1. CONCEPTUAL APPROVAL OF PRELIMINARY LANDSCAPE PLAN
(ATCHISON, TOPEKA & SANTA FE RAILWAY RIGHT-OF-WAY)
(88) Written Communications;
Report dated June 21, 1983, from the Senior Administrative
Assistant, advising that a precise landscaping plan is being
prepared for the railroad right -of --way based on drought
resistant plants. The report forwards three landscaping
alternatives and their respective cost breakdowns and
recommends landscaping the area between Verdugo and. Del
Obispo Streets only, using hydroseeded plants, a few trees
and no irrigation, at an estimated cost of $7,000. Further
cost reductions will be pursued, such as the use of County
correctional programs for weed abatement and soil
preparation and the use of community groups or individuals
to assist with plant maintenance. It is intended that the
project be funded in the Capital Improvement Program of the
Community Redevelopment Agency.
Exhibits were on display and the City Manager made an oral
presentation. Councilman Schwartze stated concerns that the
railroad's method of weed control not be implemented in the
landscaped area.
Conceptual Approval:
It was moved by Councilman Hausdorfer, seconded by
Councilman Euchheim and unanimously carried to conceptually
approve Alternative C, the lowest level of landscaping, and
to direct staff to proceed with the development of a precise
plan to be submitted to Santa Fe Railway and the Cultural
Heritage Commission for approval, prior to its presentation
to the City Council for formal approval and recommendation
to the Community Redevelopment Agency.
