CULTURAL HERITAGE COMMISSION
REGULAR MEETING
A. ORGANIZATION:
1. CALL TO ORDER:
Assistant Development Services Director Sergio Klotz called the Regular
Meeting of the Cultural Heritage Commission of the City of San Juan
Capistrano to order at 4:30 p.m. in the City Council Chamber.
2. ROLL CALL:
Commissioners Present: Lorie Porter
Anna Dickinson
Howard Newman
Janet Siegel
Commissioners Absent: Ann Ronan
Staff Present: Sergio Klotz, Assistant Development' Services Director
Paul Garcia, Associate Planner.
B. NEW BUSINESS:
1. Reorganization of the Cultural Heritage Commission : Selection of
Chairperson and Vice Chairperson (Project Manager: Sergio Klotz,
Assistant Development Services Director).
Cultural Heritage Commission made the following selections for the
upcoming 2019-2020 period.
Selection of Chair.
Adoption of Motion
Assistant Director Sergio Klotz opened the nominations for Chair.
Commissioner Siegel nominated Lorie Porter. Commissioner Newman
nominated himself. Commissioner Dickinson made the motion, seconded
by Commissioner Siegel, to close nominations. The motion to select
Commissioner Porter as Chair passed with 3 votes.
Lorie Porter Votes: Commissioners Dickinson, Porter and Siegel.

Howard Newman Votes: Commissioner Newman.
Selection of Vice-Chair.
Adoption of Motion
Chair Porter opened the nominations for Vice-Chair. Commissioner
Dickinson nominated Commissioner Siegel. Commissioner Porter made
the motion, seconded by Commissioner Newman, to close the
nominations. The motion to select Commissioner Siegel as Vice-Chair
passed with 4 votes.
AYES: Commissioners Porter, Siegel, Dickinson and Newman.
NOES: None.
ABSTAIN : None.
2. Assign Two Cultural Heritage Commissioners to Review the Video of the
March 26, 2019 Cultural Heritage Commission Meeting and Approve the
Draft March 26, 2019 Meeting Minutes. Approved on a 3-0 vote
(Commissioner Siegel abstained).
3. Consideration to Recognize May 2019, National Historic Preservation
Month (Project Manager: Sergio Klotz, Assistant Development Services
Director).
Sergio Klotz made the staff presentation and responded to questions.
Cultural Heritage Commissioners provided comments and feedback.
Adoption of Resolution
CHC RESOLUTION NO. 19-04-23-01 PRESERVATION MONTH A
RESOLUTION OF THE CULTURAL HERITAGE COMMISSION OF THE
CITY OF SAN JUAN CAPISTRANO , CALIFORNIA RECOMMENDING TO
THE CITY COUNCIL ISSUANCE OF A PROCLAMATION IN
RECOGNITION OF NATIONAL HISTORIC PRESERVATION MONTH.
Commissioner Newman made the motion, seconded by Commissioner
Dickinson, to adopt the resolution recommending that the City Council
issue proclamation recognizing May 2019 as National Historic
Preservation Month. The motion passed by a 4-0 vote.
AYES: Commissioners Porter, Dickinson, Newman and Siegel.

D. CONSENT CALENDAR: None.
E. PUBLIC HEARINGS:
1. Consideration of Site Plan Review (SPR) 18-003, El Adobe; a request to
remove the existing wood shingle roofing provided on the street facing
elevation and replace with non-wood roofing materials intended to
maintain the historic integrity and aesthetic of the El Adobe Restaurant, a
listed structure on the City's Inventory of Historic & Cultural Landmarks
(IHCL) known as the El Adobe Restaurant/Juzgado/Jose Antonio Yorba
Adobe located at 31891 Camino Capistrano (APN 121-150-13).
(Applicant: Joey Trucksess, J.L. Ray Company, lnc.)(Project Manager:
Paul Garcia, Associate Planner).
Paul Garcia made the staff presentation and responded to questions.
Joey Trucksess, applicant, addressed the Commission and responded to
questions.
Cultural Heritage Commissioners provided comments and feedback.
Chair Porter opened the Public Hearing and no members of the public
provided comments. Chair Porter closed the Public Hearing.

CHC RESOLUTION NO. 19-04-23-02 SITE PLAN REVIEW (SPR) 18-003
A RESOLUTION OF THE CULTURAL HERITAGE COMMISSION OF
THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA CONFIRMING
ISSUANCE OF A CATEGORICAL EXEMPTION AND APPROVING A
REQUEST FOR SITE PLAN REVIEW RELATED TO THE REMOVAL OF
EXISTING WOOD SHINGLE ROOFING PROVIDED ON THE STREET
FACING ELEVATION TO BE REPLACED WITH NONWOOD ROOFING
MATERIALS INTENDED TO MAINTAIN THE HISTORIC INTEGRITY
AND AESTHETIC OF THE EL ADOBE RESTAURANT, A LISTED
STRUCTURE ON THE CITY'S INVENTORY OF HISTORIC & CULTURAL
LANDMARKS (IHCL) KNOWN AS THE EL ADOBE

Commissioner Siegel made the motion, seconded by Commissioner
Dickinson, to adopt the resolution approving Site Plan Review (SPR) 18-
003, as conditioned. The motion passed by a 3-1 vote.
AYES : Chair Porter, Commissioners Siegel and Dickinson.
NOES: Commissioner Newman.
ABSTAIN: None.

There being no further business, Chair Porter adjourned the meeting at 5:11 p.m .
