(23) The bid submitted by Niles and Kelley Construction Company
in the amount of $185,520 for the relocation and rehabilita-
tion of the Hot Springs Dance Ball is rejected and the City
Manager is authorized to revise the plans and specifications
and re -advertise for bids.

(35) The Claim for Defense submitted by Arnold L. Ross on behalf
of Albert Martin Sibi, Charles Albright and Newport Aerial
Advertising, in connection with the aircraft accident which
occurred on May 28, 1977, is denied and referred to the
City's insurance carrier, Dan Gorman Insurance.

(89) An expenditure not to exceed $500 is authorized for display
ads to notify the general public of the Orange County Tax
Assessor's intent to adjust theassessedvaluation of
properties damaged by flood and storm waters in order
to reduce property taxes.

JUAN CAPISTRANO. CALIFORNIA, FOR DESIGNATION OF
APPLICANT'S LOCAL AGENT
The Resolution designates the City Manager as the City's
agent to execute and file all applications and agreements
tinder the Federal Disaster Relief Act and the President's
Disaster Relief Fund for the purpose of assessment and
certification of public damage incurred from recent storms.

and unanimously carried to accept the staff recommendations with

AMERICAN CANCER. SOCIETY - MONIfH OF APRIL, 1976
The request of the American Cancer Society, Orange County
Unit, for permission to solicit for funds within the City
during.the month of April, 1976, is approved.
4. PROCLAMATION. RED CROSS MONTH, MARCH 1976
The Month of March is proclaimed as "American National Red
Cross Month" in the City and all citizens are urged to support
the Red Cross community service endeavors.
5. PROCLAMATION, FIESTA DE LAS GOLONDRINAS,
MARCH 14 THROUGH 20, 1976
The Week of March 14 through 20, 1976, is proclaimed as the
"Fiesta de las Golondrinas" in the City and all citizens and
residents are urged to join in celebrating the return of the
swallows.
6. TRACT 8130, VILLAGE SAN JUAN (ZELLNER C0MMUNITIES, INC,) -
REL^nASE OF FAITHFUL PERFORMANCE AND MOSUMENTATION BONDS
The public improvements for Tract 8130, Village San Juan
(Zellner Communities, Inc.) are accepted; authorization is
granted to release the Faithful Performance Bond and the
Monumentation Bond. The Labor and Material Bond is required
to be extended to February 18, 1977.
7. TRACTS 7541, 7542, 7671, 76722 AND 7758, VILLAGE SAN JUAN
LELLN EIi COMMUNITIES, INC,) RELEASE OF FAITHFUL PERFORMANCE
AND MONUAILNTATION BONDS
Authorization is granted to release the Faithful Performance
Bond and the Monumentation Bond for the above-mentioned
Tracts. The Labor and Material Bond is required to be
extended to February 18, 1977.
CLAIM AGAINST THE CITY - KRUEGER
The Claim of Michele Denise Krueger for damages allegedly
sustained to her vehicle on January 21, 1976, is denied and
referred to the City's insurance carrier, Quinlan Insurance, Inc.
REOUEST FOR SOLICITATION PERMIT, CEDU FOUNDATION, INC,
The request of the CEDU Foundation of Running Springs, California,
for permission to solicit: for funds within the City is denied
since it is not on the approved List of Organizations and is
not a local organization; Council determined that it has not
been demonstrated that the residents of the City receive a -
direct benefit from the acti.viti.cs of the CEDU Foundation.
