritage Commission Minutes. Commission requested Commissioner Ronan 's absence be reflected as excused. Approved on a 4-0 vote, with Commissioner Ronan abstaining. D. PUBLIC HEARINGS: None. E. NEW BUSINESS: 1. Consideration of a land use improvement adjacent to the Joel Congdon House which is a structure identified on the Inventory of Historic and Cultural Landmarks (IHCL). The proposal is a request for review of development plans to construct a new 1,800 square foot pre-fabricated greenhouse for agricultural uses on property located at 32701 Alipaz CHC Action Min utes 2 July 23, 2019 Street (APN 121-190-57)(Applicant: Andrew Sieger on behalf of The Ecology Center)(Project Manager: David Contreras, Principal Planner). Commissioner Newman recused himself from the item, due to lives close proximity to project. Commissioner Newman left the Council Chambers. David Contreras made the staff presentation and responded to questions. Evan Marks, applicant, responded to Commissioners' questions. Adoption of Motion Commissioner Siegel made the motion, seconded by Commissioner Dickinson, to make an advisory determination to the Development Services Director that the land use improvements are of physical and aesthetic compatibility with the adjacent IHCL structures. The motion passed by a 4-0 vote. AYES: Commissioners Porter, Dickinson, Ronan and Siegel. NOES: None. ABSTAIN : None. Commissioner Newman returned to the meeting. 2. Consideration of land use improvements adjacent to the Arley Leck House, the Silvas Adobe, and the Garcia/Pryor House which are structures identified on the city's Inventory of Historic and Cultural Landmarks (IHCL). The proposal is a request for review of development plans to construct a 240 sq . ft. carriage barn and a 24'-tall Aermotor Windmill on property at 31865 Los Rios Street (APN 121-160-48) (Applicant: William Ramsey on behalf of the SJC Historical Society)(Project Manager: Paul Garcia, Associate Planner). Paul Garcia made the staff presentation and responded to questions. Bill Ramsey and Tom Ostensen, applicants, responded to Commissioners' questions. Cultural Heritage Commissioners provided comments and feedback. Adoption of Motion Commissioner Siegel made the motion, seconded by Commissioner Dickinson, make an advisory determination to the Development Services Director that the land use improvements are of physical and aesthetic CHC Action Minutes 3 July 23. 2019 compatibility with the adjacent IHCL structures.
