Parking in the depot parking lot is still limited to four hours, which creates a problem for the commuters and intercity rail passengers. So far, we have not been successful in reaching a satisfactory solution. One alternative to this problem is to remove all parking restrictions on the depot parking lot. A second solution is to reimburse the State for our interest in the parking lot. In accordance with the terms of contract number 64520,as amended on October 18, 1982, the State is entitled to ownership interest in the lot in proportion to the amount contributed to its development. The State contributed 100% of the land acquisition costs. A recent estimated market value of the parcels involved is$1,882,227.60. In addition, the State contributed$156,000 toward construction costs. This is a sum of$2,038,277.60. We will relinquish all title to the property for reimbursement of all these costs. In addition, please remember that funding for an additional parking deck as described in contract#75V434 in the amount of$1,296,000 is being held pending satisfactory resolution of this issue. As previously stated in a letter to you dated,May 3, 1996,you will be unable to reduce the scope of the parking structure project you proposed to the California Transportation Commission to a parking lot. If you still intend to build the parking structure, we must resolve this issue by removing the parking restrictions and completing construction prior to June 30, 1997. If the parking restrictions are not removed, the new parking structure cannot be considered an intermodal facility dedicated to public transportation purposes, therefore, it is not eligible for funding.
