RECOMMENDATION: By motion,approve extension of the Afterschool Recreation and Teen Program agreements between the City and Boys&Girls Club of Capistrano Valley,Inc.through June 30, 1999. SITUATION: A. Background: At the meeting of March 18, 1997,City Council approved the attached agreements with the Boys&Girls Club of Capistrano Valley to provide afterschool and teen programs for a period of eighteen(18)months. Term of the agreements.is July 1, 1997-December 31, 1998,with a six-month extension to June 30, 1999,upon mutual agreement of the parties. B. Summary and Recommendation: The Boys & Girls Club of Capistrano Valley has been providing an increased level of programs at the Boys&Girls Club facility as a result of the funding that the City has provided through the current agreement. The Club has also been conducting a Friday afterschool teen program, which is called "Fabulous Fridays."The program was conducted during the last school year,which ended in June 1998. The program was scheduled to begin again in October 1998;however,the Club has been experiencing difficulty in obtaining staff to conduct the teen program. The Boys& Girls Club is in the process of recruiting for the teen program position.The City has not paid for teen services not rendered for the months of October and November. Once the teen program position is filled,the Club will continue to meet its contractual obligation.Therefore, the Boys&Girls Club of Capistrano Valley is requesting the 6-month extension to the current agreement. `f Agenda Item -2- December 1, 1998 COMMISSION/BOARD REVIEW,RECOMMENDATION: At the November 16, 1998,Parks,Recreation&Equestrian Commission meeting,the Commission unanimously recommended approval of the contract extension. FINANCIAL CONSIDERATIONS: Extension of the existing contract for a 6-month period to expire June 30, 1999, has been incorporated in the FY 1998-99 Community Services Department budget;therefore,there is no need for a budget modification. Deny extension of the Afterschool Recreation and Teen Program agreements between the City and Boys&Girls Club of Capistrano Valley,Inc. through June 30, 1999. 3. Extend the agreements for providing Afterschool Recreation and Teen Program services through the Boys&Girls Club of Capistrano Valley with modifications. 4.
