All Bond Act Projects You may request a 108 advance for the preparation of acquisition documents and/or construction plans and specifications. Acquisition documents include an appraisal and preliminary title report. Construction documents include one full set of plans and specifications, a force account schedule if the work is in-house or volunteer, or a complete bid package if the work is contracted. Such documents must be submitted to this department for review. Up to 908 of the grant may be advanced after state approval and when development is ready to start. Roberti-Z'berg Projects The Roberti-Z'berg Urban Open -Space and Recreation Program does not generally require this Department's review of acquisition documents or plans and specifications. You may request a 108 advance to prepare such documents and up to 908 of the grant may be advanced when you are ready to start development. All Projects Payment Request Forms are enclosed. If you wish an advance, send four copies of the payment request. When the project is completed, send four copies of a payment request along with support material shown on the enclosed list. After review of expenditures, the final payment will be processed. An audit will be made for all 1974 Bond projects before the final payment is processed. Other state grant projects may be audited following the final payment. All project records must be retained three years after final payment. If advance payments are made, and not immediately used, the applicant is held accountable for the interest earned. Advanced funds should be placed in a separate interest-bearing account to compute earned interest on the advance payments. Be sure the full amount of the grant, including any required matching funds and interest earned, has been expended before requesting final payment to insure payment of the full grant.
