The City of San Juan Capistrano.(City) is the Lead Agency and proj-
ect proponent for the proposed Verdugo Street Beautification Project

A PUBLIC MEETING WILL BE HELD BY THE CITY COUNCIL OF THE CITY OF SAN JUAN
CAPISTRANO ON TUESDAY, THE 16TH DAY OF JULY, 2019 AT 5:00 P.M. IN THE CITY
COUNCIL CHAMBERS AT 32400 PASEO ADELANTO, SAN JUAN CAPISTRANO TO
CONSIDER THE FOLLOWING PROJECT:
Verdugo Street Beautification Project - CIP 14106
The proposed project would beautify the Verdugo Street corridor between the train station
platform and Camino Capistrano to provide a more pedestrian-friendly street experience for
visitors. The proposed improvements will include the following:
• Reduction of the overall roadway width
• Widening of sidewalks and the addition of rolled curbs
• New bulb-outs at the intersection of Verdugo Street/Carnino Capistrano
Installation of colored concrete and decorative pavers
• Modifications to existing storm drain catch basins
• New landscaping and irrigation
• Enhanced lighting and public seating
• Installation of ADA ramps
Under the California Environmental Quality Act (CEQA), the City prepared an Initial Study of '
the proposed project to determine if the proposed project would have a significant effect on
the environment. The Initial Study(IS) determined that all impacts of the proposed project can
be mitigated to a less than significant level and that a Mitigated Negative Declaration (MND)
is the appropriate documentation to obtain CEQA clearance for the proposed project. The City
circulated the IS/MND for a 20-day public review period from May 23, 2019 to June 11, 2019.
Staff received three comment letters submitted by the Orange County Transportation
Authority, the Southern California Regional Rail Authority and'the Orange County Fire
Authority. The Planning Commission considered the item at their June 25, 2019 meeting and
recommended to the City Council approval of the project and adopting the project's MND and
the associated Mitigation Monitoring Reporting Program (MMRP).
You are invited to attend the public meeting to provide testimony or find out more about the
project. If you can't attend the meeting and have questions about the project, please contact
the project manager, Paul Meshkin, Senior Civil Engineer at (949) 443-6350 or by e-mail at

Comments which you want to become part of the public record must be presented verbally at
the meeting or in writing. This project may be one of several to be considered and may be
heard after the beginning of the meeting. If you challenge action onthis project in court, you
may be limited to raising only those issues which you or someone else raised at the public
meeting described in this notice, or in written correspondence delivered to the City Council at,
or prior to the meeting. Should you have special needs to be accommodated in order to
