Huber, Director of Engineering & Building SUBJECT: Consideration of Approval of Plans and Specifications and Authorization to Receive Bids - City Bridge Repairs (CIP No. 117) RECOMMENDATION By motion, approve the plans and specifications and authorize Staff to receive bids for City Bridge Repairs. SITUATION A. Summary and Recommendation Plans and specifications have been prepared to repair four City bridges over Trabuco Creek at Rancho Viejo Road and Del Obispo Street and over San Juan Creek at Camino Capistrano and La Novia Avenue. Staff is requesting approval and authorization to receive bids. A copy of the plans and specifications are available for review in the City Clerk's Office, a copy has been placed in the City Council office. B. Background The Department of Transportation(Caltrans) inspects City bridges as an on-going program. Four bridges within the City have been identified as needing repairs. Much of the work is proposed for nighttime hours in order to minimize or avoid, where possible, adverse traffic impacts that may occur because of heavy daytime traffic as proposed in City Council Policy No. 505. The work and work hours are proposed as follows: 1. Trabuco Creek, Rancho Viejo Road Bridge i) Repair Spalled Deck Concrete ii) Repair Approach Joint Seals iii) Repair Spalled Concrete Railing Daytime construction is recommended here. Half width closures can be implemented without significant traffic impacts. The closest residence is 150' away on Imperial Drive. FOR CITY COUNCIL AGE 1 C' AGENDA ITEM • May 5,1.998 Page 2 2. Trabuco Creek, Del Obispo Street Bridge i) Repair Longitudinal Deck Joint ii) Repair Spalled Deck Concrete Nighttime construction is recommended at this location. City Council Policy No. 505 requires nighttime construction on Del Obispo Street from Ortega Highway to Paseo Adelanto. This work is closer to residences than the policy requires. Some construction noise is anticipated for about four nights. The closest residence is 100' away on Via Tonado. 3. San Juan Creek, La Novia Avenue Bridge i) ' Repair Approach Joint Seals ii) Repair Tube Railing Nighttime construction is recommended at this location. Some construction noise is anticipated for about two nights. The closest residence is 400' away on the corner of Calle Arroyo. 4. San Juan Creek, Camino Capistrano Bridge i) Repair Median Joint Seal City Council Policy No. 505 requires nighttime construction at this location and this is considered appropriate. Additionally, on the first three bridges (i.e., excluding Camino Capistrano Bridge), a penetrating deck sealer is desireable. This is an important item of work, however, it is likely to be a high cost and, as such,bids are structured for this to be an additive alternate. The seal will prevent water penetration of the concrete bridge deck, which would cause deterioration of the structural reinforcement. This deterioration would incur an even'higher repair cost at a later date. COMMISSION/BOARD REVIEW, RECOMMENDATIONS N/A s ' AGENDA ITEM . May 5, 1998 Page3 FINANCIAL CONSIDERATIONS $55,000 is budgeted in Account No. 12-65300-4710-117 for FY 1997-1998. Additional funding of $120,000 will be recommended for 1998-1999. The.engineer's estimate for base bid construction is $44,500. The engineer's estimate for crack sealing is an.additional $108,200. NOTIFICATION Residents within 300 feet of these projects, 10 on Via Tonada and 6 on Imperial Drive, have been notified of the Agenda Item. • Webb Community Management, Inc. ALTERNATE ACTIONS 1. Any modifications would have to be approved by a judge. Staff was directed to meet with Mr. Hayek to discuss his situation.
