SUBJECT: Consideration of Award of Contract- City Bridge Repairs (MD Construction Group)

RECOMMENDATION
By motion, award the contract for City Bridge Repairs to the low responsible bidder, MD
Construction Group, in the amount of$113,170.00, and reject all other bids. Authorize the Mayor
and City Clerk to execute the documents on behalf of the City.
A. Summary and Recommendation
Bids were opened May 29, 1998, for City Bridge Repairs. The bids are valid until September
27, 1998, a period of 90 days from the opening date. Staff is recommending that City Council
award the contract to the low responsible bidder, MD Construction Group, in the amount of
$113,170.00, which includes the Additive Alternate bid for deck sealing.
B. Background
The City of San Juan Capistrano has the responsibility of inspection for maintenance
purposes, as well as the maintenance work itself for bridge structures under its jurisdiction.
The Department of Transportation(Caltrans) inspects City Bridges on behalf of the City as
an on-going program, in accordance with the National Bridge Inspection Standards. Four
bridges within the City have been identified as needing repairs.
1. Trabuco Creek, Rancho Viejo Road Bridge
2. Trabuco Creek, Del Obispo Street Bridge
3. San Juan Creek, La Novia Avenue Bridge
4. San Juan Creek, Camino Capistrano Bridge.
Much of the work is proposed for nighttime hours to minimize or avoid, where possible,
adverse traffic impacts that may occur because of heavy daytime traffic as required by City
Council Policy No. 505.
On the first three bridges (i.e., excluding Camino Capistrano Bridge), a penetrating deck
sealer is desirable. This is an important item of work, however, because of its potential high
cost, bids have been structured for this to be an additive alternate. The seal will prevent water
penetration of the concrete bridge deck, which would cause deterioration of the structural
reinforcement. This deterioration would result in an even higher repair cost at a later date.

The base cost work and work hours are as follows:
1. Trabuco Creek, Rancho Viejo Road Bridge
i) Repair Spalled Deck Concrete
ii) Repair Approach Joint Seals
iii) Repair Spalled Concrete Railing
Daytime construction is to be performed here. Half width closures can be
implemented without significant traffic impacts. The closest residence is 150' away
on Imperial Drive.
2. Trabuco Creek, Del Obispo Street Bridge
i) Repair Longitudinal Deck Joint
ii) Repair Spalled Deck Concrete
Nighttime construction is to be performed at this location. City Council Policy No.
505 requires nighttime construction on Del Obispo Street from Ortega Highway to
Paseo Adelanto. This work is closer to residences than the policy requires. Some
construction noise is anticipated for about four nights. The closest residence is 100'
away on Via Tonado.
3. San Juan Creek, La Novia Avenue Bridge
•
i) Repair Approach Joint Seals
ii) Repair Tube Railing
Nighttime construction is to be performed at this location. Some construction noise
is anticipated for about two nights. The closest residence is 400' away on the corner
of Calle Arroyo.
4. San Juan Creek, Camino Capistrano Bridge
i) Repair Median Joint Seal
Nighttime construction is to be performed at this location as required.by City Council
Policy No. 505.

Penhall Company of Anaheim for joint seal work and California Surface Prep of Santee for
deck cleaning were listed as subcontractors, with MD Construction Group's bid, the lowest
total bid.
No subcontractors were listed with R. J. Bullard Construction's bid, the lowest base bid.
Staff is recommending that City Council award the contract to the low responsible bidder,
MD Construction Group, in the amount of$113,170.00.

FINANCIAL CONSIDERATIONS
MD Construction Group's bid for construction, including crack sealing, is $113,170.00. $175,000
is budgeted in Account No. 12-65300-4710-117 for FY 1998-1999. The engineer's estimate for
construction, including crack sealing, is $152,700. Specialty inspection is anticipated to cost
$20,000, general inspection and administration are anticipated to cost $5,000.
