Murphy, Director of Public Works SUBJECT: Approval of Plans and Specifications and Call For Bids - E1 Camino Real Park SITUATION: The Engineering and Planning Departments have been working very closely in the preparation of the plans and specifications for El Camino Real Park. Staff efforts have been coordinated with the concept plans that were approved by the Parks and Recreation Commission. Recently there has been several letters and comments from adjacent residents concerning the need for a restroom facility, picnic area and a proposed amphitheatre. The Parks and Recreation Commission reviewed these considerations of the plans and voted unanimously to retain the original concept of the park, in com- pliance with the General Plan of the City. During the concept design of the park the restroom facilities were located in a position where general security could be pro- vided and yet screened with some landscaping for aesthetic consideration. The structure was designed as an open facility versus a time-controlled facility. During the preparation of the construction plans the Planning Department has strongly supported the construction of a spray basin as a focal point in the area directly north of La Zanja. This proposal was reviewed by the Parks and Recreation Commission and strongly rejected the spray basin as a desirable facility for this area. This item had been discussed by the City Council dur- ing the funding consideration without definitive action taken on this design feature . Within the plans and specifications an alternate is shown for a spray basin which is submitted only for Council 's consideration during their approval of the plans. The final plans have been sent to the County and State agencies and it is expected that we will receive their approval and author- ization for funding participation shortly. Both the County and State will participate in one-third of the project costs up to a total of $50, 000 each. Since all of our discussions with the County and State have been on the basis that the facilities are regional in nature and serving residents of other areas, there could be some question to their funding participation should a restroom and/or picnic facilities be removed from the plans. During the final deliberations by the Parks and Recreation Com- mission they specifically requested that the City Council consider controlling the hours of access to the restroom and the park facilities. It was suggested that this could be done by altering the design of the facilities to a locked structure and/or placing FOR CITY COU":C'.! ���!?� lit James S. FINANCIAL CONSIDERATIONS: $150,000 has been allocated in the fiscal year 1975-76 budget which includes the $50,000 County participation and $50,000 State participation. ALTERNATE ACTIONS: 1. Approve the plans and specifications as submitted. 2. Approve the plans and specifications deleting the restroom facility and/or picnic facility and/or amphitheatre. 3. Approve the plans and specifications but direct Staff to revise the restroom structure to a locked facility. 4. Approve the plans and specifications and direct the inclusion of a spray basin as an alternate design. 5. City Council direction to Staff for a revised park design. RECOMMENDATION: By motion, approve the plans and specifications without revisions or alternatives and authorize the City Manager to advertise for bids. IRespectfully submitted, W. D.
