CHC Minutes-2018-11-27MINUTES November 27, 2018 CULTURAL HERITAGE COMMISSION REGULAR MEETING A. ORGANIZATION: 1. CALL TO ORDER: Chair Friess called the Regular Meeting of the Cultural Heritage Commission of the City of San Juan Capistrano to order at 4:32 p.m. in the City Council Chamber. 2. ROLL CALL: Commissioners Present: Donna Friess, Chair William Bonney, Vice Chair Mechelle Lawrence Adams Rhonda DeHaan (arrived before Item F.1.) Lorie Porter Staff Present: Joel Rojas, Development Services Director Sergio Klotz, Assistant Development Services Director B. ORAL COMMUNICATIONS: None. C. ** CONSENT CALENDAR: 1. Re-vote of the Draft July 24, 2018 Cultural Heritage Commission Meeting Minutes. (Commissioners Bonny, Lawrence-Adams and DeHaan attended meeting). At the request of staff, the Chair moved these set of minutes to the end of the meeting. 2. Draft October 23, 2018 Cultural Heritage Commission Minutes. Approved on a 4-0 vote with corrections. D. PUBLIC HEARINGS: None. E. UNFINISHED BUSINESS: None. CHC Action Minutes 2 November 27 2018 F. NEW BUSNESS: 1. Continued verbal discussion to consider a banner and related program during preservation month in 2019. Lori Porter opened discussion regarding donated banners, and the potential to use the banners. The Cultural Heritage Commission reviewed and provided comments. Adoption of Motion Chair Friess made the motion, seconded by Commissioner Bonney, to appoint an Ad-hoc committee consisting of Commissioners Lawerence- Adams and DeHaan to study the feasibility of using banners. The motion passed by a 5-0 _vote. **C CONSENT CALENDAR: 1. Re-vote of the Draft July 24, 2018 Cultural Heritage Commission Meeting Minutes. (Commissioners Bonny, Lawrence-Adams and DeHaan attended meeting). Approved on a 3-0 vote with Chair Friess and Commissioner Porter abstentions G. COMMISSION/STAFF COMMENTS: 1. Sergio Klotz provided clarification on Mills Act contracts and updated the Commission on the ongoing Mills Act property inspections. Staff continues to investigate the Juan Avila Adobe's historic depiction program and the status of the Code Enforcement efforts towards the Pryor Adobe. 2. Mechelle Lawrence Adams clarified her position that all events follow required permitting processes. H. ADJOURNMENT: There being no further business, Chair Friess adjourned the meeting at 5:32 p.m. to Tuesday, January 22, 2019, at 4:30 p.m. in the City Council Chamber.
