Analyst II, the Int Access Agreement was appro with Texaco Marketing & Refining,
Inc. permitting Tex to access the Agency -o ed former Mission Texaco site at 26874
Ortega Highway to re iate the hazardou aterials found on site. The Interim Access
Agreement will be effective a period of days with payment to the Agency of $400 per
month. The Chairman was au rized execute the Agreement on behalf of the Agency.

Memorandum of Understanding between the Agency and the Blas Aguilar Foundation be
approved to provide volunteer curator responsibilities for the Blas Aguilar Adobe located at
31806 El Camino Real.

It was moved by Director Jones, seconded by Director Greiner, and unanimously carried that
the Memorandum of Understanding between the Agency and the Blas Aguilar Foundation be
approved to provide volunteer curator responsibilities for the Blas Aguilar Adobe, The
Agency Chairman was authorized to execute the MOU on behalf of the Agency.

Public Comments:

Coast Farms, spokeproposed RFP process. However, he suggested
that the proposedn for the current operators, J&W Farms, to
September 1, 1997,uly 1, 1997, to allow the new operator a chance
to plant in time for therwise, a planting season would be lost.
(2) Dan Manassero,1562 Ev glades, Placentia, a partner of Manassero Farms operating
in Placentia, Anaheim, and Irvine, concurred with Mr. Kibby's comments. He
preferred that the new operator be per tied to begin planting by June 1997.
Mr. Scarborough explain d that the current operator has crops already planted and has
expressed interest in ret ning the property through'. ugust 1997. He suggested that the
Board approve the ge ral direction and concept for t ' RFP to combine both the farming
operation and the C ngdon House and continue the is e of the lease extension. After
conferring with po ntial lessees and the current operatorXstatff would then return to the
Board at a later to with a recommendation for a specifiension date for the current
lease.
(3) Ben Ffamner, 32552 Alipaz Street, noted that he lives across the street from the
subj t farmland. He preferred that the land remain agricultut�I and felt it was in the
be5f interest of the City and the community to accept proposals rom growers to the
C v's financial benefit.
(4) A. G. Kawamura, 1906 Lake Street, Huntington Beach, advised that ost fall harvest
crops would need to be planted by early August and recommended t t the lease for
the new operators begin July 1, 1997. He stated that some of the ' rowers were
discussing the possibility of working together on this site. He urged a q "ck decision
on this matter.
