Sievers, Director Public Lands & Facilities SUBJECT: Resolution Approving the Public Works Mutual Aid Program for Emergency Services SITUATION The California Office of Emergency Services, the League of California Cities, the County Supervisors Association of California, and the American Public Works Association have expressed a mutual interest in the establishment of a plan to coordinate jurisdictional assistance in cases of "local emergency." The plan is intended to facilitate and encourage public works mutual aid agreements between political subdivisions throughout California. The Public Works Mutual Aid Agreement sets forth the procedures and responsibilities of the parties whenever emergency personnel, equipment and facility assistance are provided from one party's Public Works Department to another. The agreement specifically states that no party should be placed in a position of unreasonably depleting its own resources, facilities or services in providing such mutual aid. The operational area for which the City of San Juan Capistrano would be a part includes the County and all jurisdictions within the County that are parties to the agreement. At this time, twenty (20) of the twenty-nine (29) Orange County cities have executed the agreement. As this is an agreement by which all parties would benefit in times of emergency, staff recommends that the City approve a resolution approving participation by the City of San Juan Capistrano in the Public Works Mutual Aid Program. It is recommended that Ronald C. Sievers, Director of Public Lands and Facilities, be named Coordinator for the City of San Juan Capistrano. The Coordinator is designated to act on behalf of the City on all matters relative to mutual aid, including, but not limited to, requests, responses and reimbursement. March 19, 1991 Page Two COMMISSION/BOARD REVIEW, RECOMMENDATIONS None FINANCIAL CONSIDERATIONS Parties requesting assistance are required to pay all direct, indirect, administrative, and contracted costs incurred by the jurisdiction providing assistance, pursuant to the agreement. Such reimbursement is based upon standard rates applicable to the assisting party's internal operations. ALTERNATE ACTIONS 1. By motion, approve the resolution for participation in the Public Works Mutual Aid Agreement. 2. Do not approve the resolution. 3. Request further information from Staff.
