Huber, Director of Engineering & Building SUBJECT: Award of Contract for the Basketball Court Lights at Old Serra High School, Clip #454 (Creative Lighting Inc.) RECOMMENDATION By motion, award the contract for the basketball court lights at Old Serra High School to the low responsible bidder, Creative Lighting Inc. in the amount of $26,790 and reject all other bids. Authorize the Mayor and City Clerk to execute the document on behalf of the City. SITUATION A. Summary and Recommendation Bids were opened on October 19, 1994, for the basketball court lights at the Old Serra High School. The project will illuminate the existing two side-by-side basketball courts situated below the library at the corner of Camino Capistrano and Acjachema Street. The bids are valid until December 3, 1994, a period of 45 days from the opening date. Creative Lighting Inc. was the low bidder at $26,790. Staff is recommending award of contract to the low responsible bidder, Creative Lighting Inc. B. Background The following bids were received: Creative Lighting Inc. $26,790 Laubach Electric Co. 27,260 Minco Construction Co. 29,890 Brewster Electric Co. 31,220 D & J Electrical Contractors 37,909 Triple E Electrical Contractors 48,000 Creative Lighting Inc. did not list subcontractors because they have their own trenchers, bobcat, auger and cranes. (Please see Exhibit "A".) Creative Lighting Inc. did not have the bid document notorized; however, when asked about this matter, they responded that it was a clerical oversight and subsequently provided the notarization. The City Attorney was informed of this matter and authorized acceptance of the late notarization. FOR CITY COUNCIL AGEN"� IO� 0 0 AGENDA ITEM -2- November 15, 1994 This project proposes the install eight light fixtures "shoebox" style, 1000 -watt metal halide, mounted on six steel poles about 24 feet high each. This illumination will ensure afterschool activities for junior and senior high school-age youth. COMMISSIONBOARD REVIEW AND RECOMMENDATIONS The City Council has previously approved the conceptual plan by Resolution No. 94-6-21-7, based on its consistency with the City General Plan's design policies and provisions of Title 9. FINANCIAL CONSIDERATIONS An amount of $43,000 has been budgeted in Account No. 12-65300-4704-454 this fiscal year for the subject project which is sufficient to cover all costs associated with the construction, administration and inspection of this project. Parks and Recreation Funds for this project are forthcoming and, until such time as they are available, funds will be borrowed from the Sewer Fund. PUBLIC NOTIFICATION The public was previously notified in accordance with the adopted City Council policy. ALTERNATE ACTIONS 1. Award the contract for the basketball court lights at Old Serra High School to the low responsible bidder, Creative Lighting Inc. 2. Do not award the contract. 3. Refer to staff for additional information. RECOMMENDATION By motion, award the contract for the basketball court lights at Old Serra High School to the low responsible bidder, Creative Lighting, Inc., in the amount of $26,790 and reject all other bids.
