SUBJECT: Award of Contract -River Street Drainage Improvements, CIP No. 145 (Brongo)
RECOMMENDATION
By motion, award the contract for River Street Drainage Improvements to the low responsible bidder,
Brongo Construction, in the amount of$14,221.59, and reject all other bids. Authorize the Mayor
and City Clerk to execute the documents on behalf of the City.
SITUATION
A. Summary and Recommendation
Bids were opened September 18, 1995, for the River Street Drainage Improvements. The
bids are valid until November 2, 1995, a period of 45 days from the opening date.
Staff is recommending that City Council award the contract to the low responsible bidder,
Brongo Construction, in the amount of $14,221.59, which is 21% above the Engineer's
estimate of$10,750. The 21% difference in the second lowest bid and the engineer's estimate
can be explained by the difficulty in estimating very small jobs. The smaller the project, the
more likely contractor costs, such as office overhead, bonding, mobilization and other items
which are difficult to estimate will drive up costs.
B. Background
The following bids were received:

Southpaw Construction $24,173.00
Atlas Allied, Inc. $24,223.50
Excel Paving Co. $36,516.00
No subcontractors were listed with the bid from Brongo Construction.
River Street was abandoned as a public street by the County of Orange in 1948 and reverted
to the adjacent properties, Lots 55 and 56 of Tract 103.
As part of the public construction requirements of the Franciscan Plaza project, a storm drain
was constructed from the Franciscan Plaza and Verdugo Street down River Street to Trabuco
Creek in a public easement obtained from the owners of Lots 55 (Jones) and 56 (Ito) of Tract
103.

An inlet to this storm drain was provided on River Street approximately 20 feet west of Los
Rios Street. During light rains, the inlet collects street run-off adequately. During moderate
to heavy rains, street run-off bypasses the inlet. This project will mitigate this situation in part
by providing drainage inlet capacity on Los Rios Street by means of a slotted drain. Also, the
cross fall on River Street will be increased locally from approximately 2% to 4% by a
combination of overlaying or reconstructing River Street in the area adjacent to the existing
inlet.
The City has obtained construction license agreements with the owners of Lots 55 and 56 for
minor work on their properties within the limits of River Street.

FINANCIAL CONSIDERATIONS
River Street Drainage is budgeted at $16,000 for design and construction in Account No. 12-63500-
4705-145. The Engineer's estimate for construction is $11,750.
