RECOMMENDATION
By motion, approve the plans and specifications for the installation of Drainage Improvements on
Calle Delgado and authorize Staff to receive bids.
SITUATION
A. Summaa and Recommendation
Plans have been prepared for the installation of drainage improvements on Calle Delgado.
Staff is requesting approval of plans and specifications and authorization to receive bids for
this project.
A copy of the plans and specifications are available for review in the City Clerk's Office and
a copy has been placed in the City Council office.
B. Background
At the City Council meeting of August 16, 1994, a design contract with Christiansen and
Associates was approved for geotechnical testing and preparation of construction plans to
correct a problem with ponding water in front of 27171 Calle Delgado.
The geotechnical investigation has been completed, as well as plans and specifications for the
installation of a storm drain inlet in the curb and gutter at the low point of Calle Delgado.
The geotechnical report concluded that ponding was at the center of a very deep subsurface
consolidation. This conclusion is home out by the observance of settlement of the adjacent
homes and concrete slabs which lie between the street and the slope at the rear of the homes.
The geotechnical report did not address recommendations for solving the settlement problem
on private property. It may be advisable for the private property owners to pursue
recommendations to mitigate their settlement problem also, in view of the geotechnical report
conclusion that settlement is likely to continue to occur indefinitely.

The Engineer has prepared plans to solve the ponding problem. Originally, Calle Delgado
was constructed to drain in a westerly direction, however, the street has gradually settled to
form a low spot in front of 27171 Calle Delgado. Rather than reconstruct the curb, gutter
and sidewalk to regain the original grade, it has been decided to place a catch basin and a
storm drain lateral at the created low point. This solution will minimize the costs of
correction of the ponding problem and will be effective in carrying off water, even if the
settlement continues to occur. The design will not create any adverse conditions with respect
to the adjacent properties, nor will it preclude additional remediation to the adjacent
properties.
Adjacent property owners and the Homeowner's Association have been notified of the
proposed City project and have received copies of the geotechnical report.

Environmental Administrator reviewed the proposed project on January 24, 1995 and approved the
release of the project for preparation of bid documents/specifications pursuant to City Council Policy
418.
$25,000 is included in the 1994-95, Calle DelgadoNia De Agua Rehab budget, account number 12-
65300-4710-134. The design fee for the Calle Delgado project was $11,190. The Engineer's
estimate for construction of the project is $8,500.
