19-0610_LEGEND WELL & PUMP SERVICE, INC_Staff Memo 6/10/2019 Project Initiation Memo TO: Benjamin Siegel, City Manager FROM: Steve May, Public Works and Utilities Director�t'f' ' Prepared by: Noreen Swiontek, Senior Management Analyst 4 SUBJECT: On-Call Well & Pump Maintenance & Repair Agreements Description: The Utilities Department issued a formal RFQ for On-Call Well and Pump Maintenance and Repair Services in August 2018. Three vendors responded, and staff found all firms to have acceptable qualifications and comparable pricing.All three vendors were awarded contracts for amounts up to,$45,000 each,which was within the City Manager's approval authority under Municipal Code provisions, Section 3-4.304(c)(1). Funds allocated for the Legend Pump&Well Service Inc. contract have been exhausted.A new contract for the same amount is recommended on the basis of the original bid/SOQ. The work to be performed under the new contract will be distinct and different than the work previously completed by Legend, and is therefore eligible for inclusion in a new contract under the City Manager's approval authority of$45,000. Location: CIP 17807 Wells Rehabilitation, San Juan Capistrano Project Cost: $45,000 Funding Source: 50-94599-67101-17807-006 Proposals: Competitive Proposals were received from the following Proposals: Legend Pump & Well Service Inc.; General Pump Company; Layne Christensen Company. The use of on-call maintenance contacts for multiple vendors gives staff the flexibility to select the right crews and equipment based upon availability of the contractor to respond. This limits the amount of time that water wells are non-operational,thereby minimizing long term impacts to the public or other costs to the City. Staff Analysis & Recommendation: Legend Pump &Well Service Inc. was the low bidder, and has done a good job for the City on similar projects in the past. Accordingly, staff recommends that the City Manager approve another On-Call Agreement with Legend Pump&Well Service Inc. in the amount not to exceed $45,000.
