Murphy, Director of Public Works SUBJECT: Report on World Repair, Inc. (WRI) SITUATION : The lease agreement by and between the City and World Repair , Inc. expires December 31, 1975. WRI has not made application for renewal. In a recent communication with Walter Jobson, President of WRI, Mr. Jobson requested that a legitimate non-profit organ- ization take over the recycling operation. WRI has not been salvaging recyclable materials for the past year. During this time period, the site has been cleaned of loose paper and glass . With the loss of the lease site , WRI would dissolve , leaving the future of a recycling operation the obligation of the City. WRI has authorized the City to assume control of the assets now on the corporate yard site. These assets include: 1. A paved operations area 2 . One forklift 3 . One paper baler 4 . Paper drop-off bins 5 . Aluminum 6 . Glass 7 . Paper The forklift is in need of rewiring. When the forklift is operative a recycling program could begin. Due to the fluctuation in price of recyclable materials , a study should take place outlining costs and function of a City-sponsored recycling operation. FINANCIAL CONSIDERATIONS : Not known at this time. ALTERNATE ACTIONS : 1. Authorize the study of a recycling operation showing costs and function of a City-sponsored program. On January 1, 1976 , remove and dissolve the WRI assets from that portion of the corporate yard previously used for salvage and recycling operations . 3 . Study the alternate of a volunteer-operated recycling operation. RECOMMENDATION: By motion, authorize the study of a recycling operation showing costs and functions of a City-sponsored program.
