PC Minutes-2019-05-28A. ORGANIZATION: 1. CALL TO ORDER: MINUTES May 28, 2019 PLANNING COMMISSION REGULAR MEETING The Vice Chair called the meeting to order at 6:30 p.m. 2. ROLL CALL: Commissioners Present: Tami Wilhelm, Vice Chair Stan Braden Lisa Fenning Harrison Taylor Commissioners Absent: Howard Hart, Chair Staff Present: Joel Rojas, Development Services Director Sergio Klotz, Assistant Development Services Director Joe Parco, City Engineer Abdu Lachgar, Contract Planner Elizabeth Hull, Deputy City Attorney 3. PLEDGE OF ALLEGIANCE: Vice Chair Wilhelm led the Pledge of Allegiance. 8. ORAL COMMUNICATIONS: None C. CONSENT: Items listed on the Consent Calendar are considered routine and will be enacted by one motion and one vote. There will be no separate discussion of these items. If discussion is desired, that item may be removed from the Consent Calendar and will be considered separately. 1. Draft May 14, 2019 Planning Commission Minutes. Approved with corrections by a 4-0 vote. D. UNFINISHED BUSINESS: None. PC Action Minutes 2 May 28. 2019 E. NEW BUSINESS: 1. Consideration of General Plan Consistency for the Draft Seven-Year Capital Improvement Program (CIP) for Fiscal Years 2019-2020 through 2025-2026 (Project Manager: Joe Parco, City Engineer). Joe Parco made the staff presentation and responded to questions. Adoption of Resolution PC RESOLUTION NO. 19-05-28-01 , A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SAN JUAN CAPISTRANO FINDING THAT THE FISCAL YEAR 2019 THROUGH 2026 CAPITAL IMPROVEMENT PROGRAM CONFORMS TO THE CITY'S ADOPTED GENERAL PLAN . Commissioner Taylor made the motion, seconded by Commissioner Fenning, to adopt a resolution finding that the Capital Improvement Program is consistent with the City's adopted General Plan. The motion passed by a 4-0 vote. F. PUBLIC HEARINGS: 1. Consideration of Grading Plan Modification (GPM) 19-001 and Grading Plan Modification (GPM) 19-002; Carney Property (Chad Carney, Applicant) A request to modify the grade on two adjoining parcels to create two pads for the future development of two single-family residential homes. The proposed grading activities involve 440 cubic yards of cut and 13,815 cubic yards of fill for a total import volume of 13,375 cubic yards, APN No. 675-351-14, 675- 351-16, north of and adjacent to 33762 Valle Road(Project Manager: Abdu Lachgar, Contract Planner). Abdu Lachgar made the staff presentation and responded to questions. Chad Carney, applicant, responded to Commissioners' questions. Vice Chair Wilhelm opened the Public Hearing and no members of the public provided comments. Vice Chair Wilhelm closed the Public Hearing. Adoption of Resolution PC RESOLUTION NO. 19-05-28-02, GRADING PLAN MODIFICATION (GPM) 19-001 & 19-002 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA CONFIRMING PC Action Minutes 3 May 28. 2019 ISSUANCE OF A CATEGORICAL EXEMPTION AND APPROVING A REQUEST FOR A GRADING PLAN MODIFICATION RELATED TO THE MODIFICATION OF THE GRADE ON TWO ADJOINING PARCELS TO CREATE TWO BUILDING PADS FOR THE FUTURE DEVELOPMENT OF TWO SINGLE-FAMILY RESIDENCES FOR PROPERTY LOCATED AT ASSESSOR PARCEL NUMBER (APN) 675-351-14 & 675-351-16 (APPLICANT: Chad Carney). Commissioner Braden made the motion, seconded by Commissioner Fenning, to adopt a resolution approving Grading Plan Modification (GPM) 19-001 and Grading Plan Modification (GPM) 19-002 as conditioned. The motion passed by a 4-0 vote. AYES: Commissioners Braden, Fenning, Taylor and Wilhelm. NOES: None. ABSTAIN : None. G. INFORMATION ITEM: None. H. COMMISSION/STAFF DISCUSSION None. I.
