Dumhart, Management Assistant I SUBJECT: CALTRANS Contract for Multi-Modal Parking Deck RECOMMENDATION: By motion, adopt the attached resolution approving the contract with CALTRANS to secure funding for the Multi-Modal Parking Deck.Then authorize staff to prepare visual analysis of the proposed Parking Deck for City Council consideration prior to the Councils decision to proceed further in the design and approval process. SUMMARY• In September of 1991, the City of San Juan Capistrano applied for Transit Capital Improvement(TCI) Program funds for the 1992-93 Fiscal Year. The TCI Application is for the development of a 73-space parking deck above the existing Capistrano Depot parking lot. Please see attached project location map as Exhibit B in the CALTRANS contract provided as Attachment B. The TCI applications are then ranked in order of priority of the projects by CALTRANS staff. They, in turn, forward their recommendations to the California Transportation Commission (CTC) who make more adjustments to the rankings and funding levels. The CTC recommendations are included in the State budget which is adopted by the State Legislature. The City of San Juan Capistrano's application for the Multi-Modal Parking Deck received approval by the CTC and high enough ranking to secure allocation of funding during the September adoption of the State budget. To receive the funding, the City will need to enter into a standard agreement with CALTRANS. Provided as Attachment B is a copy of this agreement for your review and approval. Approval of the contract at this time does not commit the City to the construction of the Parking Deck but, encumbers State funds so we maybe reimbursed should the City elect to build. Due to possible concerns regarding how the parking deck will effect the aesthetics of the area staff proposes that view simulations be prepared for City Council approval prior to the approval for design and construction of the project. At this time, City staff is recommending that the City Council adopt a resolution approving the CALTRANS contract and authorize the staff to prepare visual analysis of the proposed Parking Deck for City Council consideration prior the Councils decision to proceed further in the design and development process. /f FOR CRY COUNCIL AGENDA.�� Agenda Item - 2 - December 1, 1992 BACKGROUND: In 1978, Public agencies interested in establishing multi-modal transportation facilities in their communities had the opportunity to submit proposals for State funding. Because this funding program may not have been available in the future, local entities were encouraged to submit proposals for multi-modal facilities as part of their long range development plans. The City felt that increased transportation services would enhance commercial activity in the City which has always been a goal of the General Plan. The City also had additional incentive to apply for this funding because CALTRANS bad indicated at that time they had envisioned only one multi-modal facility in South Orange County which combines bus and rail services and that this facility may become the only Amtrak stop. A 1980 report prepared by Western Pringle and Associates to study the traffic impacts for the proposed multi-modal terminal reflected the need to provide additional parking to accommodate the traffic for the expanded terminal. At the August 6, 1980 City Council meeting the City Council approved the concept of the construction of a parking structure over the Depot parking lot. The proposed 73-space parking deck will provide needed parking in the downtown adjacent to the Capistrano Depot. At present, the Capistrano Depot is the second busiest stop in Orange County and the 17th busiest stop in the nation. Amtrak statistics indicate that approximately 75,362 passengers used the train at San Juan Capistrano during the first quarter of 1991, a 1,611 increase in patrons over last year. Amtrak Passenger surveys conducted by the Orange County Transit Authority indicate that the majority of these passengers come from Dana Point, San Clemente and San Juan Capistrano. Since the proposed San Clemente station is only in the conceptual stages and no new stations are planned in Dana Point or San Juan Capistrano, it is clear that the current parking demands in association with this station will not be alleviated. The new station in Mission Viejo/Laguna Niguel may affect only a slight reduction in our ridership. To meet the current demand, it is imperative that additional parking facilities for Amtrak passengers be provided at the San Juan Capistrano station. The Capistrano Depot is a historic structure located in a National Register Historic district. In 1990, the Depot underwent a $500,000 renovation including new passenger waiting areas and restroom facilities. Additionally, a new 300-foot railroad platform is about to commence construction. The construction of a new parking deck in this location will facilitate the needed parking for Amtrak passengers. The renovation of the bus stop area along Camino Capistrano will improve the intermodal linkage allowing rail passengers to conveniently catch a bus to local employment opportunities. The proposed project involves the construction of a parking deck over an existing 174 surface parking lot which accommodates parking for rail and bus transit as well as downtown shopping and merchant parking. The current capacity of the portion of the parking lot Agenda Item - 3 - December 1, 1992 proposed to be decked is 75 spaces (this number will be reduced by 10 spaces to accommodate the ramping for the new deck to be constructed above). An additional 99 spaces in the existing parking lot will not be affected. The proposed parking deck would add approximately 73 spaces to the parking lot for a total of approximately 235 spaces. The topography of the area is such that a single level parking deck can be added directly over the existing parking lot. The entrance to the parking deck will be at street level (Camino Capistrano) directly above the parking lot. The parking deck will be ramped up and down to allow circulation through both the parking deck and the existing parking areas. The parking deck improvements will also include a modification to an existing bus stop to provide a more appropriate turnout and waiting area. Currently, the City of San Juan Capistrano provides 131 spaces in an adjacent parking structure for Amtrak passengers. Amtrak passengers also park in a portion of the lot adjacent to the Capistrano Depot. These two parking locations do not provide sufficient parking for Amtrak passengers. Many are required to find street parking or parking in more remote lots. The proposed parking deck will assist in meeting the current demand for parking by Amtrak passengers. This project supports the strategies behind both the Congestion Management Plan and the Air Quality Management Plan through the encouraging and increasing intercity rail transit which reduces vehicle miles traveled. The proposed parking deck will facilitate additional parking for intercity transit which will make the Saps Juan Capistrano Depot more convenient for Amtrak passengers. This project is part of the overall Transportation Demand Management strategies to modify commuter behavior and encourage their use of alternative forms of transportation to reduce traffic congestion. The existing surface parking lot adjacent to the Capistrano Depot provides 2 spaces for handicap persons. Additionally, the parking structure will provide 6 handicap spaces with direct access from the parking structure onto the new railroad platform once it is completed. The railroad platform will also be equipped with all the appropriate handicap accessible platforms for passenger loading and unloading. Staff has prepared a resolution for City Council adoption which approves the CALTRANS agreement and authorizes the Mayor to execute. Provided as Attachment A is this resolution. COMMISSIONSBOARD REVIEW: N/A Agenda Item - 4 - December 1, 1992 FINANCIAL CONSIDERATIONS: The total estimate cost for the Multi-Modal Parking Deck is $1,681,300. The TCI grant is for $1,296,500 with local contributions being$384,800. Of the $384,800, $313,800 is targeted for right- of-way acquisition which the City is already in possession of and $71,000 which has been expended on preliminary design and concept. Quotes for preparing simulated view analysis range from $2,500.00 to$8,500.00. Funds expended for visual analysis are reimbursable under the CALTRANS contract should the City elect to build the facility. NOTIFICATION: N/A ALTERNATIVES: 1. Adopt the resolution approving the contract with CALTRANS to secure the funding for the Multi-Modal Parking Deck. Then authorize staff to prepare visual analysis of the proposed Parking Deck for City Council consideration prior to the Councils decision to proceed further in the design and approval process. 2. Do not adopt the resolution approving the contract with CALTRANS and do not recommend proceeding with the Multi-Modal Parking Deck. 3. Refer to staff for additional information. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Juan Capistrano does hereby approve the contract with the State of California Department of Transportation and authorizes the Mayor to execute the contract to receive the funds and proceed with the implementation of the project.
