Resolution Number 19-04-02-03RESOLUTION NO. 19-04-02-03 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, DESIGNATING THE MEREDITH CANYON STREET REHABILITATION PROJECT FOR FISCAL YEARS 2019-20 AND 2020-21 TO BE PARTIALLY FUNDED BY SB 1: THE ROAD REPAIR AND ACCOUTABILITY ACT OF 2017 WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017) was passed by the Legislature and signed into law by the Governor in April 2017 in order to address the significant multi -modal transportation funding shortfalls statewide; and, WHEREAS, SB 1 includes accountability and transparency provisions that will ensure the residents of San Juan Capistrano are aware of the projects proposed for funding in our community, and which projects have been completed each fiscal year; and, WHEREAS, the City must, by resolution, designate a project or adopt a list of projects proposed to receive funding from the Road Maintenance and Rehabilitation Account (RMRA) created by SB 1, with a description and location of each proposed project, a proposed schedule for the project or projects' completion, and the estimated useful life of the improvements; and, WHEREAS, the City of San Juan Capistrano will receive an estimated $600,000 in RMRA funding from SB 1 in Fiscal Year 2019-2020; and, WHEREAS, this is the third year in which the City of San Juan Capistrano will be receiving SB 1 funding that will enable the City to continue essential road maintenance and rehabilitation projects to the extent that would not be possible without SB 1 funding; and, WHEREAS, the City of San Juan Capistrano used a Pavement Management System to develop the SB 1 project list to ensure revenues are being used on the most high-priority and cost-effective projects that also meet the community's priorities for transportation investment. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Juan Capistrano does hereby order and find as follows: 1. The foregoing recitals are true and correct. 1 4/2/2019 2. The Fiscal Years 2019-20 and 2020-21 project planned to be partially funded with SB 1 Road Maintenance and Rehabilitation Account revenues is described as follows: Meredith Canyon Neighborhood Local Streets Pavement Rehabilitation Project, including the following streets - Via De Agua, Avenida Calita, Avenida La Mirada, Calle Esparanza, Calle Miramar, Avenida Pescador, Paseo De Este and Calle Don Carlo. The estimated $4.1 million, multi-year project is currently being designed and will be constructed in 2020 after sufficient funds have been accumulated from SB 1 funds and other revenue sources. The Project scope includes pavement rehabilitation by overlay or complete reconstruction, construction of ADA compliant curb ramps, repair and reconstruction of damaged curbs and gutters, and new roadway striping.
