Dear Sirs :
I am enclosing two copies of the executed Lease between my
client, World Repair, Incorporated and the City of San Juan
Capistrano, concerning the Recycling Center.
Although the Board of Directors of our Corporation has approved
the Lease and its Officers have executed it, a number of questions
were raised during our meeting discussing the Lease, which I pass
_ on to you for future consideration.
First of all, the Board was quite clear that no changes would be
made or contemplated in the operation without close communication
with the City. However, the Board indicated the possibility of
discovering new methods and new materials for recycling, and it
may be that the Recycling Center would be interested in recycling,
in addition to the list in the Lease, paperboard, other non-ferrous
metals and aluminum, plastic , rubber, etc . The use of the terms
"such materials as" would not seem to exclude such materials .
Processing would, of course, be essentially as it is now, consisting
basically of sorting and re-packaging.
The provision in the Lease that "Lessee shall not expand or
increase use of site without advance approval of Lessor", is of
course without a reference base at this time, since the Recycling
Center is only now beginning. Presumably this is limited to
spacial area, that is , the portion of the Yard that was paved and
whose use is contemplated by the present arrangements .
The provision for the City to inspect the books and records of
the Corporation is not objected to, but the question was raised

as to its propriety, since this is not a percentage Lease.
Presumably this provision was inserted in order to ensure that the
Lessee continue as a non-profit organization.
The Board wishes to express its continued appreciation to the
City of San Juan Capistrano for its hearty welcome to our
operation and all the co-operation and assistance that has been
given.
